00:00The Senate and Congress are working hard to pass a few priority bills of the Marcos administration.
00:06Among the goals of President Ferdinand R. Marcos Jr.,
00:11some proposals will help a lot in the flood control program of the government.
00:16The Congress also targets to pass tonight the 2025 National Budget.
00:23This is the report of Kenneth Paciente.
00:26In the 6th Legislative Executive Development Advisory Council or LEDAC meeting
00:32led by President Ferdinand R. Marcos Jr.,
00:35he targets to pass the bill of the Waste-to-Energy Bill
00:39to address the flooding in the country.
00:41He said that the bill of the budget must be passed
00:44especially since it will play a big role in the flood control program of the government.
00:49According to the President,
00:50this is not only about the waste, but also about the flood control effort.
00:55The President also helped in the LEDAC meeting
00:58the reorganization of water management in the country
01:00through the creation of the Department of Water Resources.
01:04He said that this department will focus on the processes of water management
01:08especially now that the country is going through the effects of climate change.
01:12The President told the Senate
01:13that the executive version of the Department of Water Resources will be issued by Malacanang
01:18which will be studied by the high-ranking members of Congress.
01:22Meanwhile, the Senate and the House of Representatives are working hard
01:25to pass the priority legislations under the Marcos Jr. Administration.
01:30In fact, the law already has 64 Common Legislative Agenda Priority Measures
01:39because of the help of the Senate and Congress.
01:41The Senate President Chiz Escudero and House Speaker Martin Romualdez
01:46are working hard to pass the existing priority bills before Christmas break.
01:52Currently, there are only five bills left in the Senate
01:56while there are two legislative priority agendas in the House of Representatives.
01:59I'm glad that Senator Chiz Escudero brought up some clarificatory issues
02:04that have been ironed out at the LEDAC
02:07and we are looking forward to its progress
02:11and soon-to-be passage at least on the part of the House.
02:17One of the goals of the Congress is the 2025 budget.
02:21According to Romualdez, they will pass it tonight
02:25after it is certified as urgent by President Marcos Jr.
02:28Later tonight, we will pass it on third and final reading
02:32and ready for transmission in short order to the Senate.
02:34This is the most important bill that we are facing in Congress
02:39and I am confident that we will pass it tonight.
02:44The Senate promised that it will be passed on time
02:47regardless of the hearings in the Senate.
02:50In fact, the Senate and the PICC have already reached an agreement
02:54to hold some hearings.
02:56It has always been passed by the Senate in time before we go on recess.
03:02But to address your question directly,
03:04the Senate has entered into a G2G agreement with the PICC
03:08whereby we were able to add or get five rooms
03:12because we only have six in the Senate
03:14to enable members of the Senate sharing the various committees
03:18to be able to do their respective hearings
03:21without affecting the budget process that we are currently undertaking.
03:27The issue of listening to the budget of the Office of the Vice President is important.
03:31There will be a consensus among congressmen
03:34on what should and should not be the action here
03:37especially on the request of many of them
03:39that VP Sara resign from her position
03:41because of her repeated snubbing of the budget deliberation.
03:45Well, all congressmen have ideas and opinions
03:50but before tonight's end, we will come to a resolution
03:54and that will be the act of the plenary.
03:57So instead of listening to individual opinions or comments,
04:01as you know, in Congress, we act in a consensus,
04:04as a consensus body and as a collegiate body rather
04:07and so we will deal with that.
04:09The Senate and House of Representatives believe
04:11that President Marcos Jr. will sign the 2025 proposed national budget before Christmas
04:16to fund the various government programs for Filipinos.
