00:00Good afternoon to all of us, this is an update on the Tropical Depression that has a local name of Julian or Julian.
00:08Last time we saw it, it passed through the 425-kilometer Basco-Batanes coastline.
00:13There was a strong wind that reached 55 kilometers per hour near the center
00:18and the eruption reached 70 kilometers per hour.
00:22It was still moving south-westward at a speed of 70 or 20 kilometers per hour.
00:29And we can see in our satellite imagery that it is affecting the tip of the Tropical Depression,
00:35this part of Cagayan, including the Babuyan Islands and also Batanes.
00:40Ilocos Norte and Ilocos Sur are also experiencing a cloudy sky,
00:44as well as some parts of Cordillera and its region, as well as the Isabela area.
00:50Please be careful, because tonight we are expecting heavy rains,
00:56landslides, and landslides brought by the Tropical Depression.
01:00Meanwhile, here in Metro Manila, as well as in other parts of our region,
01:05there is no direct effect of the Tropical Depression in the mentioned areas.
01:11And we are also not expecting any effects of the storm.
01:15That is why tonight, we are still expecting a cloudy sky,
01:19up to a cloudy sky here in Metro Manila, as well as in other parts of our region.
01:25If we are to experience any rains this afternoon,
01:28it will only be brought by localized thunderstorms.
01:33And here is the latest track here in Bagyong Sea Hull,
01:38where we can see that it will continue to move south-westward in the next 24 hours,
01:46and when it arrives tomorrow afternoon, it will be at 375 kilometers of aparikagayan.
01:53And if we can see, in the next 24 hours, it will intensify
01:58and possibly be in the Tropical Storm category by tomorrow.
02:03When Sunday arrives, we are expecting that it will be at around 240 kilometers
02:08south-east of Kalayan Kagayan.
02:11And between Saturday night and Sunday, that is the looping track,
02:16that is where this Bagyong Sea Hull will move.
02:20And aside from that, it is still intensifying,
02:24or it will intensify even more when Saturday night arrives until Sunday morning.
02:29And we have not ruled out the possibility of rapid intensification.
02:34And when Sunday afternoon arrives, it is possible that it will be in the Typhoon category,
02:39this Bagyong Sea Hull that we are monitoring.
02:42And when Monday arrives, it is possible that it will be closer to the Batanes area.
02:48So when Monday arrives in the afternoon, it will be at around 85 kilometers
02:53west of Basco, Batanes.
02:56And when Wednesday arrives in the afternoon, it will be at around 460 kilometers
03:01north-northeast of Itbayat, Batanes.
03:04And that is where this Bagyong Sea Hull will move out of our Area of Responsibility.
03:08So this Bagyong Sea Hull will stay in our Area of Responsibility for a long time
03:14because of its looping track.
03:16That is why by Wednesday afternoon or night,
03:19we are expecting this to move out of our Area of Responsibility.
03:24And this afternoon at 5 o'clock in our Tropical Cyclone Bulletin that was released,
03:29we have already released Tropical Cyclone Wind Signal No. 1
03:33to the other side of the Babuyan Islands and to the eastern portion of the mainland of Cagayan.
03:38That means that within the next 36 hours, it is possible that they will experience
03:43a gust of wind that will be accompanied by rain brought by this Bagyong Sea Hull.
03:49And because we are expecting that this will be stronger and possibly closer
03:54to the extreme northern zone area,
03:56that is why we are not ruling out the possibility that we will reach
03:59Tropical Cyclone Wind Signal No. 3 or No. 4,
04:04especially here in the Cagayan area or even in Batanes.
04:10That is why we will continue to monitor the updates that are expected.
04:16When it comes to heavy rainfall,
04:18we are expecting that this day until tomorrow afternoon,
04:22this Bagyong Sea Hull will bring moderate to heavy rains in some parts of Cagayan.
04:28Meanwhile, when it comes to Saturday afternoon until Sunday afternoon,
04:33in Cagayan, Isabela, Batanes, Apayaw, and Ilocos Norte,
04:38we are expecting to experience moderate to heavy rainfall.
04:42But if we can see, when it comes to Sunday afternoon until Monday afternoon,
04:46it is possible that there will be heavy to intense rainfall,
04:49especially in Cagayan, Batanes, Apayaw, and Ilocos Norte.
04:54There will also be moderate to heavy rains in Isabela and the rest of Ilocos Region
04:59and Cordillera Administrative Region.
05:01We are also not ruling out the possibility that in mountainous areas,
05:05the rainfall will be stronger or more.
05:09Aside from the areas that I mentioned earlier,
05:13in other parts of Northern Luzon,
05:16it is also possible to experience heavy rainfall due to this Bagyong Sea Hull.
05:22That is why we are being careful and we are preparing our countrymen for the possibility of flooding
05:27and landslides.
05:29They should consult their local government,
05:32especially in low-lying areas,
05:34so that they can evacuate early for our safety.
05:40When it comes to the strength of the wind,
05:42because the Bagyong Sea Hull is intensifying,
05:46we expect that aside from the areas that will be affected by tropical cyclone wind signals,
05:52it is also possible to experience strong to gale force winds
05:56in the parts of Aurora and Northern portion of Quezon Bucas.
06:01When it comes to Linggo,
06:02Aurora, Calabarzon, Romblon, Marinduque, Bicol Region, Aklan and Northern portion of Antique
06:09will also experience strong to gale force winds
06:12due to the Bagyong Sea Hull.
06:14It is also possible that the wind from the southwest will also be affected.
06:19That is why even here in the western portion of Visayas or in the western portion of Antique,
06:23it is also possible to experience strong to gale force winds.
06:28When it comes to the condition of our ocean,
06:31we expect a rough condition for the Batanes, Wabuyan Islands
06:36and Eastern Seaboard of the mainland of Cagayan.
06:39Meanwhile, we still expect moderate to rough seas
06:42for the seaboard of Isabela and the remaining seaboards of Cagayan.
06:46So, double caution to our fellow fishermen who will go fishing there.
06:49And if we will use small sea vehicles,
06:52we do not advise to sail in these areas or in these seabays
06:57because of the waves or the intensity of the waves
07:01that are too dangerous for small sea vehicles.
07:05And because we can see in the upcoming track
07:09that it will be closer to the Batanes or Cagayan area in the coming days,
07:15we do not rule out the possibility of increasing the gale warning.
