00:00The Department of Trade and Industry, Philippine Trade Training Center, Global MSME Academy, or PTTC GMEA has a program
00:08with the foundation of a private bank that is willing to provide financial support to micro, small, and medium enterprises in the country, or MSMEs.
00:19That's the Small Enterprise Acceleration Lab Business Expansion through Training and Application Program, or SEAL Beta.

00:51Yes, good morning. Can you explain how PTTC GMEA and your partner foundation are collaborating to help micro and small enterprises through this SEAL Beta program?
01:10Yeah, thank you. This partnership now with BPI Foundation and Bank Direct started back in 2010. So this program has been going for a long time.
01:26And we partnered in terms of training because that is the mandate of the Philippine Trade Training Center.
01:34That's why we are giving programs to them, to micro entrepreneurs.
01:38And this is an integrated training program because it's not just about one aspect of the business, but it includes all business operations such as finance, production, marketing, and even how to handle people.
01:55The good thing about our collaboration, as I answered your question earlier, aside from the training, we also have a partner, BPI Foundation,
02:07because they will provide information about financial education.
02:12And our partner, Bank Direct, can lend money to them. So we are preparing our micro entrepreneurs for those things.
02:24Another good collaboration that we are doing here is the application part of the training,
02:30where they have the opportunity to showcase their products through trade fairs.
02:40So they can show what they have learned.
02:46So that's how we collaborate. It's not just training, it's also helping them to lend money and show their products in real situations.

02:56Okay, we understand that these trainings are a big help for our businessmen or businesspersons in MSMEs.
03:06But we want to know, of course, we hear about loans.
03:09For our countrymen who are interested in this, how would they qualify? What requirements can they pass?
03:15What qualifications for them so that they can start their business or continue or maintain their business?
03:25Go ahead, Ms. Faye.
03:27So in terms of what qualifications they need to comply for them to be able to lend money,
03:34I think our partner, Ms. Nina Robles, is here to answer and our BPI Foundation,
03:43what requirements they need to give for them to be able to apply to the bank.
03:51But the PTTC, on that aspect, is preparing them so that they can really be qualified,
03:57not just to give them the benefits that they need to continue their business.
04:06So what are the requirements that the bank provides for their loans,
04:12that's what they should be prepared for.
04:14But other than that, as I said earlier, it's important for them to be prepared.
04:19I agree, because with the training that you mentioned,
04:23and with the loan, our countrymen will have more confidence to pursue their ideas when it comes to business.
04:31And also to be responsible, financially responsible.
04:34Yes, that's also what they're teaching and helping.
04:37Ma'am Joy, what was your inspiration? How did this project, Silabeta, start?
04:46Okay, good morning, everyone.
04:48So the inspiration of Silabeta is really three things.
04:52First, the advocacy of the BPI Foundation that we call Financial Wellness,
04:58or Pagalingang Pampinansyal,
05:00which aims to help Filipino families to be self-reliant and sustainable.
05:06Second, our aspiration that everyone is included in the creation.
05:11And third, because Silabeta was created in 2022.
05:15So this is the time when our businesses are recovering,
05:19especially the small businesses, because of the effects of the pandemic.
05:23So those three things inspired us to create Silabeta.
05:28The BPI Foundation believes, of course, with the BPI PTTC,
05:32that our small businesses are a big help to the economy.
05:36In fact, more than 50% of employment in our country
05:40comes from small businesses, our micro and small enterprises.
05:45What we really want in the foundation is to help them
05:49to have sufficient knowledge, that's what we call capacity building,
05:53for their business.
05:55So here in our four-day event, Silabeta,
06:00they get a lot of courses or modules.
06:03One of them is Entrepreneurial Finance, Financial Education,
06:07along with Loan and Debt Management,
06:10which is provided by our partner, BPI Banko.
06:14So Silabeta really aims to help our small business owners,
06:19because they are also helping to improve the economy.
06:25All right, ma'am, thank you.
06:27I want to know, is this the first time
06:29that a project like this will be held?
06:33So we created this in 2022.
06:35So we are on our second, we are on our third run,
06:39but this is the second time that we are going to the regions.
06:43Our first one was in 2022,
06:45we were here in the MCR, in the head office of PTTC.
06:49Last year, we started going to different regions.
06:52So we were in Region 5, Region 6, Region 1, and Region 11.
06:57So now, this is the second time that we go to the region.
07:01So we will be going to four regions.
07:03This is Region 7, Region 2, Region 3, and Region 9.
07:09Okay, given that this is the third run,
07:11we want to know, are there any problems
07:13that you guys are facing?
07:16Okay, given that this is the third run,
07:18we want to know, are there any success stories?
07:20Or are there some that were not able to pay their debts
07:23upon doing that kind of, after the training,
07:26then they were given a chance to build the business,
07:29then either they failed or succeeded?
07:31What was the reception, and how did the DTI respond to it?
07:36So the success story that I will share now,
07:38it came from SEAL Beta Region 6 last year, in Capiz.
07:43So we have a participant, Ms. Miriam Lozada.
07:46The name of her micro-enterprise is
07:49Francis and Jamer Food Products.
07:51They make homemade piaya, right?
07:54We visited them last July.
07:56So we saw that she shared with us
08:00that what she learned from SEAL Beta,
08:02especially the digital payments and e-commerce,
08:06and the digital merchandising,
08:08helped her to improve the packaging of her products
08:13and now, she's happy that she's sharing with us
08:16that she's able to provide more jobs
08:19in her neighborhood, along with her family.
08:22She also shared that she joined another DTI program.
08:27This is KMME, or Kapaktib Mentor Me.
08:30And she also became one of the top awardees there.
08:34So it's a success story for us
08:36because we saw that she had self-confidence.
08:40We know that our small businesses
08:42sometimes lose their self-confidence
08:47to collaborate with other businesses.
08:50But in our case here in Capiz,
08:53she saw that because of SEAL Beta,
08:55she gained self-confidence,
08:57she had mentors,
08:59and she became one of the top DTI KMME.
09:02And now, she's continuing to grow her business.

09:08Inspiring.
09:10Ma'am Joy, in connection of what you've shared,
09:12how do you monitor the progress
09:15or how do you measure the achievement
09:17of the participants who completed the SEAL Beta program?
09:23That's a good question.
09:24All DTI Foundation programs,
09:26not just SEAL Beta,
09:28have what we call
09:30monitoring, evaluation, and intact measurement.
09:33Just like earlier, in Capiz and Sapusa,
09:37we visit them
09:41to see what happened in their business
09:45and if they applied what they learned.
09:48That's one of our success metrics.
09:50We do that via interview
09:52or focus group discussion.
09:54That's one leg of our SEAL Beta,
09:58which is access to credit.
10:00We mentioned earlier
10:02that we also have a partner,
10:04the DPI Bank.
10:06They are the ones who are in charge
10:08of access to credit.
10:10We know that our small business
10:12also needs to add capital.
10:14The bank has its own monitoring.
10:17They have a regular process
10:19like a regular process
10:21for monitoring,
10:23for collection,
10:25to ensure that the loans
10:27will be paid on time.
10:29That's their process.
10:34One of our success metrics
10:36is market access.
10:38We can see some photos
10:40on our screen.
10:42We measure
10:44if our SEAL Beta participants
10:46have direct access
10:48to the market.
10:50We are very thankful
10:52to DTI PTTC
10:54because they are the ones
10:56who mobilize the trade fairs
10:58and our program
11:00so that our business
11:03will be prepared
11:05so that their products
11:07will be competitive
11:09in the trade fairs
11:11and in DTI's business centers.

11:19of trade fairs
11:21and the marketplace
11:23in helping participants
11:25to show their products?
11:29Trade fairs are a big help
11:31as Ms. Choi mentioned earlier
11:33because they can see
11:35how their knowledge
11:37will be used
11:39in the training.
11:41For example,
11:43when it comes to
11:45visual merchandising,
11:47we can see
11:49how they will know
11:51how to make
11:53a good presentation
11:55of their product.
11:57They can also discuss
12:00with those who want to buy
12:02or those who are still
12:04asking about their products
12:06and how they can
12:08eventually sell
12:10through the trade fairs.
12:12After that,
12:14we give them coaching
12:16on how to improve
12:18their skills
12:20through the observations
12:22they make
12:24during the trade fairs
12:26based on their
12:29knowledge and experience.

12:33what is the vision
12:35and plans of the SEAL Beta
12:37program this last quarter
12:39of the year?
12:41As Ms. Choi mentioned earlier,
12:43we will do this
12:45in four regions,
12:47regions 2,
12:49region 3, region 7,
12:51and region 9.
12:53This week,
12:55we are in Cebu
12:57and we will be doing
12:59another activity
13:01here in Cebu.
13:03We are here with
13:05our partners,
13:07the BPI Foundation
13:09and BPI Direct Bank.
13:11We have four regions
13:13and we have targets.
13:15Our targets are good.
13:17We want to help
13:19almost 300 people.
