00:15Your Commission of Elections is ready for the filing of the Certificate of Candidacy from October 1 to 8.

00:21From 8am tomorrow, the filing of the Certificate of Candidacy by the candidates for the 2025 National and Local Elections will begin.

00:31Comelec himself said that everything is already planned for this.

00:35But the Commission will only talk to those who will submit their candidacy.

00:40I will only talk to the filers or aspirants who will file their candidacy.

00:46I hope that before you go to the places where you will receive your Certificate of Candidacy,

00:51number one, make sure that the number you will submit is correct.

00:55Number two, that the form of the Certificate of Candidacy is filled up properly.

01:01In Manila Hotel, where the candidates for the COC will run in the Senate and nominated in the party list,

01:07the process of filing, first, there is a pre-evaluation where the requirements of the candidates for the COC should be complete.

01:15And if it is complete, in the filing itself, the place for the Senator and party list nominee will be separated.

01:23For those who will run for their candidacy, again, Comelec insisted that they are not yet considered as candidates.

01:30And Comelec also did not hesitate, even if their faces are red, or they will start campaigning because there is no premature campaigning.

01:39For our knowledge, they are not yet candidates when they filed their Certificates of Candidacy.

01:46The Supreme Court clearly stated in the case of Peñera v. Comelec that all of them are not yet candidates when they filed their Certificates of Candidacy.

01:55They are only candidates on the first day of the campaign period.

01:59For those who will run in the Senate or other positions that are now placed as appointees in the government,

02:06they are considered deemed resigned.

02:08But if they will run as nominees in the party list,

02:11they are only considered as candidates because they need to stay in their positions during the campaign period.

02:18Comelec also asked for the COC filing to be limited so that the chaos can be avoided.

02:24Meanwhile, if tomorrow is the day the COC starts, and today is the day the voter registration ends,

02:32Comelec did not give an extension, except for the places affected by Hurricane Julian.

02:38We will let the local Comelec decide.

02:41And later on, we can have a day of special registration after the filing of the Certificates of Candidacy.

02:50Comelec also said that their schedule for the COC filing should not be extended.

02:56Comelec said that they are allowed to extend the day of their filing as long as they are able to complete eight days.
