Nine areas in Cagayan Valley, Cordillera Administrative Region, and Ilocos Region remain under Tropical Cyclone Wind Signal No. 1 on Tuesday evening, Oct. 1 due to Super Typhoon “Julian” (international name “Krathon”), based on the latest bulletin from the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).

00:00The typhoon Holian has passed through the southwest of Taiwan.
00:08It passed through the 270-kilometer-west-northwest of Itbayat, Batanes, Taglay.
00:14It has a wind speed of 185 kilometers per hour near the center
00:19and a wind speed of 230 kilometers per hour.
00:23It moves slowly from north to south.
00:27At the moment, it is outside our area of responsibility.
00:31But even though it is outside the park,
00:34its radius is still large.
00:38The area of Northern Luzon is still covered by strong winds
00:43and we will still experience strong rains here in the area of Extreme Northern Luzon.
00:49We will continue to be careful for our fellow countrymen
00:53and we will still consult with our LGUs and local DRRM offices
00:58for the actions that we need to take for our safety.
01:03According to our latest forecast track analysis of the typhoon Holian,
01:08tomorrow morning, we will see that the typhoon Holian will recurve
01:12where it will move north-eastward to the southwest of Taiwan.
01:19And we will see that tomorrow afternoon or evening,
01:22it will enter our area of responsibility again
01:26where it will landfall to the southwestern coast of Taiwan.
01:31Tomorrow evening or by Thursday early morning.
01:35And it will continue to pass through the landmass of Taiwan
01:39towards the sea and it will leave our area of responsibility
01:44by Thursday evening or Friday morning.
01:47At the moment, we do not have a dominant weather system
01:51that is affecting the general motion of the typhoon Holian.
01:55But we are still removing the possibility
01:58that we will have a shift in its track or movement.
02:02So we are still continuously monitoring.
02:06At the moment, we can see that the typhoon Holian
02:10could be downgraded into a typhoon category within the next 12 hours
02:16and into a severe tropical storm by Friday.
02:21Although we can see that the typhoon Holian is in the period of gradual weakening,
02:26the wind is still strong and the radius of the typhoon Holian is large.
02:33We can see these areas under this yellow circle.
02:38These are the areas where typhoon Holian can experience strong winds.
02:44We can also see that this is still part of the area of Northern Luzon
02:48where we still have the highest wind signal in the area of Batanes,
02:55Babuyan Islands, Mainland Cagayan, Apayao, Calinga, Abra,
03:00Mountain Province, even in the areas of Ilocos Norte and Ilocos Sur.
03:05So we are still being careful for our countrymen there
03:09because it is still possible for it to cause damage,
03:12especially to the structures made of light materials.
03:18Meanwhile, for the strong rains,
03:22the amount of rain that can be experienced in the area of Northern Luzon
03:27has been reduced,
03:30except for the areas of Batanes and Babuyan Islands
03:34where we can still experience moderate to heavy rains.
03:39Also, in the areas of Northern Luzon,
03:42we can still experience light to moderate and sometimes strong rains.
03:49So we are still being careful for our countrymen there
03:52in the face of floods and landslides.

04:00in the areas of Batanes, Babuyan Islands, and Ilocos Norte
