Tropical Cyclone Wind Signal No. 4 was raised on Sunday evening, Sept. 29, as Typhoon “Julian” (international name “Krathon”) further strengthened and moved closer to the northernmost part of Luzon, based on the 8 p.m. bulletin of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).
