00:00In Palestine, Israeli Occupational Forces killed 55 people in Gaza and wounded over
00:14230 others in less than 12 hours.
00:19Venezuelan President Nicolás Maduro reaffirmed the availability of the executive branch to
00:24act as mediator in the peace process that has seen Colombia, in the face of a possible
00:28coup d'etat against the government of Gustavo Petro.
00:33And in Spain, the Court of Madrid decided to reopen the investigation into espionage
00:37against Charles Puigdemont's lawyer, Gonzalo Boye, using the Israeli software Pegasus.
00:47Hello and welcome to From the South, I'm Luis Alberto Matos, from Televisa Studios
00:51in Havana, Cuba, where we begin with the news.
00:58In Palestine, during the last 12 hours, Israel has killed 55 people in Gaza and wounded more
01:17than 230.
01:18The Syrian army has not stopped its heavy artillery and aerial bombardment on southern
01:23Gaza, where 10 members of the same family were killed.
01:26In turn, survivors struggled to feel safe anywhere in the region, as six other Palestinians
01:31were murdered in the center of the strip.
01:34The wounded are now taking shelter in the remains of the Nasser Hospital, while doctors
01:38reportedly have no supplies to treat their serious injuries.
01:47The Euro-Mediterranean Observatory for Human Rights confirms that more than 400,000 Palestinians
01:53living in the north of Gaza could die of hunger and thirst, denouncing the serious
01:58situation in the refugee camps.
01:59Jabalia, Beit Hanoun and Beit Lahaya are the areas of refuge for displaced persons most
02:05besieged by the famine imposed by the occupation.
02:09Constant shelling by the occupying forces has prevented the entry of humanitarian aid
02:13for the past 10 days.
02:15Hundreds of Palestinians faced with the difficult situation to which they are subjected, especially
02:20children and the elderly, decided to go to a collection center on Monday, which hours
02:26later was bombed by the genocidal army, killing 10 people.
02:34And in Lebanon, since early Tuesday morning, Hezbollah reports heavy fighting against Israeli
02:39infantry troops in the southern border.
02:41The resistance is keeping at bay the Zionist troops that have made several attempts to
02:45break into the territory through the Raab Talim area.
02:49Israeli artillery is supporting the genocidal troops by shelling residential areas of al-Taipei
02:52and Deir al-Zayan, but combat on the ground is more complex.
02:57Hezbollah issued a statement confirming that in the midst of their struggle in defense
03:00of the Palestinian cause and in support of their honorable resistance, they are confronting
03:04the Zionist forces.
03:06Israeli media shared this Tuesday that at least 34 soldiers lost their lives in the
03:10fighting against Hezbollah.
03:16In the United States, the Pentagon confirmed on Tuesday that components from an advanced
03:20anti-missile system they sent to Israel have started to arrive.
03:24The system uses a combination of radar interceptors to thwart short, medium and intermediate-range
03:30ballistic missiles and can intercept them inside and outside Earth's atmosphere during
03:35their final stage of flight.
03:37In this context, the U.S. government institution declared that the structure would be fully
03:41operational in the near future.
03:43Furthermore, the entity expressed that they will continue sending military personnel to
03:47aid the Zionist regime forces, whose aggressions against several countries in the Middle East
03:52are currently escalating the violence in the region.
03:59The U.N. Security Council unanimously endorsed on Monday the continuation of the United Nations
04:03Interim Force in Lebanon, UNIFIL.
04:06This decision represents a major setback for Israel's Prime Minister Benjamin Netanyahu,
04:11who is demanding the withdrawal of the force.
04:14Israel received a barrage of worldwide criticism when it became known that its occupying army
04:18forces had wounded several members of UNIFIL.
04:21The U.N. peacekeeping chief Jean-Pierre Lacroix explained that the Council had expressed unanimous
04:26support for the mission in Lebanon.
04:28The Zionist premier accuses them of cooperating with the Lebanese resistance, but human rights
04:33activists point to him for wanting to eliminate any witness to the genocide perpetrated by
04:38his forces.
04:39I realize that this was a decision that was very carefully considered based on a number
04:46of elements and criteria.
04:47Of course, safety and security of the peacekeepers is a paramount priority, but there are a number
04:54of other elements, and one of them is the responsibility that we have and UNIFIL has
05:01in regard to the mandate that was given to it by the Security Council.
05:05It's a security council.

05:17We'll be right back, stay with us.
05:37Welcome back.
05:39The Bolivarian Republic of Venezuela has issued an official communique rejecting the latest
05:43statements made by the U.S. Secretary of State, Antony Blinken, who, allied with the extreme
05:48far-right sectors of the country's opposition, discredited the results of the July 20 elections
05:53and the will of the Venezuelan people in an attempt to interfere with nation's sovereignty.
05:58In the statement, the Venezuelan government strongly rejects the remarks made by the U.S.
06:02Secretary of State and calls him a charlatan at the service of infamous lobbyists stuck
06:07in a false and monotonous narrative against the will of the Venezuelan people.
06:12The communique stresses that the victory of President Nicolás Maduro Moros last July
06:1628 was not only a demonstration of the popular support back in the Bolivarian revolution,
06:22but also an exercise of dignity, an exemplary rejection of the aggressions that, from the
06:27U.S. government, have been applied for more attention against Venezuela.
06:31The document also denounces that the obsessive policy of the Monroe Doctrine, as well as
06:35the neo-colonial imperial conduct of the government of the United States of America, are the basis
06:39of the support to fascist groups in the constant aggressions against the Venezuelan institutionality,
06:45and closes by reinforcing that these actions will continue to be faced through the full
06:49exercise of revolutionary democracy enshrined in the Venezuelan constitution.
06:59And also in Venezuela, President Nicolás Maduro reaffirmed the availability of the
07:03executive branch to act as a mediator in the peace processes in Colombia against the government
07:10of Gustavo Petro.
07:11During his program called Con Maduro Mas, the Venezuelan head of state recalled when
07:16Venezuela intervened in the peace negotiations in Colombia under the government of Juan Manuel
07:21Santos.
07:22The Venezuelan president reiterated that Venezuela will always be willing to support and accompany
07:27the dialogue processes in Colombia, assuring that the welfare of Colombia is the welfare
07:32of Venezuela.
07:39We received the request from President Petro to help in the peace negotiations, and we
07:45are helping, always with prudence.
07:48I do not practice microphone diplomacy, nor does the Venezuelan foreign minister Ivan
07:53Hill practice microphone diplomacy.
07:57You will never see a statement from me or the foreign minister or a Venezuelan official
08:02on the internal politics of Colombia.
08:06So I am evaluating this proposal, and if we assume it, and the Colombian society, the
08:12Colombian government agrees to be mediators so that there is no coup d'etat in Colombia,
08:18we would do it with the greatest prudence, the greatest love, and the greatest tranquility.
08:25What I can tell you is that Caracas has its doors open, Caracas, the cradle of Bolivar,
08:32the creator of Colombia, the founder of Colombia, the liberator of Colombia, Caracas, the cradle
08:38of Bolivar, is open for there to be a dialogue in due time so that there is no coup d'etat,
08:47so that the constitution is not violated.
08:50Because if it goes badly for Colombia, it goes badly for Venezuela, and if it goes well
08:55for Colombia, it goes well for the both of us, because we are brothers, so we are evaluating.
09:01And as soon as we evaluate the proposal made to me, which is very complete, very serious,
09:08very professional, we will make an official statement.
09:12The Venezuelan president condemned the recent statements made by the former president of
09:15Colombia, Juan Manuel Santos, in which he stated that the criminal sanctions policy
09:19of the United States on Venezuela is very soft.
09:24I regret very much that he has taken the worst path against Venezuela, that he is the architect
09:36of the destruction of the historical relation between Colombia and Venezuela that existed
09:41in the past.
09:42Brother peoples, Juan Manuel Santos in Colombia is not worth half a peso.
09:47He is a failed politician.
09:49He is a man who can't go out to the streets.
09:53Nobody wants him.
09:55When he does this, it is because, look, there is a lobby that pays a lot of money, and they
09:59call him.
10:00There is a lot of money on Venezuela to try to harm our country, to hurt the historical
10:05relations between Venezuela and Colombia that we have revealed between President Petro and
10:10me.
10:11And now they are flourishing, buoyant, the economic, political, cultural, diplomatic,
10:17educational relations between Venezuela and Colombia.
10:21Nobody is going to damage them.
10:22Juan Manuel Santos, you are not worth half a peso in the Colombian politics, so I don't
10:27even ignore you, Juan Manuel Santos.
10:31In Ecuador, 14 out of the 16 pre-candidates aspiring to the presidency in the 2025 elections
10:36have already secured their names on the ballot.
10:39The National Electoral Council affirmed on Monday that the voting schedule is moving
10:43forward without any inconvenience.
10:45Among those confirmed are the current president, Daniel Novoa, who took office in November
10:50of the early departure of Guillermo Lasso and now seeks re-election for a full four-year
10:54term.
10:55It was also confirmed the candidacy of Luisa González and her partner Diego Boja, who
11:01are running for an electoral alliance between the Citizens' Revolution Movement, led by
11:05former president Rafael Correa, and the Total Renovation Movement.
11:13And the president of Bolivia, Luis Arce, made changes to the National Police General Staff
11:17and appointed General Augusto Russo Sandoval as the force's new general commander.
11:22The ceremony took place at the Casa Grande del Pueblo in La Paz, where the Minister of
11:27Interior Eduardo del Castillo thanked the directors and commanders of the different
11:31units for their work, inviting the newly appointed officials to always put forth their best efforts
11:37in the performance of their functions.
11:40He reminded that there are no fixed positions and that the officers must strive day by day
11:45to achieve good results.
12:15Welcome back.
12:28The commander of the United States Southern Command, Laura Richardson, said on Monday
12:32that the U.S. relationship with Argentina are strong, iron.
12:38Commander Richardson also affirmed that the trip to China by President Javier Mele does
12:43not generate a problem because it is a sovereign decision.
12:46During this period, Argentina sought to strengthen its ties with the United States adopting economic
12:51and diplomatic policies that favor U.S. interests.
12:54This approach included Argentina's participation in U.S.-led peacekeeping missions and the
12:59adoption of neoliberal economic reforms that were welcomed by the U.S. government.
13:09In Argentina, the Bicameral Commission for the Oversight of Intelligence Agencies and
13:13Activities will have a sub-commission to investigate the illegal integrations through which many
13:17of the people detained during the protests against the base law were subjected.
13:21The decision was taken unanimously last week by the members of this body, chaired by the
13:25radical MartĂn Lusto, national senator of Argentina.
13:29In the last few days, victims of the agents' actions have testified, and as of this Tuesday,
13:34deputies who were sprayed with a powerful pepper spray will give their testimony.
13:42The Peruvian Public Ministry reiterated its request for 20 years in prison against former
13:47President Alejandro Toledo in the Inter-Oceanic case.
13:50The former president is accused of receiving millions of dollars from a Brazilian company
13:54in exchange for allowing them to use the tunnels of the Southern Inter-Oceanic Highway during
13:59his administration.
14:01Prosecutor José Domingo Pérez ratified that the guilt of the former president is
14:04proven.
14:05He recalled that Toledo accepted that the late Israeli businessman Yosef Maiman, the
14:10main beneficiary of the bribe, paid the mortgage of his home.
14:13Toledo also faces charges for the other Breach and Ecoteva cases.
14:21In Mexico, during her Tuesday morning press conference, the president Claudia Sheinbaum
14:25stated in regards to the past elections in Venezuela her will to respect the principles
14:30of free self-determination of peoples as proclaimed in the Mexican constitution.
14:38We have a very clear definition of our foreign policy in the constitution, which is the self-determination
14:45of the peoples.
14:48At first, there was a call from the three countries after the election in Venezuela
14:53for the results of the election to be made public.
14:58From now on, we are going to remain, let us say, impartial in this regard.
15:06So Colombia has a position, Brazil has a position, the United States has its own position.
15:15And our position is the constitutional one, the self-determination of the peoples.
15:22In Mexico, the plenary of the Chamber of Deputies approved, in general, the amendment to the
15:27General Law of Electoral Institutions and Procedures in order to issue the Secondary
15:30Laws of Reform to the Federal Judiciary.
15:34The reform was approved by 336 votes in favor by the Morena, PT and PIVEN parties, and 123
15:40votes against by the PRI, PAN and MC parties.
15:43The reform defines the preparation of the election, the call for elections, nomination
15:47of candidates, election day, the counting, allocation of positions and qualification
15:53of the election, and the declaration of validity, as well as the electoral campaigns with emphasis
15:59on citizen participation.
16:05The report Data that Hurts Us, Networks that Save Us was presented.
16:10The study was presented by the Mesoamerican Initiative of Women Human Rights Defenders
16:16and reveals that 200 activists have been murdered since 2012.
16:20The extensive report also records more than 35,000 aggressions.
16:24The study states that 8,926 women defenders and 953 organizations have been the target
16:30of attacks.
16:31The author of the initiative affirms that this violence has a collective impact as it
16:36sends intimidating messages to those who dare to challenge the patriarchal order and fight
16:40for social justice.
16:47In Spain, the Court of Madrid decided to reopen the investigation into espionage against Charles
16:51Puigdemont's lawyer, Gonzalo Boye, using the Israeli software Pegasus.
16:56The court claims there is reason enough to continue and overturn the dismissal issued
17:01by an examining judge.
17:02According to the capital's court, Mr. Boye's case was not investigated properly.
17:07Citizens Lab records 18 hacking attempts on the lawyer's cell phone between January and
17:11May 2020.
17:12The group also proved that on October 30th of the same year a successful hack took place
17:18just after one of its defendants was arrested.
17:20Gonzalo Boye claimed that at the time that the Spanish authorities legitimized this form
17:26of espionage.
17:31Also in Spain, Congress debates a law of reform that would prevent those convicted of terrorism
17:37from running for office if they have not repented or apologized.
17:42Madrid was prompted by the Popular Party.
17:43The proposal implies reforming the organic law of the general electoral regime.
17:48The proposal comes after the absolute majority of the Popular Party rejected the law on the
17:52exchange of criminal records in the European Union, which would allow the early release
17:57of ETA prisoners.
17:59The party members insist on the need to protect, recognize and honor the memory of the victims.
18:08In Ethiopia, Addis Ababa City Sanitation Management Agency reported significant advances
18:13in waste recycling by this year.
18:16The agency estimated that out of the 587,000 tons of solid waste generated in Addis Ababa,
18:24about 67,510 tons were recycled, which is an upsurge from previous years.
18:30Furthermore, Deputy Director General of the Agency, Atto Moulad, underscored the positive
18:36impact of recycling as it produced approximately 1.1 billion beer in revenue, creating job
18:42opportunities for over 800 citizens.
18:45The Ethiopian government has been pursuing recycling projects nationwide to curb pollution
18:49triggered by Kosher garbage dump, among other places.
18:52A scrap collector described how they recycle in the capital.
18:58Plastics are recycled into products like plates and jars, while metals are sent to factories,
19:06melted down and recycled into building steel.
19:10This area is called Mina Leshtera because you can find everything here.
19:17In Germany, Berlin Zoo visitors will from Wednesday be able to catch their first glimpse
19:22of two rabbit-sized panda cubs born almost a week ago.
19:26The 2.5-kilogram baby bears will take turns to greet an admiring public in the zoo's
19:31panda garden for about an hour a day from 1.30 p.m. local time.
19:35Since their birth on August 22, the still-unnamed cubs have been in the care of their mother,
19:40Meng Meng, and an expert team, including specialists from China's Chengdu Panda Base.
19:45Zoo Director Andreas Niering said that for the first time, visitors will be able to observe
19:50the growing up of the little pandas.
