00:00 The Israeli occupation forces continue targeting residential areas across Gaza, with 214 people
00:16 killed in the last 24 hours.
00:19 Palestinian health authorities registered over 10,500 kills since October 7.
00:26 In Japan, G7 foreign ministers met to address the ongoing Israeli war against Gaza, avoiding
00:31 calling for a ceasefire and endorsing the Israeli onslaught.
00:38 In Peru, a new political institutional crisis opens.
00:41 The Constitutional Chamber ordered the suspension of the legislative process against the National
00:46 Justice Board, while Congress announced that it would not recognize the decision.
00:55 Hello and welcome to From the South, I'm Luis Alberto Matos from Adresu Studios in
00:59 Havana, Cuba.
01:00 We begin with the news.
01:13 On Wednesday, the Wafi Agency reported a new bombing by Israeli forces in a refugee camp.
01:18 The note points out that there are a large number of people under the rubble, so the
01:21 number of dead in this new aggression is unknown.
01:25 According to local media, the occupation forces targeted a Nusayrat refugee camp in central
01:29 Gaza Strip, and the report added that the attack targeted the residents of the Wawa
01:34 family and also stressed that the dead and wounded have been transferred amid constant
01:38 bombardment to the Al-Aqsa Martyrs Hospital.
01:42 Israel continues to target residential areas throughout Gaza, with 214 dead in the last
01:47 24 hours.
01:48 Authorities confirmed on Wednesday 10,569 Palestinians killed in Israeli attacks on
01:54 Gaza since October 7.
02:05 On Wednesday, local media reported the Palestinian civilian population continues to walk towards
02:10 the south, seeking to flee from the scarcity of food and water, the intensification of
02:16 the bombings, and the proximity of Israeli troops and tanks in the north.
02:20 For this part, the Israeli army has called to evacuate areas of the north that will be
02:24 the focus of intense fighting.
02:25 However, attacks have been reported even in areas of the south that the Israeli occupation
02:29 itself has declared safe.
02:31 The local authorities emphasized that moving to the south does not guarantee security,
02:35 but subjects one to the intolerable humiliation of forced displacement in addition to the
02:40 risk of death.
02:46 According to news that the UN High Commission for Human Rights, Volker Turk, began a five-day
02:50 visit to the Middle East to address human rights violations amid the Israeli escalation
02:55 in Gaza.
02:56 Turk is in Egypt on Wednesday and will visit Rafa on the border with Gaza before heading
03:00 to Jordan on Thursday.
03:02 During his five-day trip, he intends to discuss human rights issues with government officials,
03:06 civil society actors, victims, and UN colleagues in the region.
03:11 As the UN High Commission for Human Rights pointed out, it has been a full month of carnage
03:16 and of unrelenting suffering, bloodshed, destruction, outrage, and despair.
03:23 One month anniversary of this incredible escalation of violence that we have seen.
03:36 I'm of course from a human rights perspective extremely worried about the situation, about
03:41 what is happening, and it is really important that a solution is found to end the violence
03:47 and to get out of this horrible humanitarian and human rights situation for what's happening
03:54 in Gaza.
03:55 G7 foreign ministers met in Japan to address the ongoing Israeli war against Gaza.
04:01 The heads of diplomacy avoided calling for a ceasefire and endorsed a criminal operation
04:05 against Gaza.
04:06 The limited declaration, signed by the European Union, Germany, Canada, the United States,
04:10 France, Italy, Japan, and the United Kingdom, merely calls for pauses and humanitarian corridors.
04:16 They claim that in this way they facilitate urgent aid while Israel continues to commit
04:20 war crimes.
04:22 On Wednesday, thousands of Palestinians in Gaza have gone a month without water and suffered
04:27 33 days of bombing.
04:29 The United Nations reported that it lost 92 workers in Gaza.
04:33 G7 diplomats also called for a two-state solution without condemning Prime Minister Netanyahu's
04:38 promise of occupation.
04:45 Israel continues to generate internal tensions with its main partners.
04:48 On Tuesday, the U.S. Senate blocked the bill that provides aid to Tel Aviv.
04:52 The bill, sponsored by the Republican majority in the lower house, was criticized by senators.
04:56 They say conservatives want to delay support for Ukraine, while they accuse each other
05:00 of wanting to manipulate aid to the North American nation's partners.
05:05 Republicans also have questioned the amounts of aid to Kiev and are now rushing resources
05:09 to Tel Aviv.
05:10 But Senate Democrats reiterate that aid to Kiev cannot be delayed.
05:14 Parliamentary disputes have escalated, with one lawmaker already censored.
05:25 In the meantime, the Vice President of the United States, Kamala Harris, pointed out
05:28 to the Israeli President Isaac Herzog the importance of reaching a peace that guarantees
05:33 freedom and prosperity for the Palestinian and Israeli peoples.
05:37 Through a phone meeting, the U.S. Vice President stressed the importance of establishing the
05:40 conditions that guarantee peace, freedom and prosperity equally.
05:44 Harris also pledged to continue working with partners throughout the region and also demanded
05:48 the need to increase stability and security in the West Bank and hold extremist Israeli
05:52 settlers accountable for violent acts beyond the current conflict.
05:58 On Wednesday, the U.S. House of Representatives approved a resolution of censure against Democrat
06:07 Rashida Tlaib, the only congresswoman of Palestinian origin, for criticizing the Israeli genocide
06:12 against Gaza.
06:13 The resolution, promoted by Republicans, the censured representative received 22 votes
06:19 from her fellow members of the censured representative's party.
06:22 They accused her of promoting false narratives.
06:24 The conservative's proposal obtained 234 votes in favor against 188 negative votes
06:29 and leaves Rashida Tlaib one step away from being expelled from the chamber.
06:34 For many legislators, this measure represents the last sign of persecution suffered in the
06:38 United States by anyone who speaks out in defense of Palestine.

07:19 Welcome back from the South.
07:20 On Tuesday, the Republican state of Ohio, in the Midwest of the United States, they
07:24 defended abortion and approved an amendment that enshrines it as a constitutional right.
07:29 The result is considered a significant victory for the abortion movement.
07:33 It should be noted that in Ohio, former President Donald Trump, a sworn enemy of progressive
07:38 laws, obtained eight points in the 2020 election.
07:41 On Tuesday, four states went to the polls, Ohio, Kentucky, Virginia, Mississippi, to find
07:46 different issues through the ballot, all had in common a consultation on the abortion issue.
07:51 With these results, Ohio activists are also aiming for a change in the state court.
07:56 To take my rights away from my children and my grandchildren is a no-go.
08:07 You cannot do that.
08:08 We are women, we are strong and powerful.
08:09 Hear us roar.
08:10 Every time we go out and knock doors, it's all about the people.
08:11 Democracy, saving our rights, and putting an end to this chaos and hate that surrounds
08:24 us here in Ohio.
08:25 We're ecstatic, but I will tell you that I'll wake up tomorrow and just pinch myself to
08:29 make sure it really happens, because this has been so much trauma for all of us, going
08:34 through the whole scenario of the state legislature trying to take away our rights to bodily autonomy.
08:40 And at the center of it, all my conversations with voters and with petition signers has
08:45 been about freedom, because that's what this is.
08:47 It's about our freedom.
08:49 And nobody should have to fight for it like we've had to fight for it.
08:52 And we will not back down.
08:53 And we took that energy and went with it for the last eight and a half months.
08:58 On Tuesday, a caravan of migrants has completed six days of stay in Huxtla, a town in the
09:03 state of Chiapas in southern Mexico.
09:06 Migrants from several countries such as Guatemala, Honduras, Venezuela, and El Salvador, among
09:10 other other nationalities, denounced the lack of attention from the migratory authorities
09:14 and state that they are desperate due to the delay in the migratory procedures and the
09:19 lack of response from the agency on which the localization of their transit to the northern
09:23 border depends.
09:24 Many state that due to the lack of guarantees and responses, they have given up continuing
09:28 their journey.
09:33 In Panama, two persons were killed during anti-government protests, exacerbating social
09:38 tensions that have risen since anger over a lucrative mining contract sparked demonstrations.
09:43 The death come as straight protests by thousands of Panamanians during the past weeks over
09:48 a new mining contract signed with the Canadian mining firm, First Quantum Minerals, speaking
09:53 to wider discontent with the government.
09:55 The attacker, a 77-year-old man, shot the victims who were at one of the teachers'
09:59 protests on the Panamanican highway.
10:01 One of the victims died at the scene, and the other died while being transported for
10:06 medical treatment.
10:07 Police arrested the assailant, who is currently in custody and could face charges of manslaughter.
10:12 The new contract provides First Quantum a 20-year mining right, with an option to extend
10:17 for another 20 years, in return for $375 million in annual revenue to Panama.
10:28 Salvadoran organizations that defend the human right to water express concern that the water
10:33 authority's regulations put community boards at a disadvantage.
10:37 The National Alliance Against Privatization points out that the guidelines of the Salvadoran
10:40 Water Authority for the implementation of the general law of water resources favors
10:45 the agro-industry sector.
10:47 The implementation of what is known as the social purpose coefficient and the transparency
10:51 guidelines raise many doubts in the water defense platforms and could represent more
10:55 expenses for citizens.
11:01 We are concerned about this new regulation created by the water authority regulations
11:05 and guidelines mandated by the general law of water resources that have to be drafted
11:09 back that today are promoting water injustice.
11:12 So what we are seeing is that these guidelines create conditions to worsen the water crisis
11:18 and don't guarantee the population's right to water.
11:21 So to date we are seeing the effects of the community water boards, but also to other
11:25 sectors, and the concern is that there are new regulations that have yet to be drafted,
11:30 and according to the calendar of regulations, the water authority plans to draft four new
11:34 regulations this month and in December two more.
11:37 So the call is that the guidelines should respond to the principles of the law on the
11:41 subject of the human right to water, public management, and not to other types of interests.
11:49 The third constitutional chamber of the Supreme Court ordered the Peruvian Congress to suspend
11:53 the investigation against the National Judicial Council, but the Parliament has warned that
11:57 it will not abide by the decision.
11:59 As soon as the ruling was known, the National Council announced that it accepted the decision
12:04 to suspend the investigation against the Spanish Strait.
12:07 Almost at the same time, the Speaker's Office of the Parliament decided to disobey the order
12:12 and called for this Wednesday the continuation of the plenary that has planned the dismissal
12:16 of all members of the National Council.
12:19 For legal experts, the decision of the legislature opens the door to a dangerous political institutional
12:24 crisis.
12:29 We are in a situation of serious danger to the constitutionality of the political system.
12:34 We are on the verge of becoming a de facto government.
12:36 It is not an exaggeration because the Congress has lost sight of the fact that before this
12:41 judicial resolution, the Congress is not a power.
12:45 The Congress is part of a process that is the file 3431-22023, in which the parties
12:53 are the plaintiff members of the National Board of Justice, and the Congress is the
12:58 defendant.
12:59 Peru's Public Prosecutor's Office launched a corruption investigation against Nicanor
13:05 Moluarte, brother of the country's president.
13:07 The Special Task Force Against Corruption of the Public Prosecutor's Office began the
13:11 investigation based on a journalistic complaint for false budget proposals of 20 million soles,
13:16 equivalent to about 4.9 million euros, in which the mayor of the Nanshok district, Nixon
13:22 Hoyos, is also involved.
13:24 The prosecutor's office has included in the investigation several members who were
13:28 part of the electoral campaign of President Dina Moluarte.

13:50 Welcome back from the south.
14:13 Thousands of far-right demonstrators gathered on Tuesday outside the headquarters of Spanish
14:17 Prime Minister Pedro Sánchez to protest against his proposed law to grant amnesty to Catalan
14:22 separatists.
14:23 The demonstration was called by several far-right groups and supported by the far-right Vox
14:27 Party, represented by the leader of his parliamentary group, Pepa Millán.
14:32 Some protesters were reportedly dispersed by police charges and tear gas, while six
14:36 people were arrested for disturbing the peace.
14:39 On the other hand, Madrid's emergency services said 39 people were slightly injured, including
14:44 29 police officers.
14:46 The socialists are seeking the Catalan separatist party's backing to form a new government and
14:50 keep the centre-left coalition in power.
14:52 The separatists, on the other hand, have demanded a sweeping amnesty that would include their
14:56 leaders who fled Spain following their failed 2017 secession attempt.
15:06 France hosted a global summit on the poles and glaciers from Wednesday to Friday, November
15:12 10, a new international meeting under the "One Planet" banner to discuss the present
15:16 issues at the forefront of the impending climate catastrophe.
15:20 Around 40 countries will be represented, including Germany, Italy, Belgium, China, India, Monaco,
15:25 Switzerland, Kyrgyzstan and Nepal.
15:26 Some will be represented by their head of state or government.
15:29 The expected outcomes of these three days include updates to the Intergovernmental Panel
15:34 on Climate Change's 2019 report on the ocean and cryosphere, the world's permanent snow,
15:39 glaciers, ice caps, pack ice, lakes and frozen ground.
15:43 The summit is also aiming to produce a Paris appeal for poles and glaciers on Friday when
15:49 Macron will take part in the closing ceremony.
15:52 The polar summit could also be an opportunity to forge coalitions of countries that could
15:56 subsequently influence international decisions, such as the creation of marine protected areas
16:01 in Antarctic waters.
16:08 Russian Defense Minister Sergei Shoigu received General Zhang Youxia, deputy chairman of China's
16:12 Central Military Commission, in Moscow on Wednesday.
16:15 This is the second meeting between Russian and Chinese defense officials in just 10 days.
16:20 Shoigu was present at the security forum held in Beijing on October 30, where they held
16:26 bilateral meetings.
16:27 The Russian minister assured in brief statements that they would discuss measures to deepen
16:31 cooperation, clarifying that unlike the aggressive Western countries, Russia and China do not
16:36 create military blocs.
16:38 Far from that, they maintain strategic interaction based on trust and respect.
16:46 On Wednesday, North Korean state media denounced visits to Seoul by the United States' top
16:51 diplomat and defense chief as provocative acts that would raise tensions in the region.
16:55 U.S. Secretary of State Antony Blinken arrived late Wednesday in South Korea and will meet
17:00 his South Korean counterpart Park Geun-hye the following day to discuss issues including
17:05 nuclear arms.
17:06 North Korea, Seoul's foreign ministry said.
17:10 His two-day trip will be followed by a visit by U.S. Secretary of Defense Lloyd Austin
17:14 to Seoul next week for ministerial-level meetings.
17:17 The visit comes as Seoul and Washington ramp up defense cooperation in the face of a record-breaking
17:21 series of weapons tests by Pyongyang this year.
17:24 It also comes as North Korea strengthens its ties with Russia.
17:32 The 2023 World Internet Conference – WUSEN Summit kicked off on Wednesday in the ancient
17:37 water city of WUSEN, East China's Zhejiang province, showcasing the latest advances in
17:42 internet technology, with various sub-forums to promote global development initiatives.
17:47 This year's summit features 20 sub-forums focusing on global development initiatives,
17:51 artificial intelligence, computational networks, and online protection for minors.
17:56 Representatives from various industries around the world will discuss key issues and share
18:00 visionary perspectives on internet development and digital technology innovation trends.
18:05 Throughout this year's summit, several concurrent events will take place, such as the unveiling
18:10 of pioneering global internet technology achievements, the release of the World Internet Conference
18:14 Blue Book, and the highly anticipated grand finale of the straight to WUSEN global internet
18:19 competition.
