00:00The Commission on Human Rights is now targeting the series of violent incidents in the province of Abra

00:06where most of the so-called targets are politicians.

00:11But the agency also clarified that the reason for these cases is not necessarily politics.

00:18This is Audrey Villena's report.

00:22The Commission on Human Rights Cordillera is starting to investigate the alleged murders in Abra.

00:29It is also the subject of the next case of murders of some politicians in the province.

00:34According to the CHR,

00:36Pidigan Vice Mayor Noel Vizares is the last case of the shooting incident that happened on September 12, 2024.

00:43Vizares was saved from the incident and was hit in his upper limb.

00:48After being treated, he was able to return home.

00:51The Commission on Human Rights also targeted former Dolores Sangguniang Bayan member Gregorio Castillo

00:58through a riding in tandem on September 1.

01:01Former Banakaw Barangay Chairman Marcelo Banayos and his nephew, Johnson Blanes, were also involved in the shooting incident.

01:11The CHR ordered a quick investigation by the authorities on the alleged cases.

01:16The CHR also gave the case of the shooting as a serious threat to the trust and peace of the upcoming election.

01:24It is mandatory in the office to investigate the same.

01:26As part of that, we dispatched an investigation team to conduct the investigation and they are preparing the reports, particularly in the case.

01:40However, the official of the agency explained that there is no politically motivated reason for the shooting incident.

01:48We don't know. Until we finish the investigation of the case, or the PNP or other investigative agency would come up or build a case against certain individuals,

02:08The diocese of Bangued was the first to condemn the investigation of the case of the shooting in Lalawigan and to give justice to the families of the victims.

02:20The Church of the United Residents asked the officials to remain peaceful in the area.

02:28Meanwhile, out of the 21 cases filed by the Abra Provincial Police Office, 11 were declared cleared.

02:36The resolved cases are shamed and one is still under investigation.

02:40Almost all of the incidents that we have investigated and filed a case against, we caught some suspects.

02:51That's why it's good that we at least filed a case against the suspects in these incidents except for the one that is under investigation.

03:04According to ProCAR, Lalawigan ng Abra will strictly monitor the midterm election in 2025.

03:11We are focused on Abra. Actually, before the filing of the Certificate of Candidacy, we already implemented the search warrant in Abra.

03:21We implemented seven, plus other checkpoints and police response.

03:29More than 10 confiscated guns were found and we caught some suspects.
