00:00Periodically, the Permanent Observatory on Abortion prepares reports on the application of Law 194,
00:11on its costs and on its impacts also on the health of women.
00:16We do this because we believe it is important that we continue to talk about this phenomenon,
00:20which is voluntary or legal abortion, that we know the numbers well,
00:25and therefore we want to make a contribution to the debate that is well structured,
00:29informed and that can contribute to a broad and fair discussion on this topic.
00:36This year, as always, we have updated our estimates on the financial costs of Law 194,
00:42which we were the first to estimate, because before there were no such assessments,
00:47we updated them in 2022.
00:50The last year available for data was in 2022 and we estimated a cost of around 60 million euros.
00:57We also update the estimate of the cumulative cost of the 44 years of update, of application of the law.
01:05In addition to this, we deepen a series of topics related to the data and the numbers of the voluntary abortion,
01:16every year doing research on various topics.
01:19This year, for example, we have analyzed the data related to the problem that the objection of conscience
01:26could obstruct the application of the law.
01:30We have also analyzed the data related to the number of illegal abortions
01:37before the application of the law, before its approval.
01:41And then, as always, we made an update on the scientific literature
01:46related to the possible consequences of voluntary abortion on women's health.
01:50The Observatory does not make political proposals, it makes analyses.
01:54We believe that Law 194, like all health policies, should be subject to evaluation,
02:03so that political decisions can then be informed regarding its application.
02:09And so this is what we do.
02:11We are not here to propose recipes, but we believe that on a topic like this
02:17it is not possible to stop talking, to reflect, to collect information,
02:21so that politics can decide in a truly informed way.
