00:00I just landed here in the east of Central Luzon in Taipo, Sinigang,
00:05earlier this morning at 8 a.m.
00:07At this time, we are in the area of San Agustin, Isabela.
00:11The wind is strong, reaching up to 130 km per hour,
00:14almost in the middle.
00:15And the wind speed is reaching up to 180 km per hour.
00:19It is moving in the direction of northwest,
00:21at a speed of 25 km per hour.
00:23So, we can see that the waves brought by Sinigang
00:26are really reaching some parts of the southern Luzon area.
00:31So, we can see on the Baler radar,
00:35the image of the Sinigang storm,
00:38so that they can visualize it.
00:40This is the central area.
00:41And earlier, this is where I landed at 8 a.m.
00:45So, when we are closer to our homeland,
00:47when we have a radar station,
00:50this is the most effective tool to locate the central area
00:54and we can estimate the thick clouds
00:57that could bring rain to some parts of our country.
01:01Aside from that, we can also estimate the wind brought by it.
01:05In the latest forecast track,
01:07in our Tropical Cyclone Bulletin,
01:09at 11 a.m.,
01:10we can see the forecast for the Sinigang storm
01:14starting today until later tonight,
01:16it will pass through the northern Luzon area.
01:18And it is possible that later tonight,
01:20it will pass through our country.
01:22And on Tuesday night,
01:25our air responsibility will be released.
01:28So, to our countrymen in the northern and central Luzon,
01:31today, we are really hoping for a lot of rain
01:34and strong winds
01:35that will have a direct effect on the Sinigang storm.
01:39So, let's first understand
01:40what are the areas that currently have tropical cyclone wind signals.
01:44Here in the area highlighted in red,
01:46this is the area that has tropical cyclone wind signal number 4.
01:50It is a really wide area in terms of life
01:54and it is possible that a lot of properties
01:58in the areas highlighted in red will be damaged.
02:00Here in the northernmost portion of Aurora,
02:02in the central and southern portion of Isabela,
02:05here in Mabandang Kalinga,
02:07Mountain Province,
02:08in the northern portion of Ipugao,
02:10and also in the central and southern portion of Abra,
02:13northern and central portion of Ilocos Sur.
02:16So, this is the area highlighted in red,
02:17tropical cyclone wind signal number 4.
02:20Meanwhile, highlighted in orange are the areas
02:23that have tropical cyclone wind signal number 3.
02:26Here in the central portion of Aurora,
02:29in Mabandang Dinalungan,
02:30northern portion of Quirino,
02:32northeastern portion of Nuevo Vizcaya,
02:35and also in the remaining portion of Isabela,
02:37in Mabandang Southwestern portion of Cagayan,
02:39remaining portion of Abra,
02:41remaining portion of Ipugao.
02:43Here in the northern portion of Benguet,
02:46southern portion of Ilocos Norte,
02:48and in the remaining portion of Ilocos Sur.
02:52Meanwhile, highlighted in yellow are the areas
02:55that have tropical cyclone wind signal number 2.
02:58Here in the northwestern and eastern portion of Cagayan,
03:02remaining portion of Nuevo Vizcaya,
03:04remaining portion of Quirino,
03:06remaining portion of Apayao,
03:08also in the remaining portion of Benguet,
03:10remaining portion of Ilocos Norte,
03:12in the province of La Union,
03:14in the northeastern portion of Pangasinan area,
03:17here in the central portion of Aurora,
03:19in the municipalities of Dipa, Kulau,
03:22Maria Aurora, and Valer,
03:24in the northern portion of Nueva Ecija.
03:27Meanwhile, highlighted in light blue,
03:29those are the areas that have tropical cyclone wind signal number 1.
03:33Here in Babuyan Island,
03:34in the remaining portion of mainland Cagayan,
03:37remaining portion of Pangasinan,
03:39in the remaining portion of Aurora,
03:41remaining portion of Nueva Ecija,
03:42in the province of Bulacan,
03:44Pampanga,
03:45also in the province of Tarlac,
03:47northern and central portion of Zambales,
03:49here in Metro Manila,
03:51in Rizal,
03:52also in the eastern portion of Laguna,
03:54northern and eastern portion of Quezon,
03:56and here in the province of Polilo Island.
03:58So, what is the effect that can be experienced
04:01in areas that have warning signal?
04:03The warning signal will warn
04:05about the strong wind brought by the storm.
04:08So, in areas that have warning signals number 4, 3, 2,
04:11the strong wind can destroy houses,
04:14not only the houses made of light materials,
04:17but also the houses made of combination of wood and concrete materials,
04:24like what we saw in the previous storm,
04:26in the news.
04:28It can really destroy different types of structures.
04:31It can cause landslides of different types of buildings.
04:34It can also cause landslides of power poles.
04:37So, to our countrymen,
04:39we have been giving news for a few days
04:41about the possible weather
04:43after the Sinica storm in Northern Luzon.
04:45At this time,
04:47hopefully,
04:48we can stay inside the house,
04:50continue to monitor the update
04:52regarding the Sinica storm,
04:54and we can continue to consult our LGU
04:56and local DRO officials
04:58for continuous safety precautions
05:01while the storm is raging in your area.
05:03Meanwhile, in areas that have warning signal number 1,
05:06our countrymen asked,
05:08here in Metro Manila,
05:09we don't feel anything.
05:11If the warning signal is number 1,
05:13the wind is strong,
05:15sometimes it rains,
05:16that's what we're hoping for.
05:17So, basically,
05:18there's almost no damage that can be caused.

05:21even if we have a warning signal number 1,

06:15But before we go to the forecast rainfall,

06:26This is the rainfall of November 9.
06:28We can see that it's almost minimal,
06:30or no rainfall at all,
06:32recorded in most parts of the Northern Luzon.
06:35But on November 10,
06:36we recorded a significant amount of rains,
06:39especially here in the area of
06:41Casiguran, Aurora,
06:42in some parts of the Northern Luzon,
06:44and here in the Bicol region,
06:46in some provinces.
06:48So, why did we show this?
06:50The next slide is all about
06:52the rainfall forecast.
06:54And we're reminding that
06:56those areas that experienced rain,
06:58maybe during the last two days,
07:00the land may be soft
07:02in some parts of the mountains.
07:04So, the isolated cases will be faster
07:07of sudden landslides.
07:09So, what do we expect for rainfall today?
07:12Like in Baguio-Sinica,
07:13we can see here in our rainfall map,
07:16the areas highlighted in red,
07:18that's what we're expecting.
07:19Intense to torrential.
07:21That's a lot of rain.
07:22More than 200 millimeters of rain.
07:24So, what are the conditions today
07:26that could experience this much rainfall?
07:29Cagayan, Apayao, Calinga, Isabela,
07:31Mountain Province, Pugao, Benguet,
07:33Nueva Vizcaya, Quirino,
07:35and the province of Aurora.
07:37Now, if we go back to the previous slide earlier,
07:41during the last 24 hours,
07:42before the Nica typhoon hit
07:45here in the Northern Luzon area,
07:47we saw a significant concentration of rains
07:51here in the eastern portion
07:52of the Northern Central Luzon,
07:53and in some parts of the Southern Luzon area.
07:56Now, here in the highlighted areas in orange today,
08:00there are also heavy to intense rains
08:02here in Ilocos Provinces,
08:04in Abra,
08:05and here in La Union.
08:06Meanwhile, in the highlighted areas in yellow,
08:08we're expecting 50 to 100 millimeters of rains
08:12or moderate to heavy category
08:14here in other parts of Pangasinan,
08:16Tarlac, Nueva Ecija, and Quezon.
08:18So, today, the effect of rainfall in your area
08:22could result in floods in low-lying areas,
08:25floods in communities near rivers,
08:28because the water level could rise in your river,
08:31or because of the direct rain in your area,
08:34or there could be water from other towns
08:37that are connected to the river
08:39towards your area,
08:40and that's where the water flows
08:44that could be the reason for the sudden rise in water level.
08:47As I mentioned earlier,
08:49if it rains for a few days,
08:51there's a high possibility,
08:53especially for our women who live near the mountains,
08:57that there will be isolated cases of landslides.
09:02What do we expect from the rain tomorrow?
09:05Earlier, we saw in the forecast track
09:07that tomorrow, it's possible that the storm Sinica
09:10will continue to move away from the landmass.
09:12However, we still expect heavy to intense rains
09:16in Ilocos Norte,
09:17while moderate to heavy
09:19here in the provinces of Apayaw, Abra, and Ilocos Sur.
09:23Again, we remind you that
09:25when it rains, there could be a storm,
09:27there could be flooding in low-lying areas,
09:29in communities near rivers,
09:32and there could be landslides.
09:35So as much as possible,
09:36you should continue coordinating with your LGU
09:39to avoid such incidents
09:41because we call these hazard maps,
09:44or these are the places that are identified in your area
09:47that are flash flood and landslide prone.
09:49You should contact your LGU,
09:51your local disaster reduction managers,
09:53so that they can help you prepare for this time.
09:58Meanwhile, what do we expect
10:00from the sea level rise?
10:02Because of the storm Sinica,
10:04we have high gale warnings
10:06for areas of the sea that are highlighted in red.
10:10As much as possible,
10:11do not go there in any type of sea vehicle,
10:14especially for the seas
10:16around the northern areas
10:18that have warning signals.
10:20Because you might think,
10:21in Batanes, it's not highlighted in red,
10:23but it's included in the warning signals we mentioned.
10:26So generally,
10:28all areas of the sea
10:30that have warning signals,
10:32aside from that, it's highlighted in red
10:34because of the gale warning,
10:35is not favorable for any maritime activity.
10:39Avoid going there as much as possible.
10:42Let's wait for the storm to pass,
10:44for the gale to pass,
10:45and then we'll resume our maritime activity.
10:50In terms of high waves
10:52that can pass through coastal areas,
10:54or the storm surge,
10:56or the wave that we call it,
10:57in the areas highlighted in orange,
10:59we can see that
11:00the waves can reach 2 to 3 meters high
11:04that can pass through coastal areas.
11:07We can see Northern Coast of Ilocos Norte,
11:09Coast of Cagayan, Isabela, and Aurora.
11:12Meanwhile,
11:13in the areas highlighted in yellow,
11:15in coastal areas,
11:16the storm surge can reach less than 2 meters
11:20that can pass through coastal communities.
11:23So we've been giving warnings for a few days now.
11:25Hopefully, by this time,
11:26our countrymen in designated evacuation centers,
11:30those who live in coastal areas,
11:33or those who live in higher areas,
11:36tie your boats
11:38so that you won't get hit by the strong waves.
11:46So those are the possible hazards
11:47that a tsunami can bring to our country
11:50in the next 24 hours.
11:52What we can see now
11:54are the other two bad times
11:55that are being monitored by Pagasa.
11:57We have a tropical depression
11:59outside our area of responsibility,
12:02and we also have a tropical storm
12:04that is also outside
12:05and very far from our country.
12:07Even though the two bad times are still far away,
12:10this tropical depression
12:12has been released by us
12:13as Tropical Cyclone Advisory.
12:16It is available on our website.
12:18Meanwhile, this one is still very far away.
12:20There is no advisory yet.
12:22Now, in terms of this weather disturbance,
12:25what is the scenario that we expect?
12:28We will look at what we call
12:30Tropical Cyclone Threat Potential.
12:32Pagasa is releasing scenarios
12:35of storms that cover up to a two-week period.
12:40So, the first tropical depression
12:43that is inside our Tropical Cyclone Advisory domain,
12:47the scenario that we see now
12:49is that it will move,
12:50enter our PAR,
12:52then possibly approach
12:54or landfall here in the northern Luzon area
12:57before recording to the south.
13:00The second one,
13:01the farthest storm that we expect,
13:03it will also move and enter our Area of Responsibility.
13:07So, these two scenarios are the reason
13:09why we will continue to monitor
13:11and give updates,
13:12not only on the Sinica storm,
13:14but also on the two bad times
13:16that are outside our Area of Responsibility.
13:19So, that is the latest on the Sinica storm.
