The National Artificial Intelligence Office (NAIO), set to launch in December, will assess the need to update existing laws or introduce new legislation concerning artificial intelligence (AI) and other emerging technologies.

Digital Minister Gobind Singh Deo announced in the Dewan Rakyat on Monday (Nov 11) that the study aims to address challenges arising from technological advancements, including concerns over personal data breaches.

Gobind also revealed that the Personal Data Protection Commissioner is developing seven guidelines to assist data controllers in Malaysia, with three of these directly addressing AI technology.

00:00As a result of the high adoption of artificial intelligence technology in Malaysia,
00:09the Ministry has organized and implemented various initiatives,
00:13including the establishment of the National AI Office,
00:17which will oversee the development of AI in Malaysia,
00:21as well as implementing initiatives that use AI to strengthen the digital economy,
00:26increase public service, and contribute to sustainable development.
00:30This office is the main organization that will monitor the implementation of AI technology
00:38in accordance with the country's sector,
00:40to ensure that all aspects will be well maintained
00:43from any threats and unreasonable misuse.
00:47In the same context,
00:49for the provision of an environment and an ecosystem that supports the development of AI
00:55in an ethical and responsible manner,
00:57the Ministry of Science, Technology and Innovation must have launched
01:00the Guidelines for the Management and Ethics of Artificial Intelligence
01:04or Artificial Intelligence Governance and Ethics, AIGE,
01:08on September 20 this year.
01:10This guideline is also approved by the Ministry of Digital
01:14by looking at the AI ecosystem as a whole,
01:17covering the development of AI-related services,
01:20users and providers,
01:22in order to comply with social and ethical values
01:25as well as policies to ensure that AI technology is used for public welfare
01:30without neglecting human rights and individual security.
01:35Next, Mr. Speaker,
01:36in addition to the modification of the Personal Data Protection Act 2010,
01:41which was passed on on 17 October,
01:44in order to improve the management of personal data protection in Malaysia,
01:48the Ministry also, through the Personal Data Protection Authority,
01:54is developing seven guidelines
01:57and three of them are directly related to AI technology,
02:01namely, the first guideline is the assessment of the impact of data protection
02:06or Guidelines on Data Protection Impact Assessment, DPIA.
02:10The second is the Guidelines on Privacy by Design, PBD.
02:17And the third is the Guidelines on Automatic Decision-Making, ADM and Profiling.
02:26All of these guidelines can be used as reference documents
02:30by data regulators in Malaysia
02:33by taking into account the complexity of AI technology,
02:36which is a technology that is highly dependent on high data processing.
02:40Mr. Speaker,
02:41the Ministry will also continue to carry out strategic cooperation across the public sector
02:46and private sector
02:47in order to minimize the incidence of personal data leakage in the future
02:54through the implementation of various initiatives,
02:56including the implementation of AI literacy programs,
03:00the development of a control framework and the implementation of AI technology plans for 2026-2023.
03:07All of these initiatives aim to ensure that all stakeholders are more prepared
03:12in the event of an unwanted incident.
