00:00So we can see in our latest satellite imagery that it is continuing to move
00:06towards the eastern section of the central zone.
00:09And earlier this morning, the super-typhoon Pepito
00:12was located 120 kilometers east of Baler, Aurora.
00:18Pepito still has strong winds, reaching up to 185 kilometers per hour
00:23and the wind speed is up to 230 kilometers per hour.
00:27This is moving in the direction of the northwest at a speed of 20 kilometers per hour.
00:31So we can see here in the radar image of our Baler station
00:36that it is continuing to move towards the aurora,
00:40the center or the eye of the storm Pepito.
00:43And aside from that, the wide area where it is possible for it to bring rain
00:47will still be affected.
00:49Previously, in some parts of the eastern Visayas and Bicol region,
00:53today, we are expecting it to be in many parts of the northern and central zone
00:57and some parts of the southern zone area.
01:00So what are we expecting because of the storm Pepito?
01:03Let's start with the wind signals that are high at this time.
01:07We still have Tropical Cyclone Wind Signal No. 5
01:11here in the eastern section of Pulilo Island.
01:15That is highlighted in purple.
01:17Meanwhile, Tropical Cyclone Wind Signal No. 4, highlighted in red,
01:21in the area of Aurora, Quirino, Nueva Vizcaya,
01:24here in the southern portion of Ipugao,
01:27southern portion of Benguet, southern portion of La Union,
01:30eastern portion of Pangasinan,
01:32here in the eastern portion of Nueva Ecija,
01:35here in the northern portion of Quezon,
01:37together with the remaining part of Pulilo Island
01:40and in the area of Calaguas Island.
01:43Tropical Cyclone Wind Signal No. 3 is highlighted in orange.
01:48This is the southern portion of Isabela,
01:51the remaining part of Ipugao,
01:53here in the mountain province,
01:54southern portion of Abra,
01:56in Ilocosur,
01:57in the remaining part of Benguet,
01:59remaining part of La Union,
02:01remaining part of Pangasinan,
02:03here in the northern portion of Zambales area.
02:07Tropical Cyclone Wind Signal No. 3 is also highlighted here in Tarlac,
02:11remaining part of Nueva Ecija,
02:13northern portion of Pampanga,
02:15northern portion of Bulacan,
02:17northern portion of Rizal,
02:18eastern portion of Laguna,
02:20Tropical Cyclone Wind Signal No. 3 in the central and eastern portion of Quezon,
02:23and in the western portion of Camarines Norte.
02:28Meanwhile, Tropical Cyclone Wind Signal No. 2 is highlighted in yellow.
02:31This is the remaining part of Isabela,
02:33southwestern portion of Mainland Cagayan,
02:36in Calinga,
02:37southern portion of Apayaw,
02:39in the remaining part of Abra,
02:40also in the area of Ilocos Norte,
02:43remaining part of Zambales,
02:44in Bumbataan,
02:46remaining part of Pampanga,
02:47remaining part of Bulacan,
02:49here in Metro Manila,
02:50Tropical Cyclone Wind Signal No. 2 as well.
02:52Meanwhile, in the remaining part of Rizal,
02:54Cavite,
02:55remaining part of Laguna,
02:57remaining part of Quezon,
02:59remaining part of Camarines Norte,
03:01in the whole of Camarines Sur,
03:02and in the western portion of Catanduanes,
03:04we also have Tropical Cyclone Wind Signal No. 2.
03:07What is highlighted in light blue are the areas with Tropical Cyclone Wind Signal No. 1.
03:12Here in the remaining part of Mainland Cagayan,
03:14remaining part of Apayaw,
03:16in the area of Batangas,
03:17in the northern portion of Occidental Mindoro,
03:20together with Lubang Island,
03:22northern portion of Oriental Mindoro,
03:24in the northern portion of Romblon,
03:26in the area of Marinduque,
03:28in the northern portion of Masbate,
03:29together with Burias and Tikau Island,
03:32in Albay,
03:33in Sorsogon,
03:34and in the remaining part of Catanduanes.
03:37So while we were hoping for strong winds,
03:39in the areas with Wind Signals No. 5, 4, 3, 2,
03:44the strong winds can destroy houses made of light materials,
03:49old trees,
03:51power poles,
03:54billboards that haven't been flipped yet,
03:56the actual tarp,
03:58and many types of plants.
04:01So basically,
04:02the wind signal is about the strength of the wind that you can experience in your area.
04:07And as the storm approaches,
04:09our lead time shrinks.
04:11In the areas with Wind Signals No. 5 and 4,
04:15our lead time is less than 12 hours.
04:17In areas with No. 3,
04:19it's 18 hours.
04:21In areas with No. 2,
04:22it's less than 24 hours.
04:23And in areas with Wind Signal No. 1,
04:25it's less than 36 hours.
04:27Because the storm Pepito is approaching our landmass.
04:33Meanwhile, what are we hoping for when the storm moves?
04:36We'll see it at 8 a.m.
04:38It's here in the ocean,
04:40in the eastern part of the Quezon area.
04:42Adjacent to the eastern part of the Quezon area.
04:44And later tonight,
04:46we're hoping that it's possible that it's here
04:48in the area where the landmass of Central Luzon has passed,
04:52via the La Union area.
04:54So what we're hoping for the next landfall,
04:57today,
04:58is here in the province of Aurora.
05:00And then,
05:01later tonight,
05:02it's possible that the landmass has passed,
05:04we'll exit the landmass,
05:05via the La Union area.
05:07And it's possible that tomorrow morning,
05:10or in the afternoon,
05:11the northwestern boundary of our air responsibility will be fully exposed.
05:16Because we're hoping that the storm Pepito will move,
05:19in the middle of the day,
05:21until later tonight,
05:22until early tomorrow,
05:24this is what we're hoping for,
05:25a rainfall forecast.
05:28So we'll see here,
05:30that this is the location we're looking for this morning.
05:33Later tonight,
05:35the landmass of our country has passed through the La Union area.
05:40And tomorrow morning,
05:41here in the eastern part of the Ilocos provinces.
05:44So,
05:45when it moves,
05:46we'll see that
05:48some places in the Central Northern Luzon,
05:51and even in the Southern Luzon area,
05:53we're still hoping for more than 200 mm of rain.
05:57That's a torrential.
05:58The incidence of heavy rainfall and landslides is wide,
06:02especially in low-lying areas,
06:05in flood-prone areas,
06:07in places near the mountains,
06:09there's a high chance of landslides.
06:13So we'll see,
06:14the areas highlighted in the intense torrential range,
06:17are the provinces of Ilocos Sur, Benguet, Pangasinan, Nueva Vizcaya,
06:21Quirino, Aurora, and Quezon.
06:24Meanwhile,
06:25heavy to intense,
06:26in the areas highlighted in orange,
06:29Isabela,
06:30Mountain Province, Calinga, Abra.
06:32And of course,
06:34here in Nueva Vizcaya,
06:36some parts of Bulacan, Rizal, and Camarines Norte.
06:40Meanwhile, the areas highlighted in yellow,
06:42are moderate to heavy rains.
06:44Camarines Sur, Catanduanes, Laguna,
06:46Bataan, Pampanga, Zambales, Tarlac.
06:49That's what we're hoping for,
06:50moderate to heavy rainfall.
06:52Now,
06:53what message do we want to give
06:55about rainfall?
06:57During the past few weeks,
06:59some parts of Northern, Central, and Southern Luzon
07:01have been affected by typhoons.
07:03It's possible that,
07:04even if it's moderate to heavy,
07:05there will be heavy rainfall in your areas.
07:08So,
07:09hopefully,
07:10during the time you're watching this live broadcast,
07:13you're already secured
07:15in designated evacuation centers,
07:17or in higher grounds.
07:20Especially our countrymen,
07:22here in low-lying areas,
07:24near the mountains,
07:25and coastal areas.
07:27So that we can avoid
07:29the dangers of flooding
07:31caused by typhoons.
07:36Meanwhile,
07:37strong winds,
07:38especially typhoons,
07:40can cause a storm surge.
07:43Here in Aurora, Camarines Norte,
07:45Pangasinan, and Quezon,
07:47more than 3 meters.
07:49That's highlighted in red.
07:51Those are the coastal areas
07:53that can be affected by a storm surge
07:55of more than 3 meters.
07:58Meanwhile,
07:59the coastal areas highlighted in orange,
08:02from 2.1 to 3 meters
08:04can be affected by a storm surge.
08:06Here in Albay,
08:08Batangas,
08:09Camarines Sur,
08:11Catanduanes,
08:12Cavite,
08:13Ilocosur,
08:14Isabela, La Union,
08:15Marinduque.
08:16In NCR,
08:17First and Fourth District,
08:18Pangasinan, Quezon,
08:19Sorsogon, and Zambales.
08:20So why are there so many
08:22places that can be affected by a storm surge?
08:24As we showed earlier,
08:26from today until later tonight,
08:28the center of the typhoon Cepepito
08:30is still here.
08:31Until tomorrow morning,
08:32it will be here.
08:33That's why we expect to see
08:35a lot of places affected by a storm surge.
08:37Or a flood.
08:39A big flood
08:41in coastal areas.
08:431 to 2 meters
08:45in several parts of Bataan,
08:47Bulacan, Ilocos Norte,
08:49NCR Third District,
08:50Pampanga, and several parts
08:52of Sorsogon area.
08:54So if we have projected
08:56high storm surges,
08:58these are the potential
09:00places
09:02that will be inundated
09:04or flood
09:06based on the projected storm surge
09:08height in your area.
09:10So let's go to the other area
09:12of Aurora.
09:13This is for guidance only.
09:15It might actually
09:17change.
09:19We can see here on the eastern coast
09:21of Aurora,
09:22there's a big chance of storm surges
09:24based on the expected height
09:26and the inundation projection.
09:28Or how far
09:30from the coastal area
09:32to the inner part of the coastal area
09:34the storm surges
09:36might reach.
09:40Now, the seas,
09:42usually, or generally
09:44in places with warning signals,
09:46we expect it to be
09:483.4 to 4 meters high.
09:50That's also because of the storm.
09:52So our gale warning
09:54is expected to be
09:563.4 to 14 meters
09:58offshore.
10:00So we have gale warnings
10:02for the seas
10:04around Catanduanes, Camarines Sur,
10:06Camarines Norte, Quezon,
10:08Pulilo Island, Isabela,
10:10on the eastern coast of Cagayan,
10:12here in the northern part, Ilocos Norte,
10:14Ilocos Sur, La Union, Pangasinan,
10:16Bataan, Metro Manila, Cavite, and Batangas.
10:18As much as possible,
10:20do not spread any type of sea vehicle
10:22in the seas, generally,
10:24of the northern, central, and some parts
10:26of the southern Luzon area.
10:28Let's wait for the storm to pass,
10:30before we resume
10:32our maritime activities
10:34here in the seas,
10:36around the Luzon area.
