As of 5:00am on Thursday, Nov. 14, Typhoon 'Ofel' (International name: Usagi) was last located 215km east of Echague, Isabela. By 8:00am, it has further intensified into a 'Super Typhoon', sustaining maximum winds up to 185 km/h, and gustiness of up to 230 km/h, while it continues to move northwestward, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).

00:22This is the Typhoon Ophel, which is currently inside the park and is affecting some parts of our country.
00:29And the third typhoon is the Tropical Storm, which has an international name of Manyi, which is currently outside of our Philippine Area of Responsibility.
00:40So our main focus for now is this Typhoon Ophel, just like the Typhoon Manyi.
00:46So let's know the details about these two typhoons one by one for now. Let's start with the Typhoon Ophel.
00:55So as of 4 a.m., the latest location of the eye of this Typhoon Ophel is Huling na Mataan, 215 kilometers west of Etiague, Isabela.
01:05And it is accompanied by strong winds that reach up to 165 kilometers per hour near the center.
01:11There is a downpour that reaches up to 205 kilometers per hour and moves west-northwestward at a speed of 30 kilometers per hour.
01:20If we can see here in our latest satellite image, the typhoons that brought this Typhoon Ophel are already affecting some parts of Luzon.
01:31Especially in areas where the center of the typhoon is near, there will be strong winds as well as strong rains that brought this Typhoon Ophel.
01:41So let's know the specific areas where this Typhoon Ophel is affected, where the strong winds and rains will be, as well as its movement in the coming days.
01:55So this is our latest track forecast as of 5 a.m. regarding the Typhoon Ophel.
02:02If we can see here, this is the central track of the typhoon or the movement of the typhoon in the coming days while it is inside our Philippine Area of Responsibility.
02:12And we also have the intensity forecast or the strength of the typhoon or the category of the typhoon while it is continuously passing through the areas or the oceans inside our PAR.
02:23So we can see here in our latest track forecast, the typhoon Ophel is generally moving north-westward in the coming days.
02:32And we may have a landfall scenario here on the eastern coast of Cagayan.
02:39That will happen later in the afternoon if not here in the northern portion of Isabela.
02:44It will continue to move north-westward and it is possible that it will also approach the area of Babuyan Islands in the coming days.
02:53If it does not approach, we may have a second landfall scenario there.
02:58After that, it will move north and it will gradually recurve until it continues to weaken here in the eastern coast of Taiwan.
03:07And it is possible that it will weaken more as a low-pressure area and it is possible that it will move inside our Philippine Area of Responsibility.
03:17Although as we can see based on its intensity forecast, it is possible that it will remain a typhoon category while it is continuously passing through the northern Luzon.
03:29But we remember that the maximum sustained winds of the typhoon Ophel is now at 165 kmph.
03:37So it is almost at the upper threshold of a typhoon category.
03:41So for now, it is almost reaching the level or threshold of a super typhoon category which is at 185 kmph.
03:51So in the event that the conditions are favorable for the continuous strength of the typhoon Ophel in the coming hours,
03:58we do not rule out the possibility that it may reach the super typhoon category in the coming hours.
04:06So based on our latest forecast track, we can see the area shaded by yellow.
04:12The area shaded by yellow is where the strong winds of the typhoon Ophel will bring.
04:17And if we notice, some parts of the northern and central Luzon are now covering the radius or diameter of the typhoon Ophel.
04:24So in those areas, the strong winds of the typhoon Ophel will gradually pass through.
04:30And the area shaded by orange or shaded by red is where the stronger winds of the typhoon Ophel will bring.
04:38So it is possible that around signal number 3, the level of the winds will increase.
04:42So because we expect that the typhoon Ophel will continue to approach the area of northern Luzon,
04:49the areas that are currently experiencing strong winds, it is possible that it will become stronger in the coming hours.
04:55So as of 5 am, we have raised signal number 4 in the northeastern portion of the mainland,
05:02in the townships of Santa Ana, Gonzaga, and Santa Teresita.
05:07Signal number 3 in the northwestern, central, and eastern portions of the mainland,
05:13in the Baboyan Islands, in the northeastern portion of Isabela, and in the northern portion of Apayao.

05:26Signal number 2 is high in Batanes, and in the northern part of Cagayan.
05:31So northwestern and southeastern portions of Isabela, in the northern part of Apayao,
05:37northern portion of Calinga, in the northeastern portion of Abra, and northern and central portions of Ilocos Norte.
05:47And signal number 1 is high in the northern part of Isabela, in Quirino, Neva Vizcaya, in the northern part of Abra,
05:57the rest of Calinga, Mountain Province, Ifugao, northern portion of Benguet,
06:03in the northwestern part of Ilocos Norte, Ilocos Sur, northern portion of La Union,
06:08and northern and central portions of Aurora.
06:12So the areas where our tropical cyclone wind signals are high,
06:16we expect that in the next few hours, we will be able to experience the strong winds
06:21brought by the tropical cyclone Ophel.
06:23Especially because we expect, or because we do not rule out the possibility
06:29that we will be able to upgrade into a super typhoon category.
06:32The possibility that the highest wind signal that we will be able to increase in the next few hours
06:39is signal number 5, especially in the areas where the center of the storm is closest.
06:45So as much as possible, prepare for that because today is the peak of the effect of the tropical cyclone Ophel,
06:52especially in the areas of the northern part of Luzon.
06:58When it comes to the rains brought by the tropical cyclone Ophel,
07:02the areas that are still closest to the center of the storm

07:09So in the areas of Cagayan, as well as Isabela and the Babuyan Islands,

07:25That is more than 200 millimeters total rainfall for the next 24 hours.

07:42Meanwhile, heavy to intense rains that will be experienced in Batanes, Ilocos Norte, Apayao, and Calinga,

11:21So for now, there is no direct effect of Tropical Storm Mani in any part of our country

11:29but we expect that it will approach our land as soon as possible
11:35so that we can feel its effect this coming Friday evening or the coming weekend.
11:40So as much as possible, let's prepare for the upcoming storm.
11:44So let's know what will be the movement of this storm
11:47and the areas that may be affected by this incoming Tropical Storm Mani.
11:55So this is the latest track forecast as of 11 p.m.
11:59So based on this track, this Tropical Storm Mani will generally move westward
12:04and may enter our Philippine Area of Responsibility later tonight
12:10and we will give it a local name, Pipito.
12:13So this Tropical Storm Pipito, as it continues to approach our land,
12:17it will continue to grow stronger and may reach the typhoon category later tonight or tomorrow early in the morning.
12:25So we can see here in our central track that we have a landfall scenario in a part of the Bicol Region,
12:32possible this coming weekend and it will pass through the southern Luzon
12:37in the upcoming weekend, the upcoming Sunday.
12:41So we can see that because this Tropical Storm Mani is still in the ocean,
12:46we are not removing the possibility of a rapid intensification of this storm.
12:54So in the event that the conditions are favorable for this Tropical Storm Pipito,
12:59we are not removing the possibility that it may reach the super typhoon category.
13:05So as much as possible, we are preparing for the possible arrival of this storm in the coming days.
13:13What we can see in our central track is that it may hit the Bicol Region,
13:18the scope of the forecast cone or probability or forecast confidence cone in our latest forecast track is still wide.
13:28So not only in the Bicol Region is it possible to pass through the center of the storm,
13:34it is also possible in the eastern Visayas.
13:36The possible landfall scenario is also possible in Quezon, Aurora, and also in Isabela.
13:43So the areas where it is shaded by white, it can pass through the center of the storm in the coming days.
13:51That is why our monitoring is continuous, especially in the Bicol Region, Visayas,
13:58and also in the areas of Maropa and Calabarzon,
14:01we can feel the effect of this Tropical Storm Pipito this coming weekend.
