00:00At around 8 o'clock last night, our Philippine Area of Responsibility entered Baguio, which has an international name of Mani,
00:09and we gave it a domestic name of Pepito.
00:13The latest location of Baguio-Pepito is 945 kilometers away from the eastern coast of Visayas.
00:21This is a severe tropical storm with strong winds in the middle reaching up to 100 kilometers per hour
00:28and an earthquake of 125 kilometers per hour.
00:32It continues to move at a speed of 35 kilometers per hour.
00:37As of now, this has not yet had a direct effect on our country,
00:41but we expect that as early as tomorrow,
00:43these storms will bring rain to a large part of Kabikulan and eastern Visayas.
00:50Meanwhile, we will continue to monitor Baguio-Ofel.
00:55This is still a typhoon and our latest location as of 10 p.m. today
00:59is here in the coastal waters of Calayan, Cagayan.
01:04It is here in the area of Babuyan Channel.
01:07There is a strong wind that is close to the middle reaching up to 130 kilometers per hour
01:12and an earthquake of 200 kilometers per hour.
01:16It continues to move north-westward at a speed of 15 kilometers per hour.
01:21We can see here in our latest satellite images,
01:24the clouds associated with Baguio-Ofel continue to bring rain to a large part of northern Luzon.
01:32For most of Visayas and Mindanao, this will continue to brighten the weather.
01:38We are still prepared for the chances of isolated rain showers or thunderstorms
01:42starting tonight until tomorrow early in the morning.
01:45For more details on the two typhoons in our PAR, let's start with Baguio-Ofel.
01:53Our latest track and intensity forecast for Typhoon-Ofel,
01:58the typhoon continues to move north-westward.
02:04As of 10 p.m., this is near or in the area of Babuyan Channel.
02:08It is possible that later tonight or later in the day,
02:12there will be a second landfall or close approach to any islands in the area of Babuyan Group of Islands.
02:19We are still prepared for this large part of northern Luzon.
02:22We are still prepared for strong winds and strong rains brought by Typhoon-Ofel.
02:28And throughout the remainder of the forecast period,
02:31starting tonight until over the weekend and early next week,
02:35we expect that due to the continuous interaction of Typhoon-Ofel in the Philippines,
02:42we will see the continuous weakening trend of the typhoon.
02:48We will see here in our track forecast,
02:51it is possible that this will come out of our Philippine Area of Responsibility on Friday morning
02:56and our PAR will enter again anytime within Saturday.
03:02So Saturday afternoon or Saturday evening,
03:04it is possible that our Philippine Area of Responsibility will enter
03:08prior to landfall over Taiwan area.
03:10And there it is, the continuous weakening of Typhoon-Ofel.
03:15And this is our latest track and intensity forecast for Typhoon-Pepi.
03:20This just entered our Philippine Area of Responsibility.
03:23So we will see the generally westward movement of the typhoon,
03:29westward until tomorrow,
03:30but by Saturday and over the weekend,
03:33it will be generally north-westward.
03:38And while this Typhoon-Pepi is still in the air,
03:42we will see the continuous strength or intensification of it.
03:46It is possible that this will become a typhoon,
03:49possibly tomorrow morning,
03:52and further intensification after that,
03:55possible super typhoon category on Saturday afternoon or Saturday evening.
04:01So prior to landfall,
04:02this Typhoon-Pepi will landfall at its peak intensity,
04:06where the strongest winds will bring it.
04:10So we also need to give confidence to this typhoon.
04:14So our possible landfall,
04:16since our forecast period is still far,
04:19possible landfall here on the eastern coast of Central Luzon
04:23or eastern coast of Eastern Visayas.
04:26So these are the areas that we will give confidence to.
04:29So if there are significant changes in our truck forecast,
04:32it will reflect on the succeeding issuance of our tropical cyclone bulletins
04:38for the Typhoon-Pepito.
04:39So a large part of Luzon and Visayas,
04:41let's be prepared for the strong winds and strong rains
04:46brought by the upcoming Typhoon-Pepito.
04:50For the Typhoon-Ophel,
04:52we still have a tropical cyclone, which is signal number 4.
04:56Because of the strong winds brought by the typhoon,
04:59we still have signal number 4 here in the areas shaded by red.
05:03So here in the northern portion of Cagayan,
05:05as well as here in Boboyan Islands,
05:07we still have signal number 4 there.
05:08These are the areas most affected by the strong winds brought by the typhoon.
05:14Signal number 3 here in the areas shaded by orange.
05:18So here in the southern portion of Batanes,
05:20here in the central and southeastern portions of Milan, Cagayan,
05:24in the northern and central portions of Apayau,
05:27and in the northern portion of Ilocos Norte.
05:30So we still have signal number 3 there.
05:32Signal number 2 in the areas shaded by yellow.
05:35So in the southern part of Batanes,
05:38in the southern part of Cagayan,
05:40in the rest of Apayau,
05:42northern portion of Calinga,
05:44northern portion of Abra,
05:46and northern portion of Ilocos Norte.
05:49Signal number 1, so we have a warning leak time of 36 hours.
05:53We still have strong winds expected in the areas under wind.
05:58Signal number 1 in the southern part of Isabela,
06:01northeastern portion of Quirino,
06:03southern part of Abra,
06:05rest of Calinga,
06:07here in Mountain Province,
06:09northern portion of Ifugao,
06:11in the northern and central portions of Ilocos Sur,
06:15and the northern portion of Aurora.
06:18In these areas, especially in the areas under wind signal number 3 and number 4,
06:24we are still prepared for the occasional wind brought by the so-called storm.
06:29So this off-wind storm will still bring strong winds to a large part of northern Luzon.
06:34More in particular, the areas under wind signal number 3 and wind signal number 4
06:39in the extreme northern Luzon area,
06:41prior to landfall over any island here in the Bubuyan group of islands.
06:46And in anticipation, so that the storm Pepeto continues to approach our country,
06:53as of 11 p.m. today, we had a tropical cyclone with signal number 1.
06:58So this has a warning leak time of 36 hours.
07:02So this means that within the next 36 hours,
07:04it is possible for us to experience strong winds.
07:09So as of 11 p.m., we have signal number 1 here in the area of Catanduanes,
07:13the eastern portion of Camarines Sur,
07:16the eastern portion of Albay,
07:18the eastern and southern portions of Sorsogon,
07:22in the areas of Visayas, here in the northern Samar,
07:25the northern portion of the eastern Samar,
07:27and in the northeastern portion of Samar.
07:29So in these areas, since these are the areas that are closest to movement or to the center of the storm,
07:37we are now ready for possible winds,
07:40possible damages to infrastructure in the coming days
07:43brought by the storm Pepeto.
07:45In terms of heavy rainfall,
07:49because of the Ophel storm,
07:51where are we still?
07:52This heavy to intense rains,
07:54that is amounting to 100 to 200 millimeters of rainfall
07:58here in the area of Cagayan, including Bubuyan Island.
08:01Meanwhile, moderate to heavy rains will continue
08:04in the areas of Ilocos Norte, Apayau, and Abra.
08:07So this area of Cagayan,
08:09the province of Cagayan, including Bubuyan Island,
08:11we are still ready for possible winds of flooding and landslides.
08:16Gradually, the rainfall brought by the Ophel storm will decrease,
08:20so moderate to heavy rains will continue here in the area of Batanes,
08:24but in anticipation of the coming storm Pepeto,
08:27we will start experiencing heavy rainfall.
08:31These are the areas of Southern Luzon and Eastern Visayas.
08:34These are the areas of Bicol Region and Eastern Visayas.
08:38We expect strong rains.
08:40For more details, we expect heavy to intense rains.
08:43These are the areas shaded in orange
08:46in the provinces of Sorsogon, Northern Samar, and Eastern Samar.
08:49Starting tomorrow evening, Saturday evening,
08:52we expect strong rains in these areas.
08:55Moderate to heavy rains in areas shaded in yellow
08:59in the provinces of Camarines Norte, Camarines Sur, Catanduanes,
09:03Albay, Samar, Biliran, and Leyte.
09:08More areas will experience heavy rains
09:13due to the coming storm Pepeto.
09:16From Saturday evening to Sunday evening,
09:20a large part of the Luzon area, as well as most of Visayas,
09:24will experience heavy rains.
09:26The Luzon area will experience heavy rains.
09:29A large part of Northern Luzon will experience heavy rains
09:34due to the coming storm Pepeto.
09:36We expect intense to torrential rains.
09:38This is greater than 200 millimeters of rainfall
09:41over the provinces of Quezon, Camarines Norte, Camarines Sur, and Catanduanes.
09:48Heavy to intense rains.
09:49Again, these are the areas shaded in orange
09:53in the provinces of Aurora, Nueva Ecija, Bulacan, Rizal, Laguna, Marinduque,
09:59Albay, Sorsogon, and Northern Samar.
10:02Moderate to heavy rains in areas shaded in yellow.
10:05We expect this starting from Saturday evening to Sunday evening
10:09in the provinces of Nueva Vizcaya, Quirino, Pangasinan, Zambales,
10:14Tarlac, Pampanga, and Bataan.
10:16Here in Metro Manila, Cavite, Batangas, Romblon, Masbate, Samar,
10:21Eastern Samar, Biliran, and Salete.
10:25That's why in the areas I mentioned,
10:27especially the areas shaded in red and orange,
10:31intense to torrential rains in areas shaded by red,
10:34heavy to intense rains in areas shaded by orange.
10:37Now, let's get ready.
10:39Let's take precautionary measures
10:42in the possible risk of flooding and landslides
10:45due to the coming storm Pepeto.
10:48Before we proceed,
10:49let's remind our local governments
10:52of the steps to be taken.
10:53Flush floods or landslides are possible,
10:56especially in low-lying and susceptible areas.
10:59Flooding of rivers and swamps is also possible.
11:03So, let's have a regular update
11:05for the heavy rainfall outlook for the storm Pepeto.
11:09So, stay tuned for the succeeding issuances
11:12of our tropical cyclone bulletins
11:14as well as the weather advisories
11:16that we will issue for this storm.
11:18And for the threat of storm surge,
11:22or stormy waves,
11:23due to the effects of the Ophel storm,
11:26we still have a storm surge warning
11:28as of 8 p.m. today.
11:30So, we expect more than 3 meters of storm surge
11:34here in the area of Cagayan
11:36or in the seaboards or coastal lines
11:40of Cagayan and Ilocos Norte.
11:42Meanwhile, we expect 2.1 to 3 meters
11:45in the coastlines of Aurora,
11:48Batanes, Ilocos Sur, and Isabela.
11:52So, to our fellow countrymen
11:54who are near the seabed,
11:57low-lying areas, and coastal communities,
11:59let's be prepared
12:00because the threat of storm surge is still there.
12:02This is the rise of the waves
12:05near our coastal areas.
12:09As of 11 p.m. today,
12:14we still have a storm surge warning.
12:16This is due to the effects of the Ophel storm
12:19on the seaboards of Batanes, Cagayan,
12:22including Baboyan Islands,
12:23here in the area of Isabela
12:25and the northern coast of Ilocos Norte.
12:27So, to our fellow countrymen,
12:29and to those who are near the seabed,
12:31in these areas,
12:32let's not go too far
12:34because we will continue to experience
12:36the threat of storm surge
12:38from the Ophel storm.
12:39And these are the seaboards
12:41that are not in the gale warning.
12:43So, we will still experience
12:44the waves here
12:45in the seaboards of Northern Aurora.
12:47So, let's be careful
12:48to our fellow countrymen
12:50who will sail in this area.
