05:10weapon systems, while the sixth one was damaged.
05:13Fragments of the damaged missile fell on the technical territory of a military facility
05:17in the Bryansk Oblast, causing a fire that was quickly extinguished.
05:20This attack follows reports that US President Joe Biden authorized Ukraine to strike inside
05:25Russia with long-range missiles.
05:35On Tuesday, Russian President Vladimir Putin approved the updated nuclear doctrine.
05:39According to the document, nuclear deterrence is defensive in nature.
05:43The new doctrine significantly broadens the type of threats to which Moscow will respond
05:48and aims to improve state policy in the area of nuclear deterrence.
05:51The document reiterates that the use of nuclear weapons is an extreme measure.
05:55The doctrine aimed at ensuring the security of sovereignty and territorial integrity incorporated
06:00changes that were endorsed by President Putin on Tuesday amid discussions by some members
06:05of the North Atlantic Treaty Organization on whether or not to allow Ukraine to attack
06:10the territory with missiles.
06:19Russian forces operating in Syria established nine observation points on the line of separation
06:23in the occupied Syrian Golan.
06:25Russian Forces Deputy Commander Alexander Rodionov stated that the mission is to conduct
06:30air and ground surveillance.
06:31The Syrian Arab Army explained that deployment of Russian military police units improves
06:36stability and security in the territory.
06:38Rodionov also clarified that the cooperation and coordination between the Syrian Arab Army
06:43and the Russian forces strengthens security in the region and helps people return to their
06:48lands and their daily life.
07:07The U.S. National Weather Service reported that the northwest region prepares for the
07:10arrival of a storm that is expected to bring heavy rains and flooding.
07:14The agency warned that the storm could be long-lasting, therefore it urged the public
07:19to be prepared and comply with the recommended measures.
07:22California is the most vulnerable state, an alert was issued as flash flooding, power
07:27outages and natural damage are expected when the storm reaches its maximum intensity.
07:32Some areas in the northwestern part of the country could be targeted by the effects of
07:36the cyclone, with possible landslides and rockslides.

15:04On his opening address, the President of the Transition Council, Leslie Voltaire, underscored
15:09that the current crisis of violence poses a very serious threat, noting that the military
15:13base is paramount to re-establish national security.
15:16Paving the way for that direction, Voltaire promised to train at least 2,500 new recruits
15:22in the next couple of months to counteract the fact that armed criminal groups have gained
15:26ground on the government in the capital.
15:35The International Organization for Migration denounced that the wave of violence triggered
15:38by criminal groups generated some 20,000 displaced in the last four days in Haiti.
15:43In this context, the agency claimed that the crisis has disrupted essential supply chains
15:48and left the city totally isolated, while many Haitians have repeatedly been forced
15:52to flee from violence.
15:54Over 17,000 citizens who had sheltered in 15 displacement sites were compelled to leave
