00:00Under the auspices of Tebang Tao is the heart of Pagunlad
00:03from November 23 to November 29.
00:06This year, it will be held in our country,
00:08the Population and Development Week.
00:10Of course, we will talk about that here in SainiDoc.
00:14And because it's Wednesday,
00:16we will be together to discuss that in the Department of Health
00:20with Doc Marwin Bello.
00:21Doc Marwin.
00:31Good morning, RST.
00:33I am Dr. Marwin Bello from the Department of Health.
00:38Now, we will know what SainiDoc has to say
00:41when it comes to various discussions on health.
00:44From November 23 to November 29,
00:49we held the Population Development Week here in the Philippines.
00:54This is in accordance with the Executive Order No. 76
00:58signed in October 20, 1992
01:01by the former President, Fidel Ramos.
01:05This Executive Order emphasized
01:08the strengthening and broadening of the campaign
01:12that addresses the problem when it comes to the population growth of the Philippines
01:16and the capacity of a country
01:19for a stable, prosperous, and sustainable life for all.
01:24Because of this,
01:25to give us additional information about this discussion,
01:29we will be joined this morning
01:32by Ms. Mylyn Mirasol Kiray,
01:35the Acting Division Chief of the Knowledge Management and Communication Division
01:39of the Commission on Population and Development.
01:43Welcome to SainiDoc and to Rise and Shine Philippines.
01:49Happy family, Doc Marwin.
01:51It's so good to see you.
01:53Ma'am, how is the situation of the population of the Philippines now in 2024?
01:59Actually, Doc, according to the 2020 Census of Population and Housing,
02:04we now have 109 million Filipinos in the country.
02:08And the number of Filipinos being born below the replacement level
02:13means that 1.9 million,
02:15which is less than two children,
02:17are now being born in the country, Doc Marwin.
02:20So, if it's 1.9 million,
02:22the mother and father will not be replaced in the population.
02:25So, that's the situation of our population now.
02:28There are also a lot of people who don't want to get married and are single.
02:32Yes, Doc, that's true.
02:34We have a study, Doc,
02:36that the Filipinos really want,
02:39sometimes, to have pets over children.
02:42Their priorities are more economic now, Doc Marwin.
02:47So, the lifestyle is different.
02:49For those who are married,
02:51how many children should they have?
02:55Should they have a spouse or a family?
02:59We are saying to the Commission,
03:01to the Population of Population and Housing, Doc Marwin,
03:03the quality of the population is what we want.
03:06We will not say the ideal number of children.
03:11But what we want is for the mother and father to be replaced in the population
03:15so that they have a replacement in our population.
03:19But, we are below the replacement now.
03:22Women are being educated,
03:25so their children are less.
03:28Especially when they are educated,
03:30when they are employed.
03:31So, that's what's happening, Doc Marwin.
03:33Yes.
03:34But it still needs to be given a quality of life
03:39for the children of a family.
03:43So, what advice do you have for every Filipino
03:48who has a family during this time?
03:53Even if we are below the replacement level,
03:56we still want to tell our fellow Filipinos
03:59to plan for a family.
04:01That's really for a quality of life.
04:05Because even if we are below the replacement level,
04:12we still see women who have children
04:16that they don't intend to have.
04:19So, there's still a gap.
04:21If they have three children,
04:23they only want two.
04:25So, there are still women like that.
04:27So, to our viewers,
04:29we invite you to still plan for a family.
04:32Because the traditional method of family planning is still high, Doc.
04:3516.5%.
04:36So, there are still a lot of Filipinos
04:38who are withdrawing and using the calendar method,
04:41which is Bukay Kang Bata Ka.
04:43So, it's not effective, Doc.
04:45And the current method that we use is only 42%.
04:49Yes.
04:50So, Ma'am, how can they access these family planning commodities or methods
04:55to have the right number and distance of birth?
05:02Actually, in our health centers,
05:05family planning is free.
05:07It's given by the Department of Health.
05:09So, to those who are listening and watching,
05:11you can go to the health centers
05:13because the family planning methods are free there.
05:16You can also access,
05:18let's talk about the family planning,
05:20the Facebook page,
05:21our page,
05:22Commission on Population Development Facebook page,
05:24for questions that you can't ask about family planning,
05:27and sex, you can ask there.
05:30What advice do you have for young people
05:33who are not yet married
05:35and can get married in the future
05:38to have the right number of children?
05:44So, in adolescent pregnancy,
05:47the number increases from 136,000 to more than 150,000.
05:56So, we want our young people to protect themselves.
06:03We really want our behavior to be protective for them.
06:09For our parents,
06:12we ask them to educate their children about sexuality first.
06:21So, we want you to be the source,
06:24not your friends, not the media.
06:28Because it could start as early as teaching them
06:33about good touch, bad touch in kindergarten.
06:36Protective talk.
06:38Not just the touch, but the warning signs.
06:41If they are in danger,
06:43our young people should know about it.
06:45At the same time,
06:46we also ask our schools
06:49because there is a Department of Education policy
06:53where comprehensive sexuality education
06:56is integrated in the curriculum.
06:58But we really need to teach this.
07:01For our Senators,
07:03we are asking you, the Department of Health,
07:06to pass the Adolescent Pregnancy Prevention Bill
07:09which is very important and is in the Senate.
07:13What is your last message to our listeners and viewers?
07:18So, this Population and Development Week
07:21of November 23 to 29,
07:23our Filipinos are still asking you to do family planning
07:27for the quality of life.
07:29For those who are using traditional methods of family planning,
07:33don't do that because those methods are ineffective.
07:37The withdrawal calendar.
07:39What we really want is modern methods of family planning.
07:42Get a vasectomy.
07:43Adults,
07:44if you are friends, you should do family planning.
07:47Ladies, you can get a ligation.
07:50There are a lot of pills, injectables, implants.
07:54That is what we are still promoting.
07:56One more thing, Doc.
07:57Adolescent pregnancies are increasing.
08:00So, we also want our young people to protect themselves.
08:06Protect yourselves because that is the number one thing
08:09that we need protection for.
08:12Thank you very much, Ma'am,
08:14for giving us this information.
08:18I hope our fellow Filipinos learned something from this.
08:22Always remember,
08:23a well-planned family is victorious.
08:25Let's talk about family planning.
08:29I am Dr. Marwin Belio,
08:31your health advisor.
08:34See you next week, RSTs.
