00:00Celebration for the 89th anniversary of the Armed Forces of the Philippines and their accomplishments.
00:06We will talk with none other than Col. Francel Margaret Padilla, the spokesperson of the Armed Forces of the Philippines.
00:15Col. Padilla, good afternoon to you.
00:18Good afternoon to you.
00:20And happy, how many years has it been?
00:2389.
00:2489th anniversary to you.
00:26So what is the theme of your celebration for the 89th anniversary of the AFP?
00:32Basically, Nina, we are the anchors of our government's program.
00:37So this year, for our 89th anniversary, the AFP's theme is,
00:41the people's unity towards the new Philippines.
00:45So basically, it is aligned with the government's thrusts.
00:50And what the Armed Forces of the Philippines are doing towards the new Philippines.
00:56Ma'am, what activities are being prepared for the celebration this year?
01:01And do the AFP have any new initiatives or programs?
01:06Basically, Ma'am, I'll lay down the programs that are lined up for the 89th anniversary.
01:13So, first of all, we have the 89th AFP Anniversary Fun Run.
01:18So this will be open to all AFP personnel, to various law enforcement agencies,
01:25civilian sector, and everyone who is enthusiastic about running.
01:30This will happen on 7 December at Camp Aguinaldo.
01:34This will also be conducted simultaneously nationwide.
01:39The same activity will be conducted by different unified commands.
01:42So there will also be a live streaming of this event.
01:46We have a registration for this.
01:48And of course, what are the ancillaries that are included in this.
01:52We'll also have an MSGC Summit of 2024.
01:56The title is Talakayan Mabini.
02:00This will happen on 12 December at Tejeros Hall in Camp Aguinaldo in Quezon City.
02:05The objective of this is to gain insights on ISO-related best practices
02:11and gain support from the different sectors of society.
02:14What we want here is a whole-of-nation approach.
02:18We'll also have an anniversary concert so that the celebration of the 89th anniversary will be lively.
02:25So on 13 December, we'll also be at Camp Aguinaldo in Lapu-Lapu Grandstand.
02:30This is also a hybrid.
02:32The participants here are unified commands.
02:34And what's good about this, ma'am, is that our friends from BRP Sierra Madre and Mavulis Island will be joining us via VTC.
02:44Over and above that, we'll have a simultaneous interfaith prayer.
02:47Of course, we will not neglect our spiritual growth.
02:51This is part of that.
02:53On 20 December, as we hold the most important event, which is the anniversary proper.
03:01So we'll have a parade and review with that.
03:03We'll have the awarding of our stakeholders to honor those who are helping us.
03:08And this 89th anniversary parade and review will be graced by none other than our Commander-in-Chief, His Excellency Ferdinand R. Marcos, Jr.
03:19Okay.
03:20As for the activities you mentioned, which of these can be enjoyed by our countrymen?
03:29Let's just rewind.
03:30I heard the fun run earlier.
03:33Yes.
03:34It can be fun.
03:37It can be fun, ma'am.
03:38It doesn't have to be hardcore.
03:40How many kilometers is this?
03:42It's different, ma'am.
03:43You can have a choice of whether you want a shorter distance, which is 5 kilometers.
03:47We also have 10 kilometers.
03:495 is short.
03:50We can do 5.
03:51Yes, it's short.
03:52Is there a 1?
03:53There's a 2.5.
03:54Actually, ma'am, if you're with good company, you won't feel the distance.
03:59Yes.
04:00Where will this fun run be held again?
04:01At Camp Aguinaldo.
04:02Okay.
04:03How many rounds is that?
04:04It has a measured distance inside camp.
04:09It's just going around the vicinity of the camp.
04:12Aside from the fun run, is there any other activity that the public can join?
04:17Yes, ma'am.
04:18Our concerts are going to be held in the grandstand.
04:21Even if they can't come in person, this will be broadcasted simultaneously.
04:28The same is true with the anniversary proper.
04:30We will showcase the modernization projects and our new equipment.
04:35They will also be able to watch it.
04:36This is where they will parade, right?
04:38Yes.
04:39Yes.
04:40As for the concerts, who are we waiting for?
04:42Surprise guests.
04:43Special guests.
04:44Maybe the colonel will also come later.
04:47Why not?
04:49Ma'am, for our fellow countrymen, can you share some of the major accomplishments of the AFP this year,
04:57especially in the area of security, defense of the territory, and prevention of accidents?
05:04Basically, the AFP does various prongs.
05:11We do it simultaneously.
05:13One of them is the internal security operations.
05:16At the start of the year, what we said is the order of the president is to finish the insurgency problem once and for all.
05:24This was in January when we had our first command conference.
05:28What's good to note here is that the Armed Forces of the Philippines is on track with this.
05:33For now, what we are waiting for to be clear is one weekend guerrilla front.
05:39This area will be declared as insurgency-free.
05:47With that, when we finish this within December, we are well within targets.
05:54What we want to do here is to shift from internal security operations to territorial defense.
05:59This is the bigger challenge that we are facing.
06:01This is what the Armed Forces of the Philippines will focus on.
06:05Just to give you the numbers, ma'am, since January to November 14 of this year,
06:10our total is 2,319 communist terrorist groups and supporters were neutralized.
06:17From which, 2,042 surrendered.
06:20140 were apprehended and 137 were killed in military operations.
06:25What's good to highlight here is the number of our surrenderees.
06:30What we want is to help each other as a future Filipino towards the bigger challenge that we are going to face.
06:39What we want is for them to return to the government.
06:42So, our call to the remaining members of the New People's Army is to return to the government
06:52and let's fight a bigger challenge together.
06:55Ma'am, I have a question.
06:56What do you think is the reason why the number of those who surrendered is so high?
07:01Do we have programs for them?
07:03Is that why they are being tricked into surrendering instead of continuing to fight?
07:08Yes, ma'am. That's a very good point.
07:10We can see here that this is a whole-of-government approach.
07:13So, our government has a lot of programs to end this insurgency problem.
07:19This is not the AFP alone.
07:21So, there is our NTF-LCOC, our body here in the Internal Security Operations.
07:27We have small programs.
07:30We also have OPAPRO, Peace, Reconciliation, and Unity.
07:35They have a program for our rebels to return to the government.
07:39What we used to call them, ma'am, is former rebels, FRs.
07:45And so, we tweaked this towards saying that their friends returned.
07:50Because they returned and they are now friends with the government.
07:53But our Chief of Staff said, these are FRs, our families reunited.
07:58Because our programs have a home for them.
08:01We want them to return and their families to be reunited.
08:05So, there are no more charges against them.
08:08They will not be imprisoned.
08:10Is that the majority of these?
08:12That is what is included in the amnesty program of OPAPRO.
08:15And there is a screening process for this.
08:17And there is a follow-up process for this.
08:20I heard also, Nina, there are livelihood programs for them, right?
08:24Yes, we have a lot of programs.
08:26Like ECLIP, and our barangays have their own programs for them.
08:32So, considering 2,000 plus and 2,000 also returned,
08:38you said that we are now considered friends again?
08:41Friends and relatives.
08:43Friends and families reunited.
08:46Yes, right.
08:47That's very good news, despite all that's going on around us.
08:50As the anniversary of AFP is approaching,
08:54what are the main goals and plans for the future?
08:59As I said, there is a shift from internal security operations to territorial defense.
09:06So, we are looking at how the AFP will move forward
09:11facing the present contemporary threats that we are facing.
09:15So, with that, what the AFP is doing,
09:19we are strengthening our alliances with like-minded nations,
09:23well-meaning nations,
09:24we are also geared towards our modernization projects
09:27that we can implement.
09:30Ma'am, what is the message of the leadership of the AFP
09:34for its coalition in this struggle
09:37and how do they recognize their sacrifice and dedication?
09:41Yes, Ma'am.
09:42For 89 years, your armed forces of the Philippines have been there
09:47and we are true to our mandate to this day
09:49to protect the people and secure the state.
09:52We are here with the aim of the Armed Forces of the Philippines.
09:57We are a non-partisan organization.
10:02So, whatever is happening here,
10:05we are thankful to the Armed Forces of the Philippines
10:09and our trust rating is very high among our fellow Filipinos.
10:12Eight out of ten Filipinos trust the AFP
10:15and we are very, very proud of this
10:17and we are very grateful for this rating given by our fellow Filipinos.
10:22And so, to our members of the Armed Forces of the Philippines,
10:26as we approach our 89th anniversary,
10:29we'd like to honor your heroism and sacrifice for our country.
10:33These are the ones who deployed in our features in the West Philippine Sea,
10:36particularly in LS-57, BRP Sierra Madre,
10:40their sacrifices far from their families
10:45and despite that, still perform their duties and mandates to the letter.
10:49And it's good to highlight here,
10:51the sacrifices of our Armed Forces of the Philippines during the recent HADR operations.
10:57So many typhoons have passed
10:59and their efforts and sacrifices are there,
11:04with the help of various members of the government.
11:07Let's also highlight our force multipliers,
11:10our reservists and our civilian active auxiliaries.
11:14Let's all help each other to achieve one goal,
11:17towards protecting the people and securing the state.
11:21Okay.
11:22Ma'am, in other talks,
11:23what is the reminder of the leadership of the AFP
11:26in the current events that are related to politics?
11:30What we are saying here is,
11:32the AFP is the barometer of all of these issues.
11:37The Armed Forces of the Philippines is non-partisan
11:40and we are here to tell you that the AFP is united
11:46and we are professional and we are here to perform our mandate
11:50and our loyalty is towards the Constitution and the flag
11:54and we follow the chain of command.
11:56Colonel, we have a question from Ivan Myrina of GMA News.
12:01In a statement, former President Rodrigo Duterte last night
12:05called for military and police intervention to protect the Constitution
12:10amid what he described as a fractured government.
12:13What can you say about this?
12:16As I mentioned earlier,
12:18the loyalties of each member of the Armed Forces of the Philippines
12:22are in our Constitution and in our Constitution.
12:26So, that is what guides each member of the Armed Forces of the Philippines
12:30to perform our mandate.
12:32We are non-partisan, we are very professional.
12:36Ma'am, please give a message to the Filipinos who are watching us now.
12:41To our fellow Filipinos,
12:43the Armed Forces of the Philippines is here.
12:45We are about to celebrate our 89th anniversary.
12:48And with that, our theme is,
12:51we are your support for the new Philippines.
12:56The Armed Forces of the Philippines is here.
12:58The Armed Forces of the Philippines,
12:59you can count on us to fulfill our mission.
13:02Let's help each other.
13:04And you have to be united.
13:06And our call is for you to remain calm.
13:11And let us focus on the bigger picture,
13:13which is our biggest threat that we are facing.
13:15And let us not be blinded by the noise around us.
13:19Alright, thank you very much for your time,
13:22Colonel Franzel Margareth Padilla,
13:25the spokesperson of the Armed Forces of the Philippines.
