00:00An economist has called on the government to clearly define what constitutes high-value
00:05investments, citing Grab as an example of a low-value gig economy service that has still
00:11created 280,000 jobs and contributed RM10 billion in value.
00:16Jeffrey Williams contrasted this with data centres, often considered high-value but offering
00:21fewer job opportunities.
00:23He said that under the new investment incentive framework, Malaysia should attract investments
00:28that benefit both the economy and its people.
00:31Deputy Investment Trade and Industry Minister Liu Qingtong announced that the NIIF will
00:36be implemented in the third quarter of this year, shifting focus to economic spillover
00:41effects and made-by-Malaysia products.
00:44However, Williams warned that this approach could lead to patronage, where funds are directed
00:49to politically connected entities rather than the most deserving ones.
00:53Meanwhile, Farik Sazuki of Bayal Aminah urged the government to ensure new investment incentives
00:59benefit both large and small firms proportionately.
01:03He also suggested tax incentives for research and development and education, while cautioning
01:08against excessive tax breaks for foreign firms, which could lead to economic inefficiencies.
