21:44Central government has revamped the National Security Advisory Board after the Pahalgam attack.
21:51XRNAW Chief Alok Joshi has been appointed the head.
21:55The decision comes in the aftermath of the Pahalgam terror attack which claimed the lives of 26 innocent civilians.
22:02Let's tell you a little about the revamped National Security Advisory Board of the NSAB.
22:14Yalok Joshi, a former Chief of the Research and Analysis Winger, RNAW, has been appointed as the head of the National Security Advisory Board.
22:24Six more members have also been inducted into the board.
22:27The members include former Western Air Commander, Air Marshal PM Sinha, former Southern Army Commander, Lieutenant General A.K. Singh and Rear Admiral Monty Khanna, all retired military officers.
22:41Rajiv Ranjan Verma and Manmohan Singh are the two retired members of the Indian Police Service.

23:27Free hand has already been given to armed forces.
23:29But obviously, having heavyweights as far as the retired officers are concerned, they're the ones who come with not just a perspective, but a background as far as entire internal conflict.
23:41Or for that matters, the conflict with Pakistan is concerned.
23:44So it's a holistic view that they really get.
23:47But also what they advise to the government at a crucial point of time, that becomes extremely crucial.
23:54Now, remember, we already have the armed forces, we already have the paramilitary, we already have security forces, be it Rashtra Rifles, be it Jammu Kashmir Police, the CRPF, all of them operating.
24:04But then there is this hegemony, which is led by the advisory group, which will give in perfect advice, a sane advice, and perhaps a moderation as to what can be done and what's the way to go about it.
24:17This is a perspective that the government most requires.
24:20And that is why this particular revamp really has happened.
24:23And remember, coming at a very crucial juncture, because we are standing at a precipice where there is a larger ramification as far as Pakistan is concerned.

24:58Sneha, actually, this is happening continuously for past seven days when we are seeing a number of deliberations headed by Prime Minister Narendra Modi himself.
25:14He is personally monitoring and today's CCS was also important in terms of analysing how the strategy goes on, how the plans go on.
25:24And on ground, we see the counter-terror operations right from the retaliation to the Pakistani forces to the movement of assets, which cannot be disclosed as of now.
25:34The counter-terror coordinated operations between the army, the security agencies, the NIA's whole investigation, it is going on, Sneha.
25:43And besides that, we've seen how the Indian Navy, Indian Army and Indian Air Force have been conducting multiple exercises on multiple fronts and frontiers.
25:54So everything is now into the hands of the forces and deliberations are on.
25:59The forces are free to take any kind of operations they think is right.
26:03But the time, the target and the way, the means in which it will be done, it is still on to them to decide and it will be coming.

27:10Pakistani forces are repeatedly violating the ceasefire with unprovoked firing in different sectors
27:18on either side of the Peer Panjal ranges, prompting the Indian forces to respond in good measure.
27:25Firing from the Pakistani side is also reported for the first time in this ceasefire violation along the international border,
27:32where the Indian forces have hit back strongly in the Pargwal sector in Jammu.
27:38The ceasefire violations took place across the L.C. in Baramula and Kupwara districts
27:43and along the international border in the Pargwal sector on the night intervening April 29th and 30th.

30:49The Director Generals of Military Operations of India and Pakistan have spoken over hotline yesterday
30:56to discuss the unprovoked ceasefire violations by Pakistan.
31:00India has warned Pakistan against the unprovoked violations by Pakistan Army along the Line of Control, LOC,
31:07is what our defense sources are indicating.
31:10Up until yesterday in the morning, the Pakistan Army was violating ceasefire only along the LOC.
31:16But now they have escalated the situation by violating ceasefire along the international borders,
31:22by firing along the international border last night in the Paragbal sector in Jammu.
31:30Shivani is with us.
31:31Kamilji is also with us at this point in time.
31:34Shivani, it's not just the LOC but also the IB, the international border.
31:38But the message has been sent out by India with the Director General speaking to his counterpart in Pakistan,
31:45saying enough is enough.
31:51Sneha, the DGMO level talks have happened yesterday where India has raised its concern as a standard operating procedure
31:59in such kind of ceasefire violations.
32:01And these DGMO level talks have happened several times in the past few months,
32:05where we've seen that there have been unprovoked firing incidents from Pakistan's side,
32:09even before the Pahlgahm attack.
32:11So yesterday also, once again, the DGMO level talks have happened,
32:14where India has raised this issue of unprovoked firing that has been continued by Pakistan.
32:19And Sneha, this is important to understand that Pakistan seems to be actually in a lot of fear
32:28because after these DGMO level talks also, it did not mend its ways.
32:33In fact, it has expanded this ceasefire violation to the international border also, the IB.
32:39Up till now, we were seeing that these incidents were happening only in the south of the Punjab area,
32:44and the LOC connected to these areas.
32:47But now it has happened in the Perkwal sector in Jammu also,
32:50where the international border is now under the ceasefire violation by Pakistan.
32:56So the DGMO level talks have happened yesterday.
32:59They might take place further too, as Indian Army will keep on responding
33:03bifittingly to the Pakistani army and also resorting to the laid SOPs in such issues.
33:10That's right.
33:11Shivani getting in those details as far as the high-level meeting
33:14that has taken place.
33:15Kamil, this has been, in fact, a big problem for days together now,
33:20where Pakistan has, in a way, intensified its activity along the IB,
33:25the international border, the LOC,
33:27just several violations that have taken place after the 22nd of April even, isn't it?
33:36Well, this was much anticipated.
33:38Remember, in the past eight days, six times or so,
33:41Pakistani has violated ceasefire violations.
33:45And this is where the Indian Army has retaliated in a big way.
33:50This is obviously, they have to pay a price for what a consequence they are resulting in,
33:55be it the Pahalgam terror attack or be it escalation by using small firearms at the borders,
34:01be it Kupada, Norsehra.
34:03They are choosing different sectors to strike.
34:06But definitely, this could actually be a massive escalation.
34:09The warning sign is coming in from Pakistan because they know that there is an imminent retribution
34:14coming in from the armed forces.
34:17They do not know the timing.
34:18But this is what they really anticipate.
34:20And that is why they're actually showing their war preparedness in a certain sense.
34:25But remember, targeting the civilian area, doing that kind of a thing is something Pakistan has time and again already done.
34:32That's what we've seen in the past few years.
34:34But definitely, not honoring ceasefire violation actually exposes them the way they have gone about.
34:41But meanwhile, it also means that there is a rising tension at the international border and the line of control.
34:48And obviously, there's a high alert which has been sounded.
34:51But clearly, Pakistan keeping a very keen eye because they know that post-Uri, there was a retribution.
34:58Post-Pulwama, there was a retribution.
35:00Now, after the Pahalgam terror attack, they know something is definitely coming.
35:04And this is what Indian government has keeping everything under wraps.
35:08But meanwhile, a free hand being given to the armed forces, it means something is definitely in the pipeline.
35:14Obviously, this cannot be disclosed by one or by all.
35:18So, the top notch obviously holding cards close to the chest.
35:23But this is something that we see on ground as well.
35:26That Jammu Kashmir police as well as other security forces, there is a ripple effect of sorts.
35:31Because remember, raising houses of terrorists, 14 of them being identified,
35:35there has to be a price to pay for it.
35:37That is the larger message.
35:39Anybody who's providing any sort of support system, logistical support,
35:43will have to actually pay a price for that.
35:46And this is where, since 2019, an improvement of situation actually brought in the tourists.
35:51But that one particular incident has resulted in a huge setback.
35:55And meanwhile, there is a larger message coming from government of India,
35:59from the Prime Minister himself, who's made it very clear,
36:02where the perpetrators will be hunted down till the end of the earth.
36:06Pakistan, without naming Pakistan, but they have to pay a price for the sort of attack that has happened,
36:13be it from the non-state actors, but be it from the Pakistan ISR, the Pakistani army,
36:18which has been instigating and also spreading misinformation.
36:23We've seen DBISPR do that in the past few days.
36:27So something is definitely coming, and there is preparedness on the ground.

36:46Pakistan's national carrier cancelling all flights to and from Gilgit, Skartu,
36:52and other areas in the POK.
36:54Pakistan's national carrier on Wednesday has decided to do this,
36:59cancelling all flights to and from Gilgit, Skartu,
37:03and other northern areas in Pakistan-occupied Kashmir.
37:07Due to security reasons, is what local media is reporting right now,
37:12amid rising tensions with India following the Pehalgaam terror attack.
37:17Citing the flight schedule, reports said the Pakistan International Airlines, or PIA,
37:22has cancelled two flights, each from Karachi and Lahore to Skartu.
37:26Two flights from Islamabad to Skartu,
37:28both flights from Islamabad to Gilgit, have been cancelled,
37:32is what the newspaper said, quoting aviation sources.
37:37Pakistan has intensified monitoring of its airspace,
37:41amid heightened security concerns over tensions with India.
37:44The Express Tribune newspaper has reported on this.
37:48For security reasons, all commercial flights scheduled to operate to and from Gilgit and Skartu on Wednesday,
37:54have been cancelled, quote-unquote, is what the paper has reported.
37:58Officials said the measures are precautionary,
38:00and aimed at ensuring national airspace security during the regional tension.
38:06Pakistani authorities have also placed all airports under high alert,
38:10significantly ramping up security and surveillance protocols,
38:15is what the newspaper has reported on.

38:22to see how spooked this country really is at this point in time, isn't it?
38:32One is, obviously, there is a calculation,
38:35there is this estimation that Pakistan is behind us,
38:38there is enough evidence,

38:42he's been a para-commander,
38:44somebody who gave up and obviously joined the terror ranks,
38:46infiltrated via Samba Katwa Bauda,
38:49then thereafter became active in Dera Ki Gali.
38:51We've seen terror attacks taking place,
38:53and there is an assessment that this is the module,
38:55which actually was active in Rajori Punj,
38:57where several of the military assets were targeted,
39:01thereafter moving to Kokernag,
39:02and finally unleashing terror in Baisaran Meadows.
39:06What is important is what the NIA does,
39:08because, remember,
39:09International Court of Law requires evidence,
39:12and this is where investigating agency like NI,
39:16Jammu Kashmir Police,
39:17and the other agencies which are actually assisting,
39:20and remember, there is obviously a surveillance,
39:22two mobile phones were snatched by terrorists,
39:25those could be vital clues coming in,
39:2740 cartridges which were found on spot,
39:29which also talks about discriminated fire,
39:31talks about the weapons,
39:32so whole painstaking process is there,
39:35but remember,
39:36a direct link to Pakistan will be established,
39:38very well by NIA,
39:40and that's a large onus and responsibility,
39:43they actually have to work on,
39:45they are working towards it,
39:47because remember,
39:47there is a talk about the paid encrypted,
39:50mobile phone application,
39:52which seems to be under the scanner,
39:54we've seen earlier,
39:55it's the foreign agencies,
39:56which have helped crack down several of the cases,
39:59this time around also,
40:01there is a talk about getting those particular experts,
40:04so whole lot of things are really happening in the pipeline,
40:07but definitely,
40:08NIA's primary target is,
40:10not just to have a sequence of events,
40:12but also unleash the larger terror conspiracy,
40:16about Lashkar role,
40:17the resistance front,
40:18which has been involved,
40:19which claimed responsibility,
40:21all that is going to be part of the investigation,
40:23and expose of the Pakistan based terror conspiracy,

40:29now in a series of measures,

44:17All right, let's tell you a little about the investigations.
44:20In this case, the National Investigation Agency has intensified the probe in the attack.
44:25The hunt for the butchers behind the 22nd of April Palgamum terror attack
44:29that claimed 26 innocent lives has intensified.
44:32Teams of NIA along with forensic experts have reached Baysaran Valley again today
44:36like our reporters had been telling us.
44:39Teams will recreate the crime scene also as part of the probe.
44:42The National Investigating Agency has deployed a 45-member team to Kashmir
44:46including senior officers like the IG, DIG, NSP across Palgamum and Srinagar.
44:52Multiple agencies are also assisting NIA in its probe.
44:56So far, the probe has revealed that terrorists were strategically stationed
45:00at entry and exit points, infiltrated from different directions
45:03and left behind potty cartridges at Baysaran.
45:06All available attack videos are also under scrutiny
45:09including the one of the zip line, the tourist made video.
45:13The zip line operator in question here is also being, in fact, being looked at.
45:18His role is being looked at.
45:20According to the NIA sources, name of the terrorist, Faruk Ahmed
45:23has surfaced in the Palgamum terror attack.
45:26Faruk Ahmed is a top commander of the Lashkar.
45:28He is hiding in Pakistan-occupied Kashmir.
45:31This after Hashim Musa was identified as the mastermind behind the killing of 26 people in Pahlgaam.
45:38He is believed to be a former soldier trained as a Pakistani para-commando.
45:42Musa is a group known for high-level tactics and evasion in Jammu and Kashmir.
45:47Shivani is with us.

45:52Kamal, talk to us a little about the two people specifically of interest right here.
45:57Hashim Musa's name had appeared earlier as well.
46:00And now there are, in fact, more names surfacing.
46:03And no surprises, all of them with a link to Pakistan, isn't it?
46:07As mentioned to you, Hashim Musa was the one who's been a para-commando,
46:16who was a Pakistan regular.
46:18But definitely, once he crossed over, he is a non-state actor.
46:21And the one leading, because, I mean, the estimation by the NIA and the intelligence agencies
46:26is that such ruthless killing, the way people were segregated.
46:31The motive, let me tell you, NIA is saying is to damage the communal harmony,
46:37not just in Kashmir Valley, but in the rest of the country as well.
46:40And that is the motive that they came in, to destabilize the country,
46:44to create panic of sorts, giving setback to Jammu and Kashmir terrorism.
46:49This is actually a knife on the heart of tourism right here.
46:55So all this is a matter of investigation.
46:58But yes, new names are coming up.
47:00There are obviously links as far as Bilal is concerned.
47:04Many say he operated from Kupwara.
47:05Thereafter, from 1996 to 2016, a gap of just about 20 years or so,
47:12or 10 years or so, this is where he'd been going up and down,
47:17infiltrating and exfiltrating back to Pakistan.
47:22And thereafter, having assets here.
47:24Now, sleeper cells or creating overground worker network is something
47:28several of those people who actually belong to Kashmir have done for Pakistan
47:32for several years.
47:33And these are the ones who have been an asset of Lashkar-e-Taiba.
47:37So all this is now going to be a part of investigation.
47:40What and who had the role to play as far as the entire conspiracy is concerned.
47:46But meanwhile, the sketches are out.
47:49This is based on just the intelligence-based feedback.
47:51But several of the videos pointing out that the same module was active in Rajori Punch.
47:56Thereafter, conclusive evidence will be given by NI,
47:59which is to actually join the dots and obviously the figures leading back,
48:04the trail leading back to Pakistan.
48:06Trail leading back to Pakistan is what needs to be established at this point in time,
48:10isn't it, Shivani?
48:11Pakistan has been saying, you know, where is the credible proof?
48:14Not like if you give them proof, they act on it.
48:16Dossiers have been given even when the 26-11 attacks had taken place,
48:20but nothing that the country had done.
48:22However, the proof, the link is something that needs to be conclusively established as well
48:27as a part of the protocol, as a part of the investigations in this matter, isn't it?
48:31And link has been clearly drawn to Pakistan.
48:34A clear link has been drawn to Pakistan.
48:41The eye cards of the terrorists who have been neutralized in recent terror operations
48:45in Jammu and Kashmir, Sneha, remember, they all have Pakistani eye cards.
48:49And it's actually not necessary, but the whole world accepts and acknowledges
48:55that this particular attack has also been in association with the terror camps
49:00and terror outfits that are being harbored in Pakistan, nurtured in Pakistan.
49:05The kind of statements that are now sheltering TRF and endorsing TRF are very much evident
49:11and very much a proof of the fact that Pakistan is the one which is responsible
49:15for this particular attack.
49:17But still, the Indian forces will be coming out with proper linkages, proper proofs,
49:22so that once again in black and white, it can be given to Pakistan and to the global community
49:26that Pakistan has been harboring and pushing terrorism inside Indian boundaries.
49:32All right.
49:33Getting into the details of Shivani and Kamiljeet,
49:36we are talking about the tensions between both the countries
49:39and how they are only escalating at this point in time.
49:43Let's tell you a little more about how world leaders continue to stand with India
49:48in its fight against terror.
49:50UK, the United Kingdom, retraded its stance to provide full support to India
49:54in its fight against terror.
49:55The UN chief has spoken to both India and Pakistan, though.
49:59External Affairs Minister S.J. Shankar received a call from the UN chief
50:02and appreciated his condemnation of the Pahalgam terror attack.
50:07During this conversation, they agreed on the importance of accountability.
50:11The External Affairs Minister has learned to have said that India has resolved
50:15that the perpetrators, planners and backers will be brought to justice.
50:19Pakistan Prime Minister Shahbaz Sharip also dialed the UN chief
50:22while rejecting Indian acquisitions against Pakistan as baseless.
50:27Pakistan categorically rejected India's attempt to link Pakistan with the Pahalgam incident,
50:33also reiterating his call for a transparent and neutral probe into this matter.
50:38That's the Prime Minister from Pakistan.
50:39Meanwhile, UK has reiterated its support to India and its fight against terror
50:44and call for peace amid escalating tensions.
50:47So we are reaching out regarding the Kashmir situation, India and Pakistan,
50:53that he said we are reaching out to both parties and telling, of course, them to not escalate the situation.
51:00The secretary expects to speak with the foreign ministers of Pakistan and India as early as today or tomorrow.
51:07He is encouraging other national leaders, other foreign ministers to also reach out to the countries on this issue.
51:16So it is, again, as I've noted, every day action is being taken.
51:20In this case, the secretary speaking directly to his counterparts in India and Pakistan.
51:25And we expect certainly the impact he's usually had with the individuals he's spoken with.
51:33This is a very sensitive situation with real risks to regional and wider stability.
51:40Understandably, Mr. Speaker, there has been huge interest within UK communities.
51:45Kashmir has been a flashpoint for conflict between India and Pakistan at many times over previous decades.
51:50The Prime Minister spoke to Prime Minister Modi on the 25th of April to express his condolences on behalf of the British people.
51:58The UK condemns all forms of terrorism and the extremism that sustains it, wherever it occurs.
52:06Heightened tensions between India and Pakistan inevitably raise concerns about escalation.
52:12Effective channels of engagement to safeguard stability in the region are essential.
52:17In order to find effective solutions to these and other challenges, we need to abide by the provisions of the UN Charter without trying to have a selective approach.
52:34We need to rely on the UN Charter on all its provisions, considering the integral and complementary nature.
52:45We spoke out in favor of reforming the UN Security Council and supported India and Brazil to become permanent members.
52:55He spoke separately by telephone with Mohammad Shabazz Sharif, the Prime Minister of the Islamic Republic of Pakistan.
53:03And he also spoke earlier in the day with Subra Maniamam Jaishankar, the Minister of External Affairs of the Republic of India.
53:11In his phone calls, the Secretary-General reiterated his strong condemnation of the April 22 terrorist attack that took place in Jammu and Kashmir.
53:21The Secretary-General also expressed his deep concern at the rising tensions between India and Pakistan.
53:28And he also underscored the need to avoid a confrontation that could result in tragic consequences.
53:34The Secretary-General offered his good offices to support any de-escalation efforts.
