Headquarters ng PNP Maritime Command sa EDSA, kinuwestiyon ng PNP ang lokasyon
Transcript
00:00 The budget hearing of the Department of the Interior and Local Government was held.
00:03 Some issues were discussed, such as the cleaning up of the Philippine National Police and the addition of funds for their hotline center.
00:11 Daniel Manalastasa reported.
00:12 In the budget hearing in the Senate of the DILG, Senator Francis Torentino questioned
00:22 why the headquarters of the PNP Moneytime Command is in EDSA.
00:27 The incident happened in Bajo de Masinloc, where three fishermen were killed in a ramming incident.
00:32 Senator Torentino said that the PNP Moneytime Command should have a foundation in Palawan or else it will be in Zambales and other places.
00:41 They should be in the sea, not in EDSA.
00:46 The only sea near Camp Kramer is the San Juan River.
00:51 In fact, my feeling is that they will be part of the investigation relative to the collision, the ramming incident which occurred early this morning.
01:04 It's not just the Navy, the Philippine Maritime Command is also involved.
01:08 They will assist the Philippine Coast Guard, I mean, in the investigation that happened earlier near Bajo de Masinloc where three fishermen were killed.
01:17 Senator Bato de la Rosa defended his investigations in the Philippine National Police
01:23 amid the following incidents where the PNP Moneytime Command is involved in various problems in their operations.
01:30 The senator said that he did not intend to lower the morale of the PNP, but he recommended that the internal cleansing program should be continued.
01:38 If you are disheartened with what happened, I also have a bad feeling.
01:43 All of us are disheartened. No one is happy here.
01:47 But we have to do this because if we let it go, nothing good will happen to the PNP.
01:54 That's all. I just would like to support you. I'm here to support you.
02:00 What we are facing is a serious problem.
02:02 I understand what Senator Bato is saying about the police.
02:10 You know, 99.9% are really bad guys.
02:13 But we really have to do these things just as the investigation in House Cleanse Team, just like on our part on the Nepal Com.
02:21 We did this on record, I think, for one year. We filed about 71 cases.
02:28 But everyone understood that. The trust rating of the PNP is very high.
02:35 DILG is trying to improve their 911 hotline.
02:41 But they need additional funds for this.
02:44 They are aiming to make 911 in the United States the system in our country, where every local government has its own 911 set up.
02:54 Considering that there are so far only 22 local call centers set up, we are still quite far away.
03:04 I think our initial estimate is that to start gaining some real headway,
03:11 maybe around 30% of the LGUs would have to establish their own local call center.
03:18 We want to see also emergency calls and response time reduced by efficient management as well.
03:26 Daniel Manalastas for the Morning Show of the People, Rise and Shine, Philippines.
