00:11The Chinese government also responded to the Chinese government's request for a special arrangement for the 2016 Panatag Show.

00:21Many times, the China Coast Guard used these water cannons against Philippine ships in the West Philippine Sea.

01:03The Department of Foreign Affairs is now studying the possibility of a new diplomatic protest against China.

01:11On the question of whether the People's Republic of China is intentionally targeting the flag,

01:19well, we can probably say that that would be possible.

01:23Because of the harassment that China is doing in the West Philippine Sea,

01:27including the latest incident in the Panatag Show,

01:29153 diplomatic protests have been conducted by the Philippines against China under the administration of Marcos.

01:37The protest signifies our position. It tells them that we are not happy with what's happening in the waters.

01:45The more important thing is that it's a legal document.

01:48The Chinese Embassy has defended their action in the Panatag Show.

01:51The current administration has violated the 2016 Special Arrangement of China and the Philippines

01:58that the ships and airplanes of the Philippines should not reach the 12 nautical miles of the Panatag Show.

02:04This is unacceptable in the Philippines because it is in the orbit of our Exclusive Economic Zone or EEZ.

02:11I think we should put an end to this issue of special agreements.

02:16The key issue here is China is actually illegally in our EEZ.

02:23The Chinese Coast Guard used water cannons by Martes.

02:26The Philippine Coast Guard called it fatal or possible to be killed.

02:30President Marcos also said that according to U.S. Defense Secretary Lloyd Austin,

02:36the mutual defense treaty in America could be invoked if a Filipino serviceman is killed in an attack by a foreign power.

02:45When he confirmed this to Austin himself, he did not directly answer the question,

02:50but he called what China did irresponsible.

02:53You know we've been very clear to everyone, to include Beijing,

02:58that the kind of behavior that we've seen where Filipino crews are put in danger,

03:11where sailors have been injured and in property damage,

03:16that's irresponsible behavior and it disregards international law.

03:21Austin is also with Honolulu, Hawaii, Philippine Defense Secretary Guibo Chudoro.

03:26He said that they are risking the safety of the soldiers.

03:31We are very conscious of the fact that we need to assert our rights,

03:36but in a manner that safeguards the safety of each and every member of the Philippine Armed Force,

03:46which is the principal actor in the area.
