00:00Good morning, this is the latest on the weather we are watching for Typhoon Carina as of 5 a.m. this Tuesday.
00:11So let's start with the latest satellite image.
00:15The center of Typhoon Carina as of 4 a.m. was last seen at a distance of 380 kilometers east of Aparic, Cagayan.
00:24This was accompanied by strong winds reaching 130 kilometers per hour near the center and torrential rains reaching 160 kilometers per hour.
00:34It moved in the direction of north-northwestward and at a speed of 10 kilometers per hour.
00:39And as we can see here in the latest satellite image, a large portion of Luzon and Visayas.
00:44We expect that it will continue to experience rainy weather today due to the effects of Typhoon Carina as well as the effects of enhanced southwest monsoon.
00:56We will know later the areas that will experience heavy rainfall based on our heavy rainfall warnings and weather advisories that were issued by Pag-Asa.
01:06This is our latest forecast track as of 5 a.m.
01:10Based on our latest forecast track, we can see that the center of Typhoon Carina will remain at a distance while the eastern coast of extreme northern Luzon is being washed away.
01:21And we can also see that no part of our country is included in the cone of probability or the area that is possibly near the center of Typhoon Carina.
01:31If there is a landfall scenario, we are most likely here in the north portion or northern portion of Taiwan before it continues to leave our Philippine area of responsibility.
01:41And we also expect that it will move a little faster.
01:45Within the next 24 hours or on Wednesday, we expect or estimate that it will be at a distance of 295 kilometers northeast of Itbayat, Batanes.
01:57When Thursday arrives, it is estimated that the center of Typhoon Carina will be at a distance of 450 kilometers northeast of Itbayat, Batanes.
02:05And we expect that by Friday, it will be outside of our Philippine area of responsibility.
02:12And if we can also see from our latest track forecast, this area highlighted in yellow is the strong wind that brought Typhoon Carina.
02:22And if we can see here in the eastern section of Luzon, some parts of our country are affected by the strong wind that brought Typhoon Carina.
02:32That is why Tropical Cyclone Wind Signal No. 1 is high in some parts of Luzon, particularly these areas highlighted in light blue.
02:42Signal No. 1 is high in Batanes, in Babuyan Islands, northern and eastern portions of mainland Gagayan.
02:50And also in the eastern portion of Isabela.
02:54Tropical Cyclone Wind Signal No. 1 is also high in the northern portion of Apayao, northern portion of Ilocos Norte, northern portion of Aurora,
03:04and also in Polilio Islands, Calaguas Islands, and northern portion of Catanduanes.
03:10In the mentioned areas, we expect the strong wind that brought Typhoon Carina.
03:16When it comes to rainfall, we have typhoon Carina and typhoon Hanging Habagat.
03:24These typhoons are typhoon Carina's direct effects.
03:28Today, we expect 100 to 200 mm of heavy to intense rainfall in Batanes and Babuyan Islands.
03:37Meanwhile, we expect 50 to 100 mm of moderate to heavy rains in Ilocos Norte, Ilocos Sur, La Union, Abra, Benguet, Apayao, and Gagayan.
03:49When it comes to tomorrow, mostly here in the extreme northern Luzon, we will experience heavy rainfall,
03:54typhoon Carina's direct effects.
03:56In heavy to intense rainfall, we will experience in Batanes and Babuyan Islands, we expect moderate to heavy rainfall.
04:05When it comes to Thursday, we expect moderate to heavy rainfall in Batanes and Babuyan Islands.
04:14These are the latest heavy rainfall warning issuances of our Pag-asa Regional Services Division.
04:20This is based on the heavy rainfall warnings of Northern Luzon PRSD, NCR PRSD, and Visayas PRSD.
04:28The Orange Heavy Rainfall Warning is high in the northern part of Occidental Mindoro as of 5 p.m.
04:36The Orange Rainfall Warning is also high in Ilocos Norte.
04:40This means that there is a high possibility of flooding in the next few hours in the mentioned areas.
04:46Meanwhile, the Yellow Rainfall Warning is high in Cavite, Batangas, here in Metro Manila, as well as in Bataan,
04:54in the southern part of Occidental Mindoro, Palawan, Ilocos Sur, Cagayan, Abra, and Apayaw.
05:01These include Batanes and Babuyan Islands.
05:04This means that the Yellow Rainfall Warning is high and there is a possibility of flooding, especially in the low-lying areas.
05:12So be careful, fellow citizens, in the mentioned areas.
05:16When it comes to the heavy rainfall effects of the Southwest Monsoon or Hanging Habagat,
05:22this is based on our latest weather advisory issued last night at 11 p.m.
05:28Based on our weather advisory, we hope that heavy rainfall will be experienced in a large part of our country,
05:37here in the areas of Metro Manila, Ilocos Region, Abra, Benguet, Zambales, Bataan, Cavite, and Occidental Mindoro.
05:45We expect heavy to intense rainfall today.
05:49Meanwhile, in the areas in the cold part of the Cordillera Administrative Region,
05:55in Tarlac, Nueva Ecija, Pampanga, Bulacan, Rizal, Laguna, Batangas, Oriental Mindoro, Romblon, Aclan, Antique,
06:05and in the northern part of Palawan along with Cuyo and Calamian Islands,
06:10we expect moderate to heavy rainfall today.
06:14When it comes to tomorrow, we expect heavy to intense rainfall in La Union, Pangasinan, Benguet, Zambales, and Bataan.
06:21Meanwhile, moderate to heavy rainfall will continue here in Metro Manila, Ilocos Norte, Ilocos Sur,
06:30in the cold part of the Cordillera Administrative Region, in Tarlac, Nueva Ecija, Pampanga, Bulacan, Rizal, Cavite, Laguna,
06:39and in Batangas, Occidental Mindoro, Oriental Mindoro, Antique, and in the northern part of Palawan along with Cuyo and Calamian Islands.
06:50Meanwhile, when it comes to Thursday, the rainfall we will experience will be slightly weaker,
06:55but we still expect moderate to heavy rainfall in the areas of Ilocos Region, Abra, Benguet, Zambales, Bataan, Occidental Mindoro, and Calamian Islands.
07:06So mostly, these are the exposed parts in the western section of the Luzon area.
07:12So the areas that we mentioned that may experience rainfall today until the next days,
07:19beware of possible floods or landslides due to widespread rainfall.
07:26When it comes to strong winds, the areas where the Tropical Cyclone Wind Signal No. 1 is high,
07:31we expect strong winds due to the effect of Hurricane Karina.
07:38When it comes to strong winds due to the Southwest Monsoon, we expect strong to gale force gusts or landslides.
07:46Today, in Ilocos Region, Abra, Benguet, Nueva Vizcaya, Quirino, Zambales, Bataan, and Aurora,
07:54here in Metro Manila, Calabarzon, Mimaropa, Bicol Region, Visayas, Zamboanga Peninsula, Northern Mindanao, and Davao Region.
08:03When it comes to tomorrow, we expect strong to gale force gusts.
08:08In Babuyan Islands, Ilocos Region, Abra, Benguet, Nueva Vizcaya, Quirino, Central Luzon, Metro Manila, Calabarzon, Mimaropa, Bicol Region, Visayas, Zamboanga Peninsula, and Northern Mindanao.
08:24When Thursday comes, we expect strong to gale force gusts or landslides.
08:30Here in Batanes, Babuyan Islands, Ilocos Region, Cordillera Administrative Region, Nueva Vizcaya, Quirino, Central Luzon, Metro Manila, Calabarzon, Mimaropa, Bicol Region, Western Visayas, Negros Occidental, and Northern Samar.
08:48In our waters, at 5 a.m., we issued a gale warning here in the northern part of Northern Luzon.
08:57The gale warning is high in the waters of Batanes and Babuyan Islands.
09:02So, it is dangerous to go there, especially if there are small sea vehicles.
09:06The same is true for the western seas.
09:09The waters of our country are shallow, and they are the waters of the Luzon area.
09:14In the moderate to high seas, we can experience it.
09:18So, we urge our countrymen to have small sea vehicles as much as possible.

09:32A typhoon will move in the next few days.
09:35So, generally, it will move north-northwestward to northwestward this morning until tomorrow.
09:42This typhoon category will remain until the Philippine Area of Responsibility is issued.
09:48As we mentioned earlier, if we have a landfall scenario, it is most likely here in the northern portion of Taiwan
09:54before it is issued as far as possible by Wednesday evening or Thursday morning.
