00:09This is what political scientist Wong Chin Huat said about the proposal to develop the
00:14Datuk Keramat Jalan Perak Jalan Patani area to bring in 10,000 Malay residents.
00:21The proposal by the Penang Malay Association included a five-year plan to allow Malay families
00:26to return to the island.
00:29He said the enclave could help bestow some semblance of its past demographic, which saw
00:33the island's north-eastern tip being populated by Malays.
00:37Wong said rising house prices and the cost of living eventually caused the Malays to
00:42move out of the island after 1957.
00:45The proposed enclave would help make it affordable for the Malay community to return, he said.
00:51Wong also suggested the land be referred to as wakaf rather than an enclave, as the latter
00:56term implies a somewhat unfriendly surrounding.
