Transcript
00:00PhilHealth encouraged their services, but in the Senate,
00:05doctors' complaints were discussed due to the slow process of claims,
00:11even when it comes to the sleeping fund of PhilHealth
00:14and the planned amendment of the Universal Healthcare Law.
00:19This is Joshua Garcia's report.
00:22The case rates of PhilHealth's benefit packages are continuously increasing.
00:26They are also studying the new 30% increase before the end of the year,
00:32while further strengthening and expanding the service.
00:35For 2024, more benefits were either introduced or improved.
00:41Most notably, the year started with a 30% increase in the rate of almost all benefit packages,
00:49an almost across-the-board 30% increase, which was implemented last February 14.
00:55But in the hearing of the Senate Committee on Health and Demography Joint with Finance,
00:59doctors' complaints were discussed due to the slow process of claims, even when it comes to the sleeping fund of PhilHealth
01:30In other countries, it's just one.
01:32The sleeping fund of PhilHealth, which is worth Php 500 billion, was also questioned.
01:37It will be transferred to the National Treasury.
01:39It was asked why they did not use the reserve fund for their members in need.
01:44The fund is sleeping there.
01:46That's why our government finance officials are leaving.
01:54PhilHealth is worth Php 1 billion, which should be used for its patients.
01:59Why?
02:00Is PhilHealth a bank that needs to accumulate liquid assets?
02:05Why? Is PhilHealth like the SSS or GSIS that lends to its members?
02:11Most are still relying on other agencies, such as DOH and DSWD.
02:17The Universal Health Care Act is also under discussion, which will lower the yearly premium contribution due to the excessive funds of PhilHealth.
02:24I will ask you in the budget hearing why you requested a fund for next year and your fund is too much.
02:34I will not support it if you cannot justify that you will not use your fund properly.
02:42The Health Emergency Assistance, or HEA, was also left for healthcare workers this October.
02:47And the guarantee of the Universal Health Care Law for equal access to medical services for all Filipinos.
