00:00This is the second day of the International Conference on Women, Peace, and Security,
00:05as well as the effective implementation of the National Action Plan for the Women, Peace, and Security Agenda.

00:17On the second day of the International Conference on Women, Peace, and Security,
00:21a thematic discussion was held by delegates at the Philippine International Convention Center in Pasay City.
00:27The thematic discussion was divided into three sessions,
00:30attended by delegates from almost 80 countries.
00:34Undersecretary for Civilian Security and Consular Affairs Jesus Gary Domingo hosted the first session.
00:40This session aims to assess the current context
00:43and identify the existing gaps in women's involvement in these processes.
00:49The first session was attended by the delegate of the country, Miriam Coronel Ferrer.
00:54She is the first female chief negotiator to sign the Final Peace Accord
00:58and co-founder of the Southeast Asian Women Peace Mediators.
01:02This discussion discussed the solutions and strategies
01:04to maintain women's interest in ensuring peace and security.
01:10Women's action must create avenues for preventive diplomacy and dialogues across communities
01:17so that the appropriate solutions can be achieved.
01:20The effective implementation of the National Action Plans for the Women, Peace, and Security Agenda
01:25was the topic of the second session,
01:27while the funding for the effective implementation of the said agenda was the topic of the third session.
01:32One of the speakers for the third session was the Department of Budget and Management Secretary Amena Pangandaman.
01:38Pangandaman is the first female member of the economic team and the first Muslim budget secretary.
01:44Based on the latest GAD budget report of the PCW,
01:4816.68% of the entire national budget last year was allocated for GAD,
01:56amounting to some 15.58 billion US dollars or 888.2 billion pesos.
02:06This is much higher than the mandated minimum of 5% allocation
02:11for gender programs, projects, and activities.
02:15We also take pride in the fact that the Philippines is the first Asian country
02:20to adopt the National Action Plan on WPS in 2010.
02:26The Philippine Commission on Women Chairperson Ermelita Valdiavilla was also present in the third session.
02:33Meanwhile, the ceremonial signing of the Memorandum of Understanding on Women, Peace, and Security
02:39by the Office of Presidential Adviser on Peace, Reconciliation, and Unity
02:44and the Secretary's Office of Global Women's Issue of the Department of State of the USA.
02:49President Ferdinand Marcos Jr. was authorized by Senior Undersecretary Isidro Purisima
02:54for the signing of the Memorandum of Understanding,
02:57while Principal Deputy Katrina Fotovat was the one who signed for the US.
