00:00It's another night on the roads of Cheshire.
00:07Look at that.
00:09So where's the smoke coming from?
00:12I don't know, I think it's out with the exhaust.
00:14Did you say you've told your bosses?
00:16Yeah, I've told them.
00:17It does cause a bit of an issue behind you.
00:19There's a smoke screen, like in James Bond.
00:21All right, mate, I'll leave you be, but just bear in mind...
00:24Cheers, matey.
00:27This driver is free to go,
00:29but as the police know all too well on Britain's roads,
00:32where there's smoke, there is usually fire.
00:40With deaths and serious injuries caused by accidents
00:43on our roads on the increase,
00:45it's no wonder that around a quarter of all UK vehicles
00:48now have dashcams fitted.
00:51It's just crashed. It's crashed upside down.
00:54And the great British public
00:56are capturing outrageous driving on camera.
01:03Across the country, motorway cops are relying more and more
01:06on the evidence of dashcams uploaded to them.
01:15Oh, please.
01:17Oh, please.
01:20What's that one? 301 over five.
01:23In this series...
01:25Conscious and breathing, being seen to by fire and ambulance.
01:28Possible spinal injuries.
01:30Whoa, whoa, whoa.
01:31..we follow them...
01:33I never saw that. Oh, my God.
01:36..as they crack down on Britain's bad drivers.
01:42Tonight, a car is stopped in its tracks...
01:47Open the door!
01:48..but have the officers bitten off more than they can chew?
01:52It's not a breakdown but a meltdown
01:54that leaves a driver distraught.
01:56So, what's going on?
01:57Give us a big arm there.
02:01And a drunk driver feels the long arm of the law.
02:04You're not stepping back in your vehicle.
02:06You're not stepping back in your vehicle.
02:08You're not stepping back in your vehicle.
02:09You're not stepping back in your vehicle.
02:27Precious cargo today.
02:29Some cakes my lad made and the sandwiches.
02:32Get your priorities right.
02:38We're running 5 till 3am, late shift today.
02:44In Cheshire, just under 100,000 vehicles
02:47use its network of roads and motorways daily.
02:50And policing them is a major challenge for the motorway cops,
02:53like PC Matt Turner,
02:55who's worked as a traffic cop for 16 years.
02:58In the daytime, especially around traffic,
03:00you're dealing with normal people who drive through the town.
03:03Whereas at night, it's generally people that are out for a purpose.
03:08The stuff that comes in out of Cheshire,
03:10I think it would just blow your mind, really.
03:18One of the most prevalent offences in the UK is car crime.
03:22And police forces across the country are united in combating it.
03:27We've got a Greater Manchester patrol
03:29that's behind a possible cloned vehicle
03:32coming westbound on the 62.
03:34We've got as many tactical patrols in position, really, to assist.
03:41Matt has been assigned to the job,
03:43helping Greater Manchester police
03:45who are following the vehicle that has crossed into Cheshire.
03:48It's going to come up here, isn't it?
03:50We need to move. We need to move.
03:56It's just come under us.
03:58Cheshire want to start moving.
04:00I'm just on the dedicated slip.
04:04Can Cheshire just confirm there's at least three with me now?
04:08746, Cheshire.
04:11Criminals, to make a stolen car appear legal,
04:14find a similar make and model
04:16and copy, or clone, its number plate.
04:19Cloned vehicles are often involved in crime.
04:22So patrols from both Cheshire and Greater Manchester
04:25and even a police helicopter
04:27have been deployed to stop this car.
04:30If you could assign me as tactics commander, please.
04:34I've got visual on the vehicle.
04:36Subject vehicle is lane one to two,
04:38just passing a HGV.
04:40So we'll have to wait until we're committed past that HGV
04:43with the safety before we'll put the tactics on.
04:47Matt is at the front of the three patrols
04:49who are ready to engage.
04:53This is the point at which anything can go wrong.
04:56If they're not quick enough,
04:58the driver could easily speed off.
05:00So we don't know what his intentions are with that car.
05:03We don't know what he's doing or what he's planning to do.
05:05We don't want that car to fail to stop
05:07and then we're in dangerous territory then.
05:09Matt and the patrols will use
05:11tactical pursuit and containment,
05:13otherwise known as TPAC,
05:15to bring this car to a halt.
05:20Police forces use TPAC strategies
05:22to stop dangerous drivers.
05:25Only a select number of traffic officers
05:27are trained to carry out these manoeuvres.
05:29This driver leads West Midlands Police
05:31on a six-minute chase
05:33through the streets of Birmingham,
05:35reaching speeds in excess of 80 miles per hour.
05:39As the driver turns the wrong way
05:41up a dual carriageway,
05:43officers make their move.
05:45Patrols deliberately collide with the car,
05:47pinning the vehicle and its driver
05:49into a tree.
05:51Found to be driving
05:53without a licence or insurance,
05:55the driver was jailed for 12 months
05:58and disqualified for four and a half years
06:00for dangerous driving.
06:04In East London,
06:06this driver attempting to get away from the Met Police
06:08results in a 20-minute chase
06:10which moves onto the M11 motorway
06:12in Essex.
06:14In a bid to escape through the patrols,
06:16the speeding silver Mercedes
06:18collides with the police car,
06:20sending it into a spin,
06:22coming to a standstill at the side of the road.
06:24But as officers move in,
06:26the driver has other ideas.
06:32Eventually,
06:34four patrol cars box the car in
06:36and push the vehicle up against a central reservation,
06:38bringing it to a standstill.
06:42Thankfully,
06:44no one was seriously injured.
06:46The driver was jailed for 16 months
06:48and banned from driving for just under five years.
06:52Back on the motorway,
06:55the driver, Tony Turner,
06:57is following a suspected cloned vehicle
06:59that needs to be stopped.
07:01The tactics are still authorised on the network.
07:03Tactics are authorised, thank you.
07:05With the green light given,
07:07T-PAC patrols move up,
07:09move up, move up.
07:13The T-PAC patrols move in,
07:17positioning themselves around the pursued car,
07:19boxing it in,
07:21bringing it to a slow
07:24stop.
07:28Take the engine off now, open the door!
07:30Get your hands out there now, take your seatbelt off.
07:35Hands up.
07:37Vehicle's stolen.
07:39You're under arrest at the moment for it being stolen.
07:41This vehicle's been stolen, mate.
07:43That's what you're being arrested for, OK?
07:45Anything on you you shouldn't have, buddy.
07:49Tactics command, the vehicle's stopped.
07:51No contact to your military team.
07:54With the driver and passenger apprehended,
07:56they can determine if the car is cloned.
07:58That's been checked with the Police National Computer
08:00and shows that the car's on its genuine plate,
08:02it's on the registration it should be.
08:06The car isn't cloned.
08:08Matt.
08:10Snap out.
08:12But they found something else.
08:14There's a load of snap bags ready for deals.
08:16Drugs.
08:18At the moment, we've got a snap bag
08:20full of crack cocaine
08:22and three large bags full of cannabis bud.
08:24That's not the officers' only discovery.
08:28There's an unexpected passenger.
08:30Fucking angry dog to you.
08:32What?
08:34Fucking angry dog.
08:36I never saw that.
08:38Oh, my God.
08:40I just thought, why has he got that dog?
08:42What's that dog protecting?
08:44What's going to be in the boot under the floor of that car?
08:46Dogs are very often
08:48drug dealers' weapons of choice.
08:52Contending with an annoyed dog
08:54isn't going to make their job easy.
08:56Matt is in for a long night.
09:06Over the last four years,
09:08with the increasing popularity of dash cameras
09:10in our vehicles,
09:12more than 52,000 videos have been sent
09:14to UK police forces.
09:16Whoa!
09:18As they capture cars causing not only a danger
09:21for the drivers
09:23but pedestrians as well.
09:2720% of all those sent in
09:29resulted in either fixed penalty fines
09:31or prosecution.
09:33What the hell?
09:39PC Matt Turner and a team of patrols
09:41have brought a potentially cloned car
09:43to a halt on the motorway.
09:45Take the engine off now.
09:47Open the door.
09:49Vehicle stopped. No contact.
09:51Two miles to take.
09:53The car proved to be legitimate
09:55but they found a stash of drugs
09:57and also a dog standing guard.
09:59I never saw that! Oh my God!
10:03It's a problem Matt
10:05and the officers had not accounted for.
10:07Is he a nice dog?
10:09He's a nice dog. He actually is.
10:11The arrested driver may vouch for the dog
10:13but can they rely on the word
10:15of a suspected criminal?
10:18Nothing's going to be as smooth as
10:20it's been sold to us.
10:22You've got a dog.
10:24My dog's got ears and doesn't look that angry.
10:28We're told it's very friendly
10:30but
10:32we're yet to test that.
10:34Too dangerous to carry out a full search
10:36of the vehicle at the side of the road
10:38the car and the dog will be taken
10:40into a police compound.
10:42So the driver's been arrested
10:44suspicion of drug driving.
10:47Possession of intent to supply
10:49and the passenger's been arrested
10:51possession of intent to supply as well.
10:53It's all worked out well
10:55just waiting to sort the dog out
10:57but that's going to be another story.
10:59See you in a bit.
11:03Five miles up the road
11:05they can try to resume their search
11:09but only if they get past
11:11a canine in the boot.
11:13It's a fighting dog
11:15I'd be quite wary of that.
11:19If it's a drug dealer he's going to tell you
11:21it's friendly isn't he?
11:33There's no chance you've put your hand
11:35in that to get a lead.
11:39Mark, the only chance you can come to Howley Quay
11:41yourself is to get this dog out of the car.
11:44It's time for backup
11:46within minutes the cavalry arrives
11:48Mark, the dog man.
11:50It's a bit barky now Mark.
11:52It's a bit barky now.
11:54It's just scared isn't it?
11:59Stretch your legs.
12:03He's made us look stupid here hasn't he?
12:09Seems the dog is a big softy after all.
12:14Get all sorted right we'll get to the vet.
12:16And we'll spend the night at a local vet.
12:23Just searching the car
12:25make sure there's nothing else that we've missed.
12:28No parking ticket.
12:30So we've found
12:32another snap bag full of cannabis bud
12:34and then we've found
12:36two phones that can be sent
12:38off for phone analysis.
12:40They found a total street value
12:42of nearly £15,000 worth of drugs
12:44in the car.
12:46For Matt and the officers
12:48it's been a long night but a good result.
12:58Cheshire Police
13:00patrol one of the longest and busiest
13:02stretches of motorway in Britain
13:04with more than 200 miles of carriageway
13:06across four motorways.
13:09On the M53
13:11just north of Chester
13:13PC Chris Swash is half way through his day shift.
13:15My uncle he was a copper
13:17down in Caperture
13:19and he just used to blow my mind
13:21telling me his stories about what he dealt with day to day.
13:23It was kind of from that point that I knew
13:25I wanted to join the police
13:27alongside, probably shouldn't really admit it
13:29but watching the bill as well back in the day.
13:32Near Junction 10
13:34Chris has spotted a car parked
13:36on the hard shoulder
13:38on the opposite side of the carriageway.
13:40There was a red BMW
13:42and just pulled over in the hard shoulder
13:44with a chap that appeared to be
13:46unconscious at the steering wheel.
13:48We'll go and have a look
13:50because he may well have been intoxicated
13:52and fell asleep at the wheel.
13:54It does happen.
13:56So it's right on the on slip
13:58here as well.
14:00So it's quite busy.
14:02Luckily traffic is light at the moment.
14:08Stopping on the hard shoulder
14:10may seem like a safe refuge
14:12but over 100 people are killed
14:14or injured on it every year.
14:16On the M25
14:18this highway patrol
14:20has a lucky escape
14:22as a car spins across two lanes
14:24narrowly missing the officers
14:26as they walk to their vehicle
14:29while the driver and passengers die for cover.
14:33In bad weather
14:35the dangers are heightened
14:37as this car in Merseyside
14:39skids across three lanes
14:41on the M57
14:43Not even the flashing lights
14:45of the highway patrol car could protect
14:47this traffic officer from danger.
14:49The hard shoulder
14:51is only to be used for an emergency
14:53and as a last resort.
14:55Chris has spotted a vehicle
14:57parked on the hard shoulder
14:59not knowing what may lie
15:01ahead of him
15:03he cautiously approaches the car.
15:05Hey mate. Hi.
15:07Are you ok?
15:09I just need a bit of help.
15:11I just feel like
15:13in this moment
15:15I can't
15:17take time
15:19something like that
15:21but I am out.
15:24Right, so what's going on then right now?
15:28My tear.
15:30Your what, sorry?
15:32Ok, I'll tell you what.
15:34I just need time to relax
15:36and different things, ok?
15:38If you just want to stay with me
15:40a little bit.
15:42Ok, I'll come round and help you out
15:44make sure you're safe.
15:46Just wait there.
15:48Don't jump out.
15:50Because I'm in high vis
15:53because if they're going to hit anyone
15:55it's me.
15:57Because I can hear a bit more in my car
15:59so you stay there.
16:01It's clear the driver
16:03needs help
16:05but with the danger of being hit
16:07by oncoming traffic
16:09Chris is keen to move into his own vehicle.
16:11I'll jump in the front and come and chat to you, ok?
16:15So what's going on?
16:19Are you alright?
16:21I don't need an ambulance or anything at this moment in time.
16:23Is your health ok?
16:25I'm a little bit struggling with that but
16:27I just must
16:29be
16:33be more
16:39be more confident about this all.
16:41Of course. Do you think you've had a panic attack
16:43or something to the side of the road?
16:45Yeah, it was a panic attack.
16:47How's your chest feeling?
16:50Are you struggling to breathe?
16:52Are you feeling a little bit better now?
16:54I think right now I feel a bit better.
16:56Around 1 in 5 drivers
16:58find it daunting
17:00and rarely, if ever,
17:02drive on the motorway.
17:04When vulnerable drivers are on the motorway
17:06they can be a danger to themselves
17:08as well as to others.
17:10He's been out for a drive
17:12he's not felt safe driving
17:14so he's pulled over to the hard shoulder
17:16but ordinarily you can't just stop on a hard shoulder
17:18so he couldn't drive
17:20as he's got more and more stressed
17:22struggling to breathe
17:24so he's done the right thing and pulled over.
17:26Can you write your name in there for me?
17:28It will be something like that
17:30that I, because of that, cannot drive
17:32or something like that
17:34because I don't want to just lose my drive licence.
17:36No, you're not going to lose your drive licence.
17:38Look, you've done the right thing.
17:40You felt like you couldn't drive
17:42you were panicking, you pulled over.
17:44You're not going to get a ticket or into trouble for me
17:47I've completely sympathised with you.
17:53Right, your vehicle's been recovered now
17:55and we're going to run you through to the hospital.
17:57We'll take you there
17:59they can check you over then, can't they?
18:01It's better for you as well that you go in yourself
18:03because sometimes if we go in with you
18:05they might think you're a bit naughty boy
18:07which obviously you're not.
18:09Right, make sure when you're in there
18:11Damien, just be completely honest with them
18:13because they'll help you.
18:16So Damien's been
18:18he'll go into A&E now
18:20and it's much safer there than it is on a hard shoulder
18:22so it's one of the perks of the job, I guess
18:24that it's not always dealing with offending people
18:26it's quite nice knowing that we're going there
18:28and helping someone who's clearly in need.
18:32The driver was checked over at the hospital
18:34and found to be OK
18:36Now fully recovered, he's back in the driving seat.
18:46Speeding
18:48is the fourth biggest killer on Britain's roads
18:50Last year, just under
18:522,000 people were killed or seriously
18:54injured in accidents where speeding was involved.
18:58Your speed is 24mph
19:00over the limit
19:02and as long as I track you
19:04which I have done for three tenths of a mile
19:06even longer than that
19:08I've got your speed on there, mate.
19:10You have your good and your bad shifts
19:12that's the beauty of the job
19:14The days are the same
19:16Right, you've got your driving licence with you?
19:18You've got to be able
19:20to adapt and deal with any
19:22situation at that time.
19:28Are you aware of
19:30a multiple car RTC
19:32M56 in Westbound?
19:34Multiple car, black lane
19:36RTC, fire in attendance
19:38It's got men to the public on the central road
19:40so if there's any patrols, be prepared.
19:43The major collision involving multiple vehicles
19:45is on the M56
19:47just north of Chester
19:53For PC Niaz
19:55Waddington, it's a race against the
19:57clock to get to the accident
19:59How many vehicles involved?
20:01Anybody injured?
20:03The extent of their injuries
20:05and then have we still
20:07got live traffic passing?
20:09Because people will carry on the journey
20:11It will slow down but you will get people
20:13who will try and manoeuvre the way through it
20:15Within minutes
20:17Niaz is at the scene
20:19and it's mayhem
20:21Traffic is weaving around the accident
20:23so Niaz needs to act swiftly
20:27Uniform 65
20:29It's a TA
20:31I've got full compliance
20:33Block is on
20:35Our shoulder is clear if there's anybody else making
20:37Motorways can be predictable
20:40It's other drivers who aren't
20:42This dash cam
20:44shows a driver on M6
20:46so keen to overtake
20:48that they collide with cones
20:50and narrowly miss a lorry
20:52rather than slowing down for the lane closure
20:58Hundreds of near misses happen
21:00daily on the motorway network
21:02but some drivers aren't as fortunate
21:04with just under 4000 motorway
21:06accidents in 2019
21:09and several happen during bad weather
21:11On this quiet motorway
21:13a car comes from the outside lane
21:15and almost loses it
21:17on the wet road
21:19skidding across all three lanes
21:21as the driver tries to regain control
21:23of the vehicle
21:25With some sharp manoeuvring
21:27a serious collision was avoided
21:31Back on the M56
21:33these drivers weren't so fortunate
21:35Everybody ok?
21:37The first concern is whether there are any casualties
21:39There's an ambulance coming but it's 20 minutes
21:41This lady in the backseat of this car
21:43is saying she's getting pain in her left arm now
21:45So I'm going to put some oxygen on her and just keep an eye on her
21:47Are you ok?
21:49When the fast responder who's turning up now
21:51I'll get him to check
21:53your little ones
21:55Three vehicles are involved in the crash
21:57but no one appears to be seriously injured
21:59What happened?
22:01I think there was a load of commotion in front of me
22:03I was behind the blue van
22:06and then just clicked the corner
22:08What do you think the reason for the collision was?
22:10Who was at fault?
22:12I'd be lying if I said anyone
22:14I just saw a load of commotion in front of me
22:16and then slammed the anchors up
22:18Is there anything else you want to know?
22:20No, I'm ok
22:22It's like a jigsaw in relation to a road traffic collision
22:24depending on your position
22:26and that carriage weight at that time
22:28you pick up different things
22:30so it's putting it all together as a puzzle
22:32to find out exactly what's happened
22:34Right, so the blue van's come up behind you
22:36I've seen it in the mirror
22:38and I released the brake to have the small impact
22:40Yeah
22:42Yeah, he's got into the back of somebody
22:44as you can see
22:46The traffic just slowed down
22:48and he's ploughed into the back of ours
22:50I don't know, I haven't spoken to him
22:52Before questioning the driver
22:54Niaz has other priorities
22:56Once we've had to say that there's nobody
22:58seriously injured and it is minor
23:00the next thing is the carriage weight
23:03the carriage weight and get it opened
23:05as quickly as we can
23:07because the tailbacks will just mount
23:09and it'll be chaos for ages
23:11The problem we've got
23:13we've got oil in lane 3
23:15It's 10 minutes since the carriage weight
23:17came to a grinding halt
23:19Fabricator are going to put down some absorbent sheets
23:21to hopefully soak up the oil
23:23for the next 15-20 minutes
23:25nothing's moving on the carriage weight
23:27Every time a motorway is brought to a standstill
23:29there's a knock on cost to the UK economy
23:32Stu have you got a brush in yours?
23:34A 3 lane closure for 4 hours
23:36costs a staggering £1.5 million
23:38For Niaz
23:40the pressure's on
23:46The motorway cops deal with all sorts
23:48of misdemeanours on our roads
23:53And with 39 million licensed vehicles
23:55in the UK
23:59Dashcams are showing first hand
24:01just how bad some of our driving is
24:09Earlier
24:11PC Niaz Waddington attended a 3 car collision
24:13on the M56
24:15just north of Chester
24:17There was a load of commotion in front of me
24:19I was behind the blue van
24:21Yeah he's got into the back of somebody
24:23as you can see
24:27Thankfully there were no major injuries
24:30But an oil spill on the carriageway
24:32has caused a major headache for Niaz
24:34For the next 15-20 minutes
24:36nothing's moving on the carriageway
24:40Niaz is under pressure
24:42to get the motorway up and running
24:44and traffic flowing again
24:46You've got HGVs on there
24:48they've got perishable goods
24:50they have to be at the destinations
24:52Every minute you've got that motorway closed
24:54traffic backs up a hell of a lot
24:56then can take ages for that traffic
24:58to start flowing again
25:00Finally
25:02nearly 30 minutes later
25:04two of the motorway lanes are opened
25:06Niaz can now question the driver of the blue van
25:10It may have been a minor collision
25:12but Niaz needs to find out
25:14if any traffic offences have been committed
25:18Can you tell me
25:20in your own words
25:22how the collision occurred
25:24Well I was travelling
25:27What do you mean
25:29you didn't see the vehicle
25:31slow down in front of you
25:33You should be able to react
25:35if you've got a suitable stopping distance
25:39I mustn't have gave myself
25:41enough stopping distance
25:43Were you not fully paying attention
25:45to the road
25:47and were you distracted by anything
25:49I wasn't distracted by anything
25:51but I mustn't have been paying
25:53well enough attention
25:56From what you've told me
25:58you have committed an offence
26:00of due care and attention
26:02do you understand
26:04Yeah
26:10Well that's basically
26:12if any offences have been committed
26:14any people seriously injured
26:16and unfortunately using the networks
26:18you do deal with bumps
26:20on a daily basis
26:26With three lanes of traffic
26:28travelling at an average speed
26:30of 70 miles per hour
26:32driving on a motorway
26:34requires a drivers full attention
26:36Over 80% of motorists
26:38in the UK
26:40have admitted to being distracted
26:42whilst at the wheel
26:44Something PC Rowan Burt
26:46comes across regularly
26:48during his shift
26:50Any distraction
26:52is something that can lead to a collision
26:54People always take a risk
26:56because they don't think they're going to be the one
26:58that's going to cause that multi-car pile up
27:00on the motorway
27:02just because they've been looking at their phone
27:04and they've been distracted
27:06they don't think it's going to be them
27:08until it is
27:10Oh and he's on his phone
27:12So I've just seen a van
27:14he's picked up his phone
27:16and the van looks like it's got a bit of a
27:18host of defects
27:20Thank you
27:23Wheel check please, M53 South at junction 8
27:25As the driver comes off the motorway
27:27near Ellesmere Port
27:29north of Chester
27:31Rowan sees a prime opportunity
27:33to pull him over
27:40Hello there squad, are you ok?
27:42I know
27:44What do you know?
27:46So I've stopped you because when you were at the traffic lights
27:48before you joined the motorway
27:50you had your mobile phone in your hand
27:52Oh you did, I saw you
27:54What's happened to the front of the vehicle?
27:56A few months ago
27:58we had a different driver
28:00and he had an accident
28:02So how come it's not fixed?
28:04It's still working
28:06It's still working
28:08Just pop out and have a look for a sec
28:12The front bumper over here
28:14it's really quite loose
28:16so if that flings off and hits another vehicle
28:18it's not great is it?
28:21Ok, that's good
28:23Sorry for my English
28:25It's ok, it's much better than my Spanish
28:27Yeah?
28:29Yeah, well my Spanish is terrible
28:31Ok, so in relation to using your phone
28:33whilst you're in control of the vehicle
28:35I promise, don't use
28:37I take only for check one message
28:39and leave it
28:41Yeah, so that's the real problem
28:43Whilst you've got your phone in your hand
28:45and you're checking your messages
28:47you're not in proper control of the vehicle
28:51Drivers using mobile phones
28:53were responsible for 18 deaths
28:55on Britain's roads in 2019
28:57On the A4
28:59Avon and Somerset Police
29:01spotted this left-hand drive
29:0344 tonne lorry
29:05with a driver holding not one
29:07but two phones
29:09one to each ear
29:14And staggeringly
29:16this isn't a first
29:18This is South Yorkshire Police
29:20capturing another HGV driver
29:22red-handed
29:24This truck here to the left of us
29:26he's got a mobile in his left hand
29:28he's got a mobile in his right hand
29:30on steering wheel
29:32and he's got no seatbelt on
29:34Roger, I've got him
29:36Absolutely oblivious
29:38For not wearing his seatbelt
29:40and using two mobile phones whilst driving
29:42the driver was fined £162
29:44and given six penalty points
29:46Back near Ellesmere Port
29:48Rowan has pulled over a driver he's clocked
29:50holding his mobile whilst driving
29:52OK, so this is the ticket
29:54this is the offence report
29:56so these are all your details?
29:58No, I changed the
30:00of address
30:02I live in St Helens
30:04You make St Helens sound really nice
30:08So if you don't receive the letter
30:10after three weeks, then you give us a call
30:12to chase it up
30:14because it doesn't mean that it's gone away
30:18Alright, unfortunately
30:20it just means that it might go to court
30:22which is bad
30:24When you're driving
30:26put your phone somewhere that you can't reach it
30:28I put my phone now in the van
30:30Don't worry
30:32OK, and sort the van out
30:34See you guys
30:38I've never seen someone so happy to get a ticket
30:40and someone who says St Helens
30:42in such a nice accent
31:00As low impact as possible
31:02we want to make sure the wedding continues
31:04we want no problem of the wedding going on
31:06it's just, this is our best opportunity
31:08to get this landed
31:10In Port, just north of Chester
31:12PC Chris Swash is in the middle of a briefing
31:14with Inspector Paul Fagan
31:16The police have had a tip-off
31:18about a criminal they've been searching for
31:20for two years
31:22who is allegedly attending a family wedding today
31:24Our lad is
31:26wanted for prison licence
31:28on prison licence recall, in burglary
31:30back in 2019
31:32where he stole
31:34£200 from a 95 year old woman
31:36in her own home
31:38When we get him going into the church
31:40what's the plan then, just wait for him to come out?
31:42There's only one way out I guess, isn't there?
31:44We're not going into the church
31:46Cool
31:50Something a little bit different today
31:52so we've been tasked to be in the area
31:54and if this male is sighted
31:56to try and grab hold of him
31:58before he goes into the pub
32:00or to the wedding venue
32:02because what we're not going to go and do
32:04is go and bust the wedding up and interfere with that
32:06Back at the station
32:08officers are using CCTV surveillance
32:10to monitor the area
32:12while Chris is scouting surrounding roads
32:14but something is amiss
32:16There is nothing
32:18going on at that church
32:20today
32:22It's fully closed
32:26Yeah you're right boss
32:28The church is completely
32:30locked up and closed you know
32:32So is it Duff Info do you think?
32:34I think so
32:36Alright then mate
32:38Stand down, stand down
32:40There is no wedding today
32:44With the wedding off
32:46Chris is back on with his usual traffic duties
32:50Yes he's driving as well
32:52But it's not long before Chris spots
32:54a familiar driver
33:04Come on jump out for us mate
33:06This is unbelievable
33:08Be honest with me now
33:10Is there anything in the car?
33:12Brilliant
33:14No
33:16You've said this to me in the past
33:18Yeah right
33:20And you did have something on you in the past
33:22A little bit of heroin
33:24Jump out the way
33:26This hand
33:28Do you not remember that?
33:30Yeah
33:36Go ahead
33:40Yeah go on boss
33:50So is it going ahead?
33:56Brilliant OK
34:01I've got to go
34:03So you get yourself on your way alright
34:05Look after yourself
34:07With a clean spot check
34:09The driver is free to go
34:13Now the wedding's back on
34:15Can Chris get to the church on time?
34:17The church is now open
34:19Our wedding guests have started arriving over the road
34:21In the pub at Wetherspoons
34:23We will sit and wait just around the corner
34:25Because we've not got much time to spare
34:27And then if we can we'll pounce
34:31When it comes to driving
34:33The UK is actually the second safest country in Europe
34:35Although some drivers might feel otherwise
34:37As they capture appalling behaviour
34:39Road rage
34:41And reckless driving
34:43Dashcam videos are showing British drivers
34:45At their worst
34:48Road rage
34:52And reckless driving
34:56Dashcam videos are showing British drivers
34:58At their worst
35:00And most dangerous
35:08Earlier
35:10PC Chris Swash was on the lookout
35:12For a suspect who was on his way
35:14To a family wedding in Ellesmere Port
35:17Go ahead
35:21Brilliant, OK
35:23With the time of the wedding confirmed
35:25Chris needs to step on it
35:27And apprehend the suspect
35:29Before he enters the church
35:35Chris has arrived just in the nick of time
35:37As officers monitor the arrival
35:39Of wedding guests at the church
35:41On CCTV
35:44Hello sergeant
35:46Positive ID
35:48On the side road now
35:50The main congregation are in the church
35:52He's erm
35:54I think he's the only one in a suit there
35:56The rest of them are females at the minute
35:58Yeah that's received mate, make a now
36:09He's just stood at the near side of this park
36:11Hang on tight
36:13He's in a blue suit
36:15Dark blue red raincoat
36:17He's dressed nationally
36:20Stay where you are mate
36:24Pop your hands out in front of you
36:28Jim, you're under arrest on
36:30Police Prison Licence Recall
36:32Do not say anything but it may be defence
36:34If I don't make sure you're in question
36:36Until you're in my court
36:38Anything you do say may be given evidence
36:41Come over here
36:43That's why I'm taking you over here
36:45Out of the way
36:47I know it's not the appropriate timing
36:49But it's been a long time, we can't let you go in
36:51So you're coming with us
36:53That's why I've moved away from everyone else
36:55Because I don't want to upset everyone
36:57Trying to be civil with you
36:59So when you've been released from prison
37:01You've had conditions where you've got to engage with
37:03I don't know, is it probation or something
37:05You haven't done that
37:07You've known that haven't you
37:10So we're going to take you in
37:12Come on Jim, this way
37:20Jump in the back of there for us Jim
37:23Sit in for us pal
37:30Cheers mate
37:32We'll just get out of the way because it's causing chaos
37:34And I'll follow these down
37:36Suspect apprehended
37:38And a sharp exit being made
37:40They can now head to custody
37:42Sweet, nice work mate
37:44Good job they were all in first as well weren't they
37:46Yeah that's why we've just
37:48I don't know if you're still watching mate
37:50But that's why we got away as quick as we could
37:52Just because everyone then started piling out
37:54No, couldn't agree more
37:56We were all urging you to get in the cars and drive off
38:02That is the first time I've ever arrested anyone at a wedding to be fair
38:04Good job, good result
38:06Didn't kick off which we thought he might do
38:14In an ideal world
38:16I wouldn't have arrested him there at that time
38:20However, he's been wanted for a number of years
38:24He's recalled to prison for a reason
38:26Because he's committed a serious offence
38:36Just west of Manchester
38:38PC Niaz Waddington
38:40Is scouring the country lanes of Cheshire
38:42Responding to a radio call
38:44He's on the lookout for two cars
38:46Linked to a series of caravan thefts in the area
38:48It's exciting
38:50You know it's a boring night up to now
38:52I've only ever stayed in a caravan once
38:54That was in Mabelthorpe
38:56Nightmare
38:58In his unmarked car
39:00He won't be noticed
39:02He'll be arrested
39:04In his unmarked car
39:06He won't be noticed by the thieves
39:08Come out, come out
39:10Wherever you are
39:12On the lookout
39:14Another driver coming towards him
39:16Catches Niaz's attention
39:22A sharp U-turn
39:24And Niaz is soon on their tail
39:26Come on
39:28Alright
39:32I'll only be a minute
39:34This is just going to be a telling off
39:36Alright
39:38Alright
39:40Do you know why I stopped you?
39:42You had no lights on mate
39:44You've got them on now
39:46Get my lights on
39:50Do you want to just step over here
39:52Just close your door for us so I can have a chat with you
39:54It's clear, something is not quite right with the driver.
40:00Whoa, whoa, whoa!
40:01Yeah, but I'm not... I'll tell you fella to... who's got his camera.
40:06Right, he's filming, and he can film in a public place.
40:09No, he cannot.
40:10Yes, he can, mate, in a public place.
40:11No, he cannot.
40:12Yes, he can.
40:13I can smell intoxicants on your breath.
40:14You've committed a moving road traffic offence.
40:15Through your mask, through your mask.
40:16Listen, through my mask, I can smell them.
40:18And your eyes are glazed, your speech is slightly slurred,
40:21so there's other indicators there that you've had a drink this evening.
40:25So I require you to provide me with a sample of breath...
40:27Yeah.
40:28...using a handheld screen device...
40:29That's absolutely fine.
40:30...in my car.
40:31If you fail or refuse, you will be arrested.
40:33That's fine.
40:34OK?
40:35Right, are you going to come to my vehicle for me to do a roadside breath test?
40:37Over there.
40:38No, I'm not moving anywhere, mate, because you could drive off.
40:41Are you kidding?
40:42No, I'm not.
40:43Just do it. Stop it.
40:45Right, you're making more of this.
40:47I'm not.
40:48What should?
40:49I will get out of it.
40:50I will get out of it if you tell him to turn that off.
40:52I can't tell him to turn it off.
40:53I can't.
40:54Hey, hey, don't...
40:56Right, don't swear again, because I've been very, very...
40:59Go on, then.
41:00What?
41:01Go on, then.
41:02Smart, mate.
41:03The driver's becoming more and more agitated.
41:05Things could quickly turn ugly.
41:07If I was to put hands on him, I've got four of us in that vehicle
41:10who will come to their mate's assistance.
41:13I'm going to be seriously injured on the floor.
41:15Mike Oscar, 270, eh?
41:18Can I have another vehicle, please, on the Orio?
41:21I've got a male, he's got intoxicants on his breath
41:24and he's refusing a breath test.
41:26By himself, with a car full of people, Niaz needs backup.
41:31I knew that I had patrols nearby.
41:34I was still going to do my best to keep him calm
41:38until I had the resources available then
41:41to deal with what I had in front of me.
41:43Right, just grab my car and let's leave.
41:46No, you do not touch me.
41:47I'm not touching you.
41:48You're not stepping back in your vehicle.
41:50You're not stepping back in your vehicle.
41:52Right.
41:53This is my vehicle.
41:54Right, I'm now going to arrest you, mate, for refusal.
41:57Don't struggle, cos I will capture you.
42:00Seriously, mate, you're making more of this than you need to.
42:04He's going to get locked up when another car comes, mate,
42:07and I don't want him to.
42:09Why are you kicking off, then?
42:11I'm not kicking off.
42:12Are you going to undergo the roadside breath test?
42:14Hold on, this is my car.
42:16Right.
42:17What?
42:18And I require you to provide me with a sample of breath
42:21because I suspect you've been drink-driving.
42:23Do you? I do.
42:24Do you? I do.
42:25Do you think I'm going to do what you want me to do?
42:28Well, you're going to get locked up, mate.
42:30Right, the other car's here now, mate, so I'm going to make one...
42:34Right, you are now under arrest for assaulting an emergency worker.
42:37For what? Right, grabbing me.
42:39As the situation escalates, the other patrol car arrives
42:43just in the nick of time.
42:45You're under arrest for assault, please,
42:47and refusing to provide a sample of breath.
42:50You do not have to say anything.
42:52It may be offensive if you do not mention when questioned
42:54something which you'd like to...
42:59Let go! Let go, seriously! Seriously, let go!
43:07Walk this way.
43:09Argh!
43:10Come on.
43:14Cheers for that, mate.
43:16All right, we'll see you at custody.
43:18In custody, the driver again refused to give a breath test.
43:24In the morning, when he's sobered up, he's probably a decent guy.
43:28And, again, you ask yourself,
43:30is he playing up because he's got his girlfriend there and his mates
43:34and he doesn't want to lose face?
43:37If he gets a ban, he gets a ban.
43:41If it's one less drink driver on the road, so be it.
