01:14And just a moment ago the Minister of Interior and Justice, Gustavo Cabello, announced that
01:23the electrical system of Venezuela suffered an attack leaving several parts of the country
01:27without electricity.
01:28Let's recall that the country is suffering constant attacks against the government of
01:32Venezuela right now due to the constant attacks from the far right after the elections and
01:38during the government of Nicolás Maduro and the government of Hugo Chávez.
01:44Let's remember that there was a fight, a war, between the far right and the current government
01:51because they don't recognize the results of the elections as they numbered and they recalled
01:59that the president of the country is Nicolás Maduro and the Minister of Interior and Justice,
02:06Gustavo Cabello, just said that currently and right now we're suffering in the country
02:10electrical attacks.
02:14And now the Venezuelan president, Nicolás Maduro, met with representatives of the communes
02:19and international observers for the evaluation of the second popular national consultation
02:242024.
02:25At the so-called White Palace in the city of Caracas, the head of state, together with
02:31the executive vice president, Delcy Rodríguez, and minister of communes, Ángel Prado, received
02:37the communes of residence, they await for the constitutional results, the consultation
02:43results.
02:44The head of state highlights that the chosen projects will receive their funding in the
02:49coming days and stress the event as an example of participatory democracy in the country.
02:59In addition, during the meeting, the president made changes to his government cabinet in

03:07This includes appointing General María Fernández as the new minister of agriculture, Leticia
03:13Gómez as minister of tourism, Anabel Pereira Fernández was appointed as minister of finance
03:18and foreign trade, while Pedro Telechea was designated as minister of industry.
03:23The president also ratified Delcy Rodríguez as the vice president of the republic and
03:28appointed her as the new minister of petroleum, with Héctor Obregón being appointed as president
03:33of PDVSA.
03:34It is a spiritual struggle, of course, and we are winning.
03:45In the spiritual plan, we are just winning over those demonizing surnames, oligarchy.
03:56But the social processes of organizations and empowerment, they have to last for years.

05:01Since our dear commander, Rafael Chávez Frías, launched the proposal based on the grounds
05:08of constitution, on the grounds of the concept of building up a state, a social state, a
05:18democratic state of rights and justice, building up a new democracy, a new participatory and
05:28protagonist democracy.
05:33During his meeting with representatives of the communes and international observers
05:37for the evaluation of the Second Popular National Consultation, President Nicolás Maduro
05:41sent the Brazilian delegation present.

07:17Implementing quotas requiring the political parties to allocate a percentage of their
07:22campaign funding and airtime to strengthen our candidacies is an issue of social justice.
07:292020 marked the first local election cycle in which political parties were required to
07:34allocate 30% of their campaign funding to Afro-Brazilian candidates, and the result
07:39was the highest percentage of black local elected officials in history.
07:43Currently, 44% of all city councilors and 32% of all mayors are Afro-Brazilian.
07:49It's a percentage that is still lower than their representation in the population at
07:53large, but the scenario is expected to improve on October 6th.
08:01The 2024 elections provide a crucial opportunity for black candidates to establish themselves
08:07and amplify their political influence, paving the way for them to seek higher office in
08:132026.

08:56The World Health Organization launched a global strategic preparedness and response plan to
09:02contain the spread of outbreak of transmission of the M-pox virus, formerly known as monkey
09:07box.
09:08According to the statement from the International Medical Institution, the plan involves World
09:15Health Organization members, states and partners, including African Centers for Disease Control
09:19and Prevention, communities and researchers.
09:21The efforts will focus on those most at risk, including those in direct contact with those
09:27who have recently become ill, as well as healthcare workers with a view to interrupting change
09:34of transmission.
09:35The World Health Organization declared the M-pox virus a public health emergency of international
09:40concern after the outbreak of infection spread to countries in Africa.
09:50In this context, in Thailand, the Department of Disease Control confirmed the first known
09:54case in Asia of a more contagious and lethal version of the human immunodefensive virus,
10:02monkey pox.
10:04Authorities confirmed a 66-year-old patient who had traveled to Thailand from Africa infected
10:11with the so-called clade IV, a new and potentially more deadly strain of M-pox, the first in
10:19Asia and the second outside Africa.
10:21The newly identified virus can be transmitted by infected animals and pass from person to
10:28person, through close physical contact, human excretion or contaminated items.
10:33World Health Organization officials also reported that the most vulnerable groups are women
10:38and children under the age of 15.
10:58On Monday, the United Nations said that humanitarian works in the Gaza Strip has taken a serious
11:05blow after Israel ordered a new evacuation in the center of the besieged territory.
11:11The order affected 15 premises hosting UN and NGO aid workers.
11:18UN warehouses ordered a desalination plant and medical facilities, including the key
11:25Alexa hospital, one of the few still operating in Gaza.
11:29More than 10 months of war between Palestinian militant group Hamas and Israel have left
11:35large parts of Gaza in ruins of Revenge AIDS health care system and sparked other humanitarian
11:42crises and worsening of famine.

12:28Indigenous people around the world are preparing for COP16, a meeting that seeks to organize
12:33the agenda of the different governments and indigenous people within the COP16 biodiversity
12:39conference to be held at the end of the next month in Cali, Colombia.

12:48More than 150 representatives of governments and indigenous peoples from seven regions
12:53around the world gather at the Botanical Garden in Bogota for the Global Summit of Traditional
12:58Knowledge Related to the World's Biodiversity, an event that runs from August 26 to 29, 2024.
13:05Today we are precisely at the biodiversity summit within the framework of traditional
13:12knowledge, and here we will develop an agenda that seems fundamental to us.
13:18And that is how we describe ourselves as indigenous peoples of the world to arrive with a clear
13:24message to the world, from our knowledge, from our ancestry, but especially from our
13:30cultural practices.
13:35During these four days, indigenous representatives from around the world will seek to create
13:40a joint agenda that they will present during the days of the COP16 in the city of Cali,
13:45which will take place during the last days of September and the beginning of the month
13:49of October under two main objectives.
13:56The purpose of this meeting, or this World Summit of Indigenous Peoples on Biodiversity,
14:02is to ratify the demand for the recognition of the know-how of indigenous peoples and
14:08its contribution to humanity, which contributes to the sustainability of biodiversity.
14:14Ambassadors present here recognize that 80% of the world's biodiversity is managed by
14:20indigenous governments, based on their knowledge systems, on their regulatory systems, on their
14:26governance systems.
14:28So this has to be an objective.
14:33The second objective, according to the General Council of the National Organization of Indigenous
14:39Peoples of Colombia, has to do with the discussion of an article related to biodiversity, which
14:44requires the creation of a permanent committee to follow up and implement the knowledge systems
14:48of the indigenous peoples.
14:52Our elders from the different indigenous peoples have been teaching us through dancing, singing,
14:58through music.
14:59They have been transmitting this knowledge to learn to love, to care, to defend, and
15:04especially all the indigenous peoples of the planet have taught us to take care of nature.
15:09And this is important today, and I believe that COP 16 should allow, should assume this
15:15as a teaching method not only for the indigenous peoples, but for all humanity, because we
15:20need it.
15:23Colombian Environment Minister Susana Muhammad says that indigenous peoples are key players
15:28in the discussion of biodiversity in the world, and seek to make their knowledge available,
15:33to be recognized as stakeholders who govern and exercise sovereignty over biodiversity
15:39issues in the world, and to have an impact on decisions on this issue at the global level.

17:09The International Atomic Energy Agency warned that there is a risk of a nuclear accident
17:14at the Russian Kurs power plant.
17:17Kurs, the director of the agency, Rafael Grossi, warned about the seriousness of the situation
17:23at the site due to the fighting that is taking place in the surrounding of the Russian region.
17:27Grossi specified that the site is currently still operating in very close to normal conditions.
17:33However, he said that any impact on the plant could have serious consequences.
17:38According to Russian authorities, the plant has been repeatedly attacked by Ukrainian
17:44forces.
17:45The Russian government pronounced itself on arrest of Telegram's chief executive officer
17:56Pavel Durov, who is currently in French custody.
17:59Kremlin spokesman Dmitry Peskov said that French authorities have not presented evidence
18:05of the charge against the businessman.
18:07He also dismissed media reports that Pavel Durov had met with Russian President Vladimir
18:13Putin during his visit to Azerbaijan.
18:15Peskov refused to give any additional opinions on Durov's detention and assured that the
18:22Kremlin will wait until the situation of the Telegram director is clarified before issuing
18:27an official statement.
18:34Police in India fired tear gas and water cannons on Tuesday as they clashed with thousands
