Tropical Storm “Enteng” (international name “Yagi”) accelerated while crossing northern Luzon and moved over the West Philippine Sea early Tuesday morning, Sept. 3, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said in its latest bulletin.

As of 5 a.m., the center of the storm was located over the coastal waters of Paoay, Ilocos Norte.

00:00As of 4 in the morning, Tropical Storm Enteng has hit the center of the coastal waters of Pauay in Ilocos Norte.
00:09It has a wind speed of 75 km per hour, close to the center, and has a force of 125 km per hour.
00:16And it is still moving at a speed of 25 km per hour.
00:22It is noteworthy that Tropical Storm Enteng has weakened because it passed through the areas of Cagayan Valley and Cordillera Region,
00:30the mountainous areas where Tropical Storm Enteng has weakened.
00:34But when it reaches the West Philippine Sea later in the morning, it is possible that Tropical Storm Enteng will gradually get stronger.
00:41Meanwhile, based on our latest satellite animation, it is expected that there is a high chance of rain.
00:47As of now, the red and orange colors are still associated with the western section of Luzon and Visayas,
00:53to the southwest of Monsun or Habagat, where Tropical Storm Enteng has weakened.
00:59It is also noteworthy that the cloud clusters or clusters of clouds in the east of Luzon are still extending outside our area of responsibility.
01:08And it is possible that there is still a low-pressure area or a weak storm within 2 to 3 days.

01:16For now, we also have a heavy rainfall warning.
01:20As of 5 in the morning, we have an orange warning in Metro Manila, Zambales, and Bataan.
01:26So it means intense rains or heavy rains that will be experienced in the areas we have mentioned.
01:32While we still have a yellow warning in the areas of Tarlac, Pampanga, Bulacan, Rizal, and Cavite.
01:39So it means heavy rains and flooding is still possible, especially in low-lying areas.

01:52This is our latest track of rain regarding Tropical Storm Enteng.
01:56As of 2 in the morning, it is still in the area of Apayawan, Calinga.
02:00And it is expected to pass through the areas of Ilocos Region.
02:04As of 4 in the morning, it is already in Ilocos Norte.
02:06And it is expected to move to the West Philippine Sea by morning.
02:12As of this afternoon, it is still possible for it to grow as a severe tropical storm.
02:17Because it is already in the ocean and it is slowly moving to the left or westward.
02:22Until it leaves our Philippine Area of Responsibility tomorrow early morning.
02:28It is still possible for it to become a typhoon while it is in the area of the South China Sea.
02:32And it will arrive here in Southern China in the following days.
02:37In terms of its winds or its effect,
02:40they will notice that the diameter or the total area of Tropical Storm Enteng is around 300 to 400 kilometers.
02:47And when it arrives here in the ocean, it is still possible for strong winds to pass through
02:52Cagayan Valley, Cordillera Region, and Ilocos Region of Tropical Storm Enteng.
02:59Estimated location is around 110 kilometers west-northwest of Ilocos Norte Offshore.

03:30Signal No. 2 in Ilocos Norte, Northern portion of Ilocos Sur, Apayaw, Abra, Calinga,
03:37and the northern part of mainland Cagayan, including Babuyan Island.
03:42These are the areas that will experience gale force winds or strong winds in the following hours.
03:48We also have Tropical Cyclone Wind Signal No. 1 or strong winds in the remaining part of Ilocos Sur,
03:54Northern portion of La Union, Mountain Province, Ifugao, Northern portion of Benguet,
04:00Batanes, remaining part of Cagayan, including Babuyan Island, Isabela,
04:06Northern portion of Nueva Vizcaya, and Northern portion of Quirino.
04:10Other areas here in Aurora and other parts of Northern Luzon, Tropical Cyclone Wind Signals have been reduced.
04:18We expect that as the storm moves to the left,
04:22our wind signals will be reduced in some areas of Northern Luzon later this afternoon.
04:29When it comes to rain, we expect the strongest rain in the areas closest to the storm,
04:35including Ilocos Region, and because of the low levels in Zambales, Bataan, and Occidental Mindoro.
04:41And please take note, in areas like Zambales, Bataan, and Occidental Mindoro,
04:46heavy to intense rains will continue, not just today, but until Thursday.
04:52So be careful of possible floods and landslides in your area.
04:57Meanwhile, we have moderate to heavy rains for today in the areas of Cagayan Valley and Cordillera Region.
05:03The effects of the storm are direct.
05:05While there are still heavy rains in Nueva Ecija, Tarlac, Pampanga, Bulacan, Metro Manila, Cavite,
05:13Batangas, Rizal, Laguna, and Northern portion of Palawan,
05:17it is still possible for us to raise heavy rainfall warnings in these areas in the next 24 hours.
05:23By tomorrow, in those areas, there will be moderate to heavy rains,
05:2950-100 mm over the entire Ilocos Region, Benguet, Nueva Ecija, Tarlac, Pampanga, Bulacan, Metro Manila,
05:40Cavite, Batangas, Rizal, Laguna, and Northern Palawan.
05:44By Thursday, there will be moderate to heavy rains in the areas of Pangasinan,
05:51but still in Nueva Ecija, Tarlac, Pampanga, Bulacan, Metro Manila, almost the entire Calabarzon, and Northern portion of Palawan.
06:00So, be careful of possible floods and landslides.
06:03And if you will leave your house, make sure that you have an umbrella, not only in the rain, but also in the floods.
06:09And because it is still in the Southwest Monsoon,
06:13in the coming days, we will also have gusty conditions or sometimes strong winds
06:19that are not coming from Baguio-Enteng, but from Habagat.
06:24Gusty conditions over Ilocos Region for today, as well as Nueva Vizcaya, Carino, Aurora, Zambales, Bataan, Bulacan, Metro Manila,
06:33Calabarzon, the entire Mimaropa, Bicol Region, Western Visayas, Negros Island Region, and Northern Samar.
06:41Tomorrow, there will still be gusty winds in Ilocos Region, Abra, Benguet, Aurora, Zambales, Bataan, Bulacan, Metro Manila,
06:52as well as in Calabarzon, Mimaropa, Bicol Region, Western Visayas, and Northern Samar.
06:59So, again, to remind our countrymen, always be careful of possible floods in low-lying areas.
07:06Make sure that we are also monitoring our water levels in the mountains because it is also possible for floods to occur,
07:11especially if heavy rains will continue in the mountains that will suddenly descend in our downstream areas.
07:18And it is possible for landslides, especially in mountainous areas in the Cordillera Region,
07:23and some areas here in Cagayan Valley and Calabarzon.

07:52The waves will be up to 4.5 meters today.

07:59It is dangerous for small sea vessels.
08:02If there is a wind signal, it is automatically suspended for all types of sea vessels.
08:06But if there is a gale warning and there are no wind signals,
08:09it is possible for small sea vessels to be prohibited from sailing.
08:13And the storm surge, which is one to two meters, is still possible here in the North,
08:19including the Baybayin, here in Cagayan, Isabela, Ilocos Norte, and Ilocos Sur.
