03:02Throughout the passage of the Tropical Cyclone Julián,
03:05the highest possible Tropical Cyclone Wind Signal
03:08that we can issue for this storm

04:04In terms of rainfall,
04:06or the strong rain brought by the storm,
04:09for now, we will experience heavy to intense rainfall.
04:13These are the strong to
04:15the very strong rainfall
04:18in the parts of Baboyan Islands.
04:20Meanwhile, we expect moderate to heavy rains
04:22in Batanes and mainland Cagayan.
04:25The rainfalls brought by the storm
04:27in a large part of Cagayan,
04:29including Baboyan Islands,
04:31will be strong tomorrow, Sunday.
04:34There will also be more areas
04:36experiencing moderate to heavy rains.
04:38We expect this in the provinces of Isabela,
04:40Batanes, Apayau, Abra,
04:42Ilocos Norte, and Ilocos Sur.
04:44By Monday next week,
04:46September 30,
04:48greater than 200 mm of rainfall is possible
04:52within a period of 24 hours.
04:54This is the intense to torrential rainfall

05:11and in the areas of Ilocos Region
05:13and Cordillera.
05:15So, to the mentioned areas,
05:17let's continue to be prepared and alert
05:19to the dangers of flooding and landslides
05:21because we expect significant rains
05:23in the coming days.
05:27In terms of our sea level,
05:29there are still no high-level gale warnings
05:31in any nearby islands.
05:33We expect moderate to rough
05:35sea conditions in a large part
05:37of Northern Luzon,
05:39particularly in the seaboards
05:41of Cagayan Valley, Batanes,
05:43Boyan Islands, a large part of
05:45mainland Cagayan, and the seaboard
05:47of Isabela. We expect moderate
05:49to rough sea conditions in these areas
05:51so be very careful
05:53to our fellow fishermen
05:55and small fishing boats.
05:57In the coming days,
05:59we expect, due to the
06:01intensity of Hurricane Julián,
06:03the chances of gale warnings
06:05in these areas will increase.
06:09This is the latest track and intensity
06:11forecast of Hurricane Julián.
06:13Within the next 12 hours,
06:15the generally southwestward
06:17movement of the storm will continue
06:19towards the eastern part
06:21of the extreme northern Luzon.
06:23And starting
06:25this afternoon until tomorrow,
06:27this is what we call the recurvature
06:29period. The storm will slow down
06:31and decelerate.
06:33And it will slowly move
06:35north or westward
06:37towards the extreme northern Luzon area.
06:39And it will slowly
06:41become north,
06:43generally northeastward.
06:45So this is the recurvature period
06:47that we call, or generally
06:49northwestward in the coming
06:51hours. So this
06:53is the recurvature period
06:55that we call.
06:57It will generally move
06:59northwestward until Monday,
07:01where we expect the possible landfall
07:03scenario in the part of
07:05Batanes by Monday
07:07as a typhoon
07:09on Monday afternoon
07:11or evening. So after
07:13possible landfall in Batanes,
07:15it will continue its
07:17northward movement and then northeastward
07:19towards the northern boundary
07:21of our Philippine area of responsibility
07:23here in the eastern part
07:25of Taiwan. And it is possible that it will
07:27come out of our PIR Wednesday
07:29evening to Thursday early morning.
07:31We expect
07:33the continuous strength
07:35or intensifying of the typhoon
07:37Julia and it is possible that it will meet
07:39the tropical storm category within the
07:41day. And it will continue its
07:43strength. It is possible that it will
07:45become a typhoon category by Monday before it
07:47lands in the part of Batanes.
07:49We expect
07:51a high chance of rapid intensification
07:53within the forecast period.
07:55Because of this, we do not remove the possibility
07:57that it will become
07:59a super typhoon category
08:01within the next 3 to 5 days.
