00:00Good morning from the Pag-asa Weather Forecasting Center.
00:04This is our update on the storm that we are watching inside our Philippine Area of Responsibility.
00:11The Hulyan storm is still strong and this is one of the severe tropical storm category as of 4 a.m. today.
00:19And the last time you saw this location was 305 kilometers away from the coast of Apari, Cagayan.
00:26There was a strong wind that reached 95 kilometers per hour and 115 kilometers per hour.
00:35It is currently moving west-northwestward at a speed of 10 kilometers per hour.
00:41We can see here in our latest satellite images that the storms of Hulyan are affecting a large part of Northern Luzon.
00:50It is also affecting Central Luzon and the northern part of Southern Luzon.
00:57And this is what we expect for the weather today in the area of Luzon.
01:01A large part of the extreme northern Luzon, in the areas of mainland Cagayan, Batanes, Mabuhin Islands, and also in the area of Ilocos Norte,
01:10we expect the weather to be harsh today.
01:13These are the strong rains and strong winds brought by the storm Hulyan.
01:18Meanwhile, the sky is also cloudy, accompanied by heavy rains, storms, and lightning.
01:23Here in the vast majority of Northern Luzon, most of Central Luzon, and also here in the province of Quezon and Camarines Provinces.
01:32Compared to these areas, especially here in the large part of the northern Luzon, we are prepared for storms and landslides.
01:40For Metro Manila and the rest of Luzon, the weather is clearer, mostly cloudy,
01:44but the isolated or localized thunderstorms are caused by the trough or extension of the storm Hulyan.
01:53The maximum temperature forecast for the day is possible to reach 30°C.
01:5828°C in the province of Taguigaraw and 23°C in Baguio City.
02:03The maximum temperature forecast for Metro Manila today is possible to reach 33°C.
02:0933°C in the province of Legazpi and 31°C in Tagaytay.
02:14This hot and humid weather will continue here in the areas of Palawan, Visayas, and Mindanao.
02:19However, we are still prepared for thunderstorms and landslides.
02:23These landslides have nothing to do with the storm Hulyan.
02:26They are only caused by the usual late afternoon to evening thunderstorms.
02:30The maximum temperature forecast for Kalayaan Islands and Puerto Princesa today is possible to reach 32°C.
02:3733°C here in the areas of Iloilo, Cebu, and Tacloban.
02:42The maximum temperature forecast for Cagayan de Oro today is possible to reach 32°C.
02:47And 34°C in the areas of Zamboanga and Davao City.
02:53And this morning, as of 5 a.m. today, we experienced the Tropical Cyclone Wind Signal No. 2
03:00in the northeastern portion of Milan, Cagayan, in the town of Santa Ana,
03:04and in the eastern portion of Babuyan Island, in the islands of Kamiguin and Babuyan.
03:10Meanwhile, the Tropical Cyclone Wind Signal No. 1 was detected in the area of Batanes,
03:15in the southern part of Cagayan, in the rest of Babuyan Island,
03:19in the area of Isabela, in the area of Apayau, here in Abra, Calinga,
03:25in the eastern and central portions of Mountain Province,
03:28in the towns of Natunin, Paracelis, Sadanga, Barlig, and Bontoc.
03:33The Tropical Cyclone Wind Signal No. 1 was also detected in the eastern portion of Ifugao,
03:37in the towns of Aguinaldo, Alfonso Lista, and Mayoyao.
03:42The Tropical Cyclone Wind Signal No. 1 was also detected in the area of Ilocos Norte,
03:45in the northern portion of Ilocos Sur, in the towns of Sinait, Cabugao, San Juan, Magsingal, Santo Domingo,
03:52Bantay, San Ildefonso, and San Vicente.
03:55The Tropical Cyclone Wind Signal No. 1 was also detected in the northern portion of Aurora,
03:58in the towns of Dilasag and Kasiguran.
04:01So, in the areas where we have a high warning signal or wind signal,
04:07especially areas under Tropical Cyclone Wind Signal No. 2,
04:12we should be prepared for the strong winds that will bring the upcoming typhoon Hulian.
04:19And the highest warning signal that we can issue for this typhoon is Wind Signal No. 4.
04:26And in areas where there is no high Tropical Cyclone Wind Signal,
04:31we can still experience strong winds.
04:34So, today, in the areas of Aurora, Calabarzon, Romblon, and Bicol Region,
04:38we expect strong winds.
04:41And tomorrow, we will also experience strong winds or gusts of wind
04:47in the areas of Pangasinan, Zambales, Bataan, Aurora, Quezon Province, Romblon, and Bicol Region.
04:56As for the heavy rainfall that was brought by the typhoon,
05:00we expect that it will continue in most of Northern Luzon.
05:04So, we expect heavy to intense rains in the areas of Batanes and Mabuhin Islands.
05:09Meanwhile, we expect moderate to heavy rains today in Manilang, Cagayan, Ilocos Norte,
05:14Ilocos Sur, Abra, and Apayaw.
05:17And starting tomorrow, we will experience intense torrential rains in Batanes and Mabuhin Islands.
05:23We expect heavy to intense rains in Manilang, Cagayan, Ilocos Norte,
05:30and moderate to heavy rains in Apayaw, Abra, Ilocos Sur, La Union, and Benguet.
05:36As for Tuesday, we expect intense torrential rains.
05:41We expect heavy to intense rains in Batanes and Mabuhin Islands,
05:47heavy to intense rains in Apayaw, Abra, and Ilocos Norte,
05:51and moderate to heavy rains in Ilocos Sur and Manilang, Cagayan.
05:57As for the mentioned areas, especially those near low-lying areas or flood-prone areas,
06:03we should remain alert and alert in the areas of Bantan, Pagbah, and Paguhon ng Lupa
06:08because we expect to experience continuous rainfall in the coming days
06:13throughout the passage of Hurricane Julian.
06:17As of 5 a.m. today, we have raised our gale warning for several seaboards in the Northern Luzon.

06:40Santa Teresita, Pamplona, Sanchez Mira, Claveria, Santa Praxede, Santa Ana, Gonzaga, Lalo, and Gataram.
06:47As for the towns of Mangisda,
06:50and for the areas near high-lying areas or flood-prone areas,
06:55we should remain alert because we expect to experience continuous rainfall in the coming days
07:01throughout the passage of Hurricane Julian.
07:03And for the seaboards here in the rest of the Northern Luzon,

07:57near the northern boundary of our Philippine area of responsibility.
08:02And the chance of landfall or our close approach scenario is high.
08:06We are still looking at that scenario for now.
08:08It is possible that it will landfall or the center of the typhoon will approach Baguio.
08:13Here in the area of Batanes and Baboyan Islands,
08:16it is possible that it will happen tomorrow.
08:17So the chance of landfall in these areas is high tomorrow.
08:23And then this evening or tonight until tomorrow early morning,
08:27we expect the continuous strength of Typhoon Julian into a typhoon category.
08:32And there is a high chance of rapid intensification in the next few days,
08:36so we are not removing the possibility that it will become a super typhoon,
08:41this Typhoon Julian in the next few days.
08:44So the peak intensity of Typhoon Julian is near the area of Batanes and Baboyan Islands.
08:50So not only here in the extreme northern zone,
08:54but also here in the eastern section of the central zone,
08:58we should be prepared for the next few days.
09:00We should be prepared now because we can see here in our track
09:04that this rain juice of the typhoon
09:07will affect a large part of the northern and central zone in the coming days.
09:11We expect strong winds and heavy rainfall,
09:16especially here in the northern zone area.
09:19So we should be prepared for the future tropical cyclone bulletins
09:23that will be issued by Pag-asa.
