00:00Good morning, let's first update on how we are monitoring the storm Hulian

00:05which has an international name, Kraton, meaning it is a storm.

00:10Hulian has increased over the Philippine Sea East of Cagayan

00:16and earlier this morning, it was at a distance of 300 kilometers

00:20east of Calayan, Cagayan.

00:22It is blowing strong winds of 110 kilometers per hour

00:27near Centro and Mugso at a distance of 135 kilometers per hour.

00:32It is moving in the direction of Canluran, Hilagang Canluran of Mabagal.

00:37So let's look at the possible track of this storm Hulian.

00:41But first of all, we are just mentioning that it is possible by tomorrow

00:46for it to landfall in Batanes or Babuyan Islands.

00:50After 24 hours, it is 115 kilometers southeast of Basco, Batanes.

00:58And then, after 48 hours, it is 110 kilometers west of Itbayat, Batanes.

01:07And after 210 kilometers, it is 210 kilometers north-northwest of Itbayat, Batanes.

01:15So again, we are just reminding that it is possible by tomorrow for it to landfall

01:20either in Batanes or Babuyan Islands.

01:22So be careful, especially to our fellowmen near the area of this storm Hulian.

01:28Also because of this, Tropical Cyclone Wind Signal No. 3

01:34has increased in the north-eastern portion of Babuyan Islands.

01:38Signal No. 2, in Batanes, the north-eastern portion of mainland Cagayan

01:44and the south-eastern portion of Babuyan Islands.

01:47While Signal No. 1, in the south-eastern portion of Cagayan,

01:51in Isabela, in Abra, in Calinga, Mountain Province,

01:57in Ifugao, Ilocos Norte, Ilocos Sur, northern portion of Benguet,

02:02and northern portion of Aurora.

02:05That's why we said that the Tropical Cyclone Wind Signal has increased.

02:10We need to be careful of strong winds.

02:14Aside from those areas, Hulian may also have strong winds.

02:20So for today, in Aurora, Calabarzon, Romblon, and Bicol Region.

02:25By tomorrow, in Pangasinan, Zambales, Bataan, Aurora, Quezon, Romblon, and Bicol Region.

02:33We also have strong rains.

02:37For today, intense to torrential rains.

02:41More than 200 mm of rain in Batanes and Babuyan Islands.

02:46Heavy to intense 100 to 200 mm of rain in mainland Cagayan, Ilocos Norte, Ilocos Sur, and Abra.

02:54Moderate to heavy rains, 50 to 100 mm in Apayau, La Union, Benguet, and Mountain Province.

03:04Tomorrow, Tuesday, intense to torrential rains in Batanes and Babuyan Islands.

03:12Heavy to intense in Ilocos Norte, Ilocos Sur, and Abra.

03:16Moderate to heavy rains in mainland Cagayan, Apayau, La Union, Mountain Province, and Benguet.

03:23And by Wednesday, Tuesday to Wednesday, heavy to intense in Batanes and Babuyan Islands.

03:31And moderate to heavy in Ilocos Norte, Ilocos Sur, and Abra.

03:36So, higher rainfall in elevated or mountainous areas.

03:41And then flooding and rain-induced landslides possible, especially in flood-prone and landslide-prone areas.

03:49We also issued a gale warning as of 11 a.m. in Batanes, Cagayan, along with Babuyan Islands,

03:58in the northern coast of Ilocos Norte, and in Isabela.

04:02So, if possible, do not let the small sea vehicles sail because it will be flooded up to the sea level.

04:10So, let's go back. This will be Julian's track.

04:14So, today until Tuesday morning, it will move to the west-northwest, or northwest,

04:20near Babuyan Islands.

04:23Then, Tuesday afternoon onwards, north-north, north or north-northeast, to the east of Taiwan.

04:32So, just like what we mentioned earlier, landfall by tomorrow is possible in Batanes and Babuyan Islands.

04:42And we can also see in our forecast that a typhoon is possible this evening,

04:50and that the chance of rapid intensification is also high.

04:54Although we can see in our forecast track that the highest category of this is a typhoon,

05:00we are not yet ruling out the possibility that this will be a super typhoon.

05:06So, Julian is the closest to Babuyan Islands near peak intensity.
