00:00The government plans to introduce a law that will allow house arrest as an alternative
00:05punishment for certain offenses.
00:09Prime Minister Anwar Ibrahim said under the proposed law, offenders would be required
00:13to remain in designated locations for the duration of their sentence.
00:18He said this measure will provide an alternative to traditional incarceration with a focus
00:23on rehabilitation.
00:26There are currently no legal provisions for prisoners to serve their jail sentences under
00:30house arrest.
00:31However, Section 43 of the Prisons Act 1995 allows for a prisoner to be released on license
00:38subject to any regulation made by the Home Minister.
00:42Former Prime Minister Najib Razak previously claimed that he was allowed to serve the remainder
00:46of his jail term under house arrest following a purported supplementary order issued by
00:50the former Yang di-Pertuan Agong.
00:53However, the Kuala Lumpur High Court rejected his application from leave to enforce the
00:58purported supplementary order in July.
