00:00Update on the effects of the Typhoon Leon in our country,
00:03with Dr. Marcelino Villafuerte II,
00:06Deputy Administrator for Research and Development of DOST Pag-asa.
00:11Dr. Villafuerte, good afternoon.
00:15Good afternoon, Ms. Ninia and Asecue,
00:19and to all of you who are watching.
00:21So, this is the Typhoon Leon,
00:24it is now a typhoon, it intensified into a typhoon
00:28as of 10 a.m. today.
00:29And now, it is at 555 kilometers
00:33east of Tuguegarao City,
00:35although it is still in the waters of Cagayan.
00:39But it has a strong wind
00:44of 130 kilometers per hour, near the middle.
00:47And then, it also has a gust of 160 kilometers per hour.
00:52It is moving west-northwestward
00:56at a speed of 10 kilometers per hour.
00:58And let us remember that a typhoon is not just a gust of wind,
01:01it has a large diameter.
01:03In other words, the Typhoon Leon
01:10has a strong wind
01:14of 640 kilometers per hour, near the middle.
01:19If we measure from there to the outwards of 640 kilometers,
01:25the areas will experience strong gusts of wind
01:30because it is now a typhoon.
01:34So, in connection with this, we increased the Tropical Cyclone Wind Signal No. 2
01:38in areas, particularly in Patane, in Baboyan Islands,
01:42in the northern part of mainland Cagayan,
01:45and also in the northeastern portion of Isabela.
01:48So, these are the areas that will experience strong gusts of wind
01:53within the next 24 hours,
01:55about 62 to 88 kilometers per hour.
01:59Also, we have some areas that are high in the Tropical Cyclone Wind Signal No. 1,
02:04this is the northern part of Cagayan,
02:07the northern part of Isabela,
02:09and then Sakirino, Nueva Vizcaya,
02:12Apayao, Calinga, Abra, Mountain Province,
02:16Ifugao, Benguet, Ilocos Norte,
02:19Ilocos Sur, La Union, Aurora.
02:22This northern part of Quezon,
02:24along with Apolillo Island,
02:27and then also Camarines Norte,
02:30in the eastern part of Camarines Sur,
02:33and then in Catanduanes,
02:35and in the eastern part of Albay.
02:38Also, the northeastern portion of Sorsogon.
02:40So, the areas that will experience strong gusts of wind
02:44where we have Tropical Cyclone Wind Signal No. 1
02:47This is one of the reasons why the circulation is wide
02:51around the Typhoon León,
02:54and the areas mentioned
02:57will experience strong gusts of wind
02:59and also heavy rains.
03:01So, because of this, we have a high,
03:04a heavy rainfall outlook
03:06that is similar to the Tropical Cyclone or Typhoon León.
03:10Actually, until tomorrow afternoon,
03:12we can experience intense to torrential rains
03:17which are about greater than 200 mm of rainfall,
03:20particularly in Batanes,
03:22in Cagayan, along with Mabuyan Islands.
03:25Meanwhile, heavy to intense,
03:27about 100 to 200 mm,
03:29can be experienced in Ilocos Norte,
03:31in Apayau, Isabela, Occidental Mindoro, and Andique.
03:35Meanwhile, moderate to heavy,
03:37about 50 to 100 mm of rain
03:39can be experienced in Ilocos Sur,
03:41in Abra, in Calinga,
03:43Calamian Islands, in Romblon,
03:45in Negros Occidental, and in Aklan.
03:48So, we are warning our countrymen
03:50about the mentioned areas.
03:52Is there anything that is being monitored
03:55that a typhoon may enter
03:58in the next few days?
04:03At the moment, there is no indication
04:06of where there may be a typhoon.
04:08However, based on our Tropical Cyclone Threat Forecast,
04:13there is an indication,
04:15although it is still in the moderate probability,
04:18by November 4 to 10 of this week,
04:20there may be another typhoon
04:23that may affect and enter
04:26the Philippine Area of Responsibility.
04:29What can we know,
04:30what will be your weather forecast
04:32when the typhoon arrives?
04:34Because, of course, there are plans to go
04:36to the cemeteries of our countrymen.
04:39What is our warning to them?
04:42Yes, first of all,
04:44because we have a typhoon at the moment,
04:46the areas in Northern Luzon,
04:48we are warning them
04:50because they can experience
04:52strong winds,
04:54as well as strong rains.
04:56There are also some areas here in Mindoro,
04:59Occidental Mindoro, Ilocos Norte,
05:01in the western section of our Luzon,
05:05they can also experience heavy to intense rainfall.
05:09Also, of course,
05:11due to the circulation of the typhoon,
05:13the typhoon León.
05:15So, we are hoping that
05:17the typhoon León will exist
05:19or that it will exist
05:21in the Philippine Area of Responsibility
05:23on November 1 in the morning.
05:25So, now, the time of the typhoon
05:27will still affect
05:29a large part of Luzon,
05:31this typhoon León.
05:33Okay, thank you very much
05:35for your time, Dr. Marcelino Villaperte.
05:38The second Deputy Administrator
05:40for Research and Development
05:42of DOST Pag-asa.
05:44Thank you, sir.
