The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said Typhoon “Pepito” (international name: Man-yi) continues to bring strong winds across parts of Luzon as it moves northwestward over the West Philippine Sea on Monday, Nov. 18.

In its 5 a.m. bulletin, PAGASA said the center of Pepito was located 145 kilometers west of Sinait, Ilocos Sur, with maximum sustained winds of 130 kilometers per hour (kph) and gusts reaching 160 kph.

00:00At the moment, the sea is still being washed away by the Pipito storm.

00:47and also rain and moderate to high risk of storm surge today.
00:53And we can see throughout this day,
00:56as the Pipito storm moves further out of our area of responsibility,
01:02the time will slowly fade to a large part of Luzon and some parts of our country.
01:11And according to our latest forecast track analysis of the Pipito storm,
01:16it will continue to move generally west-northwestward today
01:20and will move out of our area of responsibility this morning or later this afternoon.
01:26And we can see here in our forecast track,
01:29again, the center of the Pipito storm is in the ocean
01:33but we can notice that this area of the yellow circle is still part of the area of Northern Luzon
01:40and some parts of Central Luzon
01:43where today, there will still be strong gusts of wind
01:48and also of rain and we still have moderate to high risk of storm surge caused by the Pipito storm.
01:57And because of this, we still have a high wind signal number 3
02:02in the northern and western portions of Ilocos Sur,
02:05northwestern portion of La Union and western portion of Abra.
02:09Meanwhile, wind signal number 2 in Ilocos Norte, rest of Ilocos Sur, rest of La Union,
02:16in Pangasinan, rest of Abra, western portion of Mountain Province,
02:21Benguet, northern portion of Zambales,
02:24and wind signal number 1 in Apayau, Calinga, rest of Mountain Province,
02:29Ifugao, western portion of Cagayan, Nueva Vizcaya, northern and central portions of Nueva Ecija,
02:35Tarlac, and central portion of Zambales.
02:39The areas that we mentioned, especially the areas under wind signal number 3,
02:44will continue to experience strong gusts of wind caused by the Pipito storm.
02:50And we expect that in the next few days and within this day,
02:54these areas under wind signals will gradually decrease.
02:59But for now, we will still experience strong gusts of wind in these areas.
03:06So, we will continue to be careful for our countrymen.
03:11As for the rainfall, due to the outer rain bands of the Pipito storm,
03:16today, we still have moderate to heavy rainfall that will be experienced in Ilocos Sur, La Union,
03:22Pangasinan, Zambales, which is also part of Benguet,
03:26Tarlac, Nueva Ecija, Aurora, and Cagayan,
03:30Isabela, which is also part of Batanes.
03:33So, we will continue to be careful for our countrymen in the face of floods and landslides,
03:39especially in the areas near rivers, mountains, and hills,
03:46where we are prone to flash floods and landslides.
03:56At the moment, we still have moderate to high risk of storm surge,
04:02where the possibility of storm surge is 2.1 to 3 meters high,
04:07in the areas of La Union, Ilocos Sur, and Pangasinan,
04:11while 1 to 2 meters in Aurora, Ilocos Norte, Ilocos Sur, Isabela, Pangasinan, and Zambales.
04:18So, if we still have moderate to high risk of storm surge,
04:22it is better to stay away from coastal areas
04:26and also go to higher areas to avoid flooding caused by storm surge.
04:33And if we have moderate to high risk of storm surge,
04:38it is better to suspend our water or marine activities,
04:44such as surfing or swimming in the coastal areas of the mentioned areas.
04:53And at the moment, we still have moderate to high risk of storm surge
04:58in the areas of Ilocos Norte, Ilocos Sur, La Union, Pangasinan,
05:02even in the northern coast of Zambales, eastern coast of Cagayan, and in the part of Isabela.
05:08Meanwhile, we also have moderate to high risk of storm surge in the area of Batanes,
05:14just like what we are expecting, incoming northeasterly wind flow in the next few hours.
05:24And for the current time of Monday,
05:28we still have strong winds and also heavy rains in the area of Ilocos region,
05:36just like what happened in Baguio-Pepito.
05:38Meanwhile, we still have strong winds and heavy rains here in Cordillera Administrative Region
05:46and also here in the area of Zambales.
05:49Meanwhile, our skies will still be cloudy in a large part of Cagayan Valley,
05:56in a large part of Central Luzon, in the area of Calabar Zone,
06:01and here in Metro Manila today where we still have a chance of heavy rains.
06:07Heavy rains and landslides are the result of trough or the extension of Baguio-Pepito.
