Super Typhoon “Leon” (international name: Kong-rey) has been downgraded to a typhoon as it weakens while moving toward Taiwan, said the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) in its 11 a.m. bulletin on Thursday, Oct. 31.

Leon now has maximum sustained winds of 175 kilometers per hour (kph) near its center and gusts reaching 215 kph.

It is moving northwestward at 25 kph and was located 155 kilometers north of Itbayat, Batanes as of 10 a.m.

00:09Leon is mostly affected by the northern Luzon area,

01:30Occidental, Mindoro, and in the Calamian Islands.
01:34So we expect that in higher elevated areas or mountainous areas,
01:40it is possible that the rain will be higher,
01:43so our countrymen who are in flood-prone and landslide-prone areas should be careful
01:49when it comes to flooding or landslides.
01:53We also expect strong winds even though there is no signal.
01:58Today, in a large part of the Cordillera Administrative Region,
02:02Aurora, Bataan, Quirino, Nueva Vizcaya, Metro Manila, Calabarzon,
02:07Mimaropa, Bicol Region, Northern Samar, and a large part of Western Visayas.
02:13On Friday, we expect strong winds in the Batanes, Cagayan, and Isabela.
