(Adnkronos) - “Servono le riforme e queste riforme rappresentano la grande occasione che il Parlamento ha per fare qualcosa di concreto e immediato per salvare il diritto alla Salute del nostro Paese”. E’ quanto affermato da  Daniele Manca, copresidente Intergruppo parlamentare per l'innovazione sostenibile in sanità, in occasione dell’evento dedicato alla  salute degli italiani tra tradizione, ripresa e resilienza, uno degli appuntamenti del format ‘Principi Attivi’, il ciclo di incontri promossi da Boehringer Ingelheim Italia per mettere sul tavolo le priorità irrimandabili della salute pubblica.

00:00What is the role of the PNR in the fight against COVID-19?
00:04The PNR has represented a great season of discussion,
00:08in which, let's say, as a result of a pandemic,
00:12we were able to focus the debate on health,
00:16on the need for necessary reforms
00:19for a better load-bearing,
00:21to relaunch prevention,
00:23to relaunch territorial medicine,
00:25to guarantee a universal load-bearing.
00:29Therefore, we need reforms.
00:32We need reforms that, I think,
00:35represent, for the transversality of the objectives we must set,
00:40the great opportunity that the Parliament has
00:43to do something concrete, immediate, right,
00:46to save one of the peculiarities of our country.
00:50Wherever we go, we are known in the world
00:53to guarantee universal rights,
00:55to guarantee a load-bearing quality,
00:57so that care does not require a load-bearing credit card,
01:01but guarantees all qualified services.
01:03Now, to do all this,
01:05and to bring this principle into the future,
01:07reforms are needed.
01:09A constituent season of necessary reforms must be opened
01:13to secure one of the fundamental pillars,
01:16which is the right to health.
01:18I hope that, first of all,
01:20the majority does not stop at an accusation of the past.
01:24Governments are called to face the challenges of the future,
01:27to guarantee the young generations a prospect,
01:30to guarantee this country a future.
01:32Delaying in seeking responsibility for the past
01:35does not help a debate that could be qualified,
01:39if we decide that investment in health is a priority,
01:44that it is not enough to do nothing,
01:48to stop at an ideological debate,
01:50because without reforms,
01:52we are prejudging one of the fundamental pillars of our country,
01:56which is health, the right to health,
01:59universal access.
02:00So reforms are needed.
02:01Reforms are neither right nor left.
02:04If we decide to implement the Constitution,
02:06the first thing to do is to secure the health system,
02:09to change the rules,
02:11because we know that research and innovation
02:14bring us opportunities today,
02:16which are very expensive,
02:18and if we do not change the paradigm of public finance,
02:21for me there are some expenses,
02:23for example on health,
02:25that cannot be managed with cash,
02:27they are investment expenses.
02:29In this country,
02:30the purchase of a drone cannot be classified as an investment,
02:34and the purchase of advanced therapy cannot be classified as an investment,
02:38to guarantee a person affected by a rare disease
02:41to be able to be cured
02:43and to have a better life prospect.
02:45So reforms are needed.
02:47Wherever you look at it,
02:49it is about opening the season of reforms.
