00:00To be hospitalized because of an illness or injury is one thing, but to be admitted in a health institution as a replacement or a collateral to ensure payment of bills incurred is something so unimaginable.
00:12Unfortunately, this scenario is actually happening in real life through a scheme called Palitulo.
00:18Bian Manalo uncovers this ploy in this story.
00:22Cherry Luvic Ignacio stayed in the hospital for 14 days after getting hit by COVID-19 in 2020.
00:29But what should have been 14 days extended to over 20 days because she did not immediately process the hospital bills of 300,000 pesos out of her health medical insurance.
00:41She also gave a promissory note but was not accepted by the hospital staff.
00:46A member of her family had to enter the quarantine facility as a substitute head or collateral until she could settle her bills.
00:54I am the earner of the family. I was also detained.
00:57I did not have access to the outside world but only to myself.
01:04Actually, I don't want to talk to him anymore because what happened to me is still traumatic.
01:09After 7 months when Cherry filed a complaint for slight and serious illegal detention with other victims of this Palitulo or Quid Pro Q scam against ACE Medical Center in Valenzuela.
01:20Finally, a dialogue between the management of the hospital and the victims.
01:25Because both parties agreed to fix the case and ultimately reach a resolution.
01:30This includes the provision of financial assistance by the hospital to the victims worth 1 million pesos each.
01:37Our four victims are free and they were able to withdraw from the cases that we filed.
01:43It is good because the settlement is good and everyone is happy.
01:50Cherry should consider such agreement a Christmas gift.
01:53Actually, when we were informed, we were all shocked because we did not expect that this would be our Christmas.
02:02As a result, the local government unit formed an ordinance called the VC Anti-Hospital Detention Ordinance.
02:09It is aimed to protect not only patients but their relatives or anyone against forced detention by private hospitals in the city so they can pay their hospital bills.
