00:00125 days before the election in May,
00:10Comelec is already on day 2 of printing balotas.
00:14And we will talk to Comelec Chairman George Erwin Garcia.
00:17Good morning and welcome to Malitang Hali.
00:20Good morning, Ma'am Corny and to our fellow countrymen, good morning to you too.
00:24Yes, sir. The target is to finish printing balotas by the middle of April.
00:29What is the scenario or how is it possible for Comelec to face this
00:32so that the printing of balotas will not be finished on time?
00:38Although, Ma'am Corny, our machines are new,
00:41and this is a state-of-the-art, so-called modern,
00:44but the two machines need to print at least 950,000 balotas
00:51or at least 1 million balotas every day.
00:54If this cannot be reached, we might not be able to make it to April 14,
01:01which is our timeline for the completion of printing balotas.
01:04Second, Ma'am Corny, if our people are slow in manual verification of balotas,
01:13and then the machine verification of balotas,
01:17our countrymen should understand that they will check the balotas
01:21to see if the size is correct, the color is correct, the names are correct,
01:27and then we will feed it to the machines one by one
01:30if we find out if they will accept or reject the machines.
01:34All right. What provinces are we printing first for now?
01:39For now, we are printing Bangsamoro first,
01:43and next is Pagasa Island in Batanes, Palawan,
01:50and of course, that's very far.
01:53The strategy is what is farther is what we are printing first.
01:58The local absentee voting and the overseas absentee voting are finished printing last night.
02:05Okay. If printing is finished, where will you store and how will you secure our official printed balotas?
02:13Everything is already on standby in the National Printing Office because it's already secured there.
02:19Before it can be deployed to each province, each town and city,
02:24we will place it in our warehouse, which is a high security measure that we will implement to ensure that each balota is protected.
02:34After that, we will bring it to different treasurers of each province, municipality and city.
02:42According to our law, balotas and election paraphernalia are under the custody of treasurers of each province, city and municipality.
02:52All right. You also continued printing balotas.
02:56How about the disqualification cases of some of our candidates?
03:01All of them that we disqualified, that has a finality because they did not receive a restraining order,
03:08their names are no longer on the ballot pages that are printed by the Kamilet.
03:14Others that are motioned for reconsideration because their cases are pending and the decision is not final,
03:20their names are likely to be included in the balotas.
03:23Whatever is pending in our highest court, I don't want to pre-empt or give pressure to our Supreme Court.
03:31Whatever the Supreme Court says, we will comply with their orders.
03:36Okay. The Camera is urging to postpone the Bangsamoro elections next year.
03:43Is there any change in your preparations for this?
03:47Because we prioritized Bangsamoro as a signal to everyone that as far as the commonwealth is concerned,
03:54even if there is a pending bill, we will continue our preparations.
03:58Whatever happens later on, that's a political decision.
04:02But as far as the commonwealth is concerned, we cannot postpone the printing of balotas,
04:08especially the 2.2 million balotas for Bangsamoro.
04:12Okay. And what are the restrictions that you will impose on the candidates that on Sunday, January 12, the election period has already started?
04:22Especially the incumbent officials of the local government or the national government.
04:27As you know, it is prohibited for the employees of the government to transfer, promote, appoint and suspend the commission elections.
04:40That is a criminal case that has a prison term of up to six years and it is also a ground for disqualification.
04:48And of course, all those who have security guards, those who are dedicated to them, those who give them security,
04:57we have a gun ban and we need an exemption that they will get from us.
05:03If not, aside from our arrest of all of them, we will also sue them.
05:08All right. Thank you very much, Chairman, for your time that you have given us.
05:13Thank you very much, Connie. Long live.
05:15Thank you, Comedic Chair George Erwin Garcia.
