00:00After the discovery of an underwater drone in Masbate, the Senate is also investigating
00:06what the Department of National Defense called a national security matter.

00:19Guys, Angelic, the Senate has already heard the shocking discovery of a submersible drone here in Masbate
00:28where they encountered some fishermen and brought back the footage of their discovery of the drone.
00:34According to Rodney Valenzuela, a fisherman,
00:38on December 30, 6 a.m., they delivered the fish and they passed the drone.
00:44At first, they thought it was just a buoy, but when they got closer, they saw its huge body.

01:34First of all, Angelic, they talked to the barangay officials and reported the incident to the police
01:40where they found out that it was a drone.
01:45The senators are in charge of the incident and according to the Department of National Defense,
01:50they consider it a national security matter.
01:56Most likely, this is scientific.
01:59It cannot be used for surveillance or reconnaissance of a drone.
02:08Considering our situation right now, we have an ongoing dispute.
02:14Whether it is unarmed, uncrewed, but like I've said a while ago,
02:21we consider this as a violation of our territory and it's a matter of national security for the Department of National Defense.
02:28Under Article 245 of UNCLOS, the express consent from the coastal state
02:35is needed for a foreign country to conduct marine scientific research in its territorial sea.
02:42So this, as mentioned by Jose Mariaga, could have data gathering.
02:48So this is a violation of marine scientific research.
02:51So if China asks it, well, we're going to protest instead.
02:58Angelique also pointed out that this is not the first time that a drone has been discovered.
03:06He made mention of discoveries in the past in the Calayan Island group in Pasukin and somewhere down south.
03:19But as to the make and the specification of those drones that were recovered,
03:27we cannot make a definitive conclusion as of this time as to the origin or the ownership of those drones.
03:35Because like in this particular case, no country has ever claimed such drones.
03:44Not as far as the Department of National Defense,
03:47we will always consider them as a threat, as an intrusion on our sovereignty.
03:55Angelique, after the hearing of the committee led by Senate Majority Leader Francis Sorrentino,
04:01it is expected that there will be another hearing on this matter.
