00:00I would like to make it clear through you that what we have in our hands to spend,
00:07we will divide it into two parts, the part of Mangonagariyam and the part of Jamsetur-Azirut area.
00:16By doing this, I will make some committees, which they will call,
00:23we will name it Jan Subhida Samiti.
00:34We have released our mobile number and whatsapp number, anyone can contact us.
00:43We will make committees in both places, till the bottom.
00:48I would also like to say that anyone who wants to join us, who is not a member of our organisation,
00:54and is interested in the facilities like water, electricity, roads, cleanliness, waste management,
01:03they should tell us about the difficulties they face in their area.
01:11If anyone is ready to join us in Mangonagariyam, there will be elections,
01:16and there will be a ward in Mangonagariyam, they should tell us about it.
01:20We have decided that we will make committees in every ward,
01:25Jan Subhida Samiti, so that we face the difficulties,
01:30and then we will try to get rid of it.
01:37The situation in Jamsetpur is that there are two administrations,
01:40Tata Steel and JNSE.
01:44The state government has announced a committee for industrial development.
01:52It was announced two years ago.
01:55I had said that your announcement will not be implemented.
02:00And it has not been implemented yet.
02:02Because there was so much greed of the ministers,
02:06that our municipality rules say that if an industrial development committee is formed,
02:12the head of that committee will be the DC.
02:16In this, the ministers themselves have said that the head of the committee will be the local minister.
02:23And being a local minister is against the Act.
02:26You cannot make rules against the provisions in the Act.
02:30It will not be implemented.
02:32If it is implemented, someone will go to court.
02:35Secondly, it is a position of benefit to be the head.
02:40And no minister or legislator can take the position of benefit.
02:43Either remove it from the position of benefit,
02:46that sir, it is not a position of benefit,
02:48then it will have to be done only in this.
02:50All the 46 municipalities in this state,
02:52it will have to be done in all of them.
02:55Under the pressure of the Supreme Court of the High Court,
03:00it is possible that within 4 months, the government will elect municipalities.
03:05So, in that, I have said before and I am saying it again,
03:10that Jharkhand will have to go in the direction of healthy urbanization.
03:16Because about 32% of the population of Jharkhand is living in the cities.
03:2052% of the population of the country is living in the cities.
03:23And the situation of the cities is such that,
03:26the financial facilities that we are getting from the market,
03:31buying and eating,
03:33the waste that we have to throw away,
03:35or the waste that is coming out of our stomach,
03:40it is going out.
03:41How will we manage this?
03:43In 2016, the Indian government made a strict waste management regulation.
03:50In Jharkhand, even 1% of it could not be implemented.
03:54There are about 4-5 municipalities, including Girdhi,
03:58on the general level, there is Deogarh,
04:01which is doing a good job in Deogarh.
04:04But in any other city, there is no work of waste management.
04:09Waste management does not mean that we pick up waste from the roads and dump it.
04:16It means that you pick up the waste,
04:18where you dump it, do not build a mountain of garbage there,
04:21you clean it there.
04:25Take out plastic from it,
04:27there are 4-5 types of waste in it, take it out.
04:30You can make manure from it, you can make fertilizer from it.
04:33Such machines are installed.
04:34It is nowhere.
04:36If this does not happen and the population of the city increases,
04:39then what has Tata Steel been doing so far?
04:41It builds a mountain of garbage,
04:43puts soil on it and greens it.
04:45This much has been done.
04:47So, the work done by them is not in the direction of cleanliness.
04:51Such work should be done,
04:54that the garbage that we have,
04:56we clean it.
04:58Many municipalities of the country are doing it, doing a good job.
05:02So, first of all, I say to everyone,
05:05the problem of mangoes also came before you.
05:09So, in this,
05:11the government will not make a policy of cleanliness.
05:16And to make a mountain of garbage,
05:18now this happens,
05:19there is a lot of garbage in Aditpur, it is falling,
05:21one layer of soil or fly ash is put,
05:24then it is falling on it.
05:26Then the soil and fly ash will be put,
05:28so that it does not spread.
05:30Then the layer will be put.
05:31This is not a solution.
05:33That is why we have put a petition in the NGT.
05:35It will be heard.
05:37Our lawyer, Sanjay Upadhyay ji,
05:39who is going to live in Sonarika,
05:41he is the senior representative of the Supreme Court.
05:43He said that no,
05:45we will extend this petition to the entire state.
05:49If the NGT succeeds,
05:51it happens that the NGT issues a directive,
05:53they give you a directive.
05:55But if there is no healthy implementation,
05:58then everyone will be affected.
06:01And the cities will become hell,
06:03and Jamshed will become a dying city.
