00:00In May of 2023, we tried different stories of hope and unity
00:05in the action against poverty of the National Anti-Poverty Commission of NAPCY and PTV4.
00:10In our first season, we showed the challenges of the private sector
00:15and the solution and action of the government to solve this.
00:19Now in 2025, the program for the poor here in the Rise and Shine Philippines will return.
00:25In the first season of NAPCY and PTV, let's learn about the action against poverty.
00:38In the second season of Action Against Poverty,
00:41our viewers will witness the effect of the government's interventions
00:46in solving poverty from the stories of ordinary Filipinos.
00:51And as the highlight of our new season, we are joined by the lead convener of NAPCY,
00:56Secretary Lopez Santos III, to join us in the return of the beautiful stories we encountered
01:02and talk about the expectations of Season 2 of Action Against Poverty.
01:06Mr. Lopez, welcome to Rise and Shine Philippines.
01:08Thank you very much.
01:09We had a partnership again, PTV4 and NAPCY.
01:13And of course, we are joined by Dianne Quirin.
01:16Thank you, Mr. Lopez. Congratulations on this new season.
01:20But of course, we want to look back on the last season.
01:22It has been very successful, our first season of Action Against Poverty.
01:27What was the impact of this Action Against Poverty for our fellow Filipinos?
01:32The appreciation of our fellow members of the National Anti-Poverty Commission and the general public is good
01:40because they have a wider knowledge about the programs of various government agencies
01:47that are involved in our commission, including our local government units.
01:56And it's great that we were able to bring different programs,
02:00even from other departments and agencies through this program.
02:03And also, one fact is that we received nominations and awards.
02:09What can you say about this, Mr. Lopez?
02:11We are very thankful that our program was noticed.
02:16Perhaps, this information is really needed.
02:20And when they found out, they noticed that our government is working on specific programs,
02:30projects, and services to alleviate poverty.
02:34The recent one is the ANAK TV Seal that was awarded to the National Anti-Poverty Commission Program and PTV.
02:40This is an Action Against Poverty, so congratulations to the whole team.
02:44Alright, now moving to the Season 2, Mr. Lopez.
02:47Our theme is about convergence.
02:50Can you explain to our viewers what convergence is and why this will be the center of Season 2, Mr. Lopez?
02:59In Season 1, we saw the programs that were broadcasted by various government agencies.
03:06Now, in Season 2, we want to see how this will converge with other communities and local governments.
03:14For example, how the National Greening Program of DNR,
03:20how the Sustainable Livelihood Program of DSWD,
03:25how the School-Based Feeding Program on DepEd contributes,
03:29the Supplemental Feeding Program of DSWD,
03:33how the Tupad Program contributes to the alleviation of poverty and unemployment,
03:40and the DTI, the TESDA, how it contributes to our local governments,
03:47plus the initiatives of our LGUs.
03:51That's what we want to see in Season 2.
03:54How these programs help and have complementation, harmonization, and convergence
04:00for the benefit of our poor and low-income sectors.
04:05You mentioned the LGUs.
04:07Why is their participation important?
04:11Local government units are the frontliners in the delivery of programs and services.
04:18The laws that were passed by NAPC say that our local governments have a big mandate and responsibility.
04:28So they are mandated to prepare and implement the respective Local Poverty Reduction Action Plan.
04:35That's what we will focus on.
04:37We want to see how the poverty reduction plan will help the programs of the national, local,
04:44and how the basic sectors are involved.
04:47Alright. Now that we are on our Season 2, I just want to go back to the why of this program.
04:52What is our goal when we decided to do this action against poverty?
04:57The title is action.
05:01We want to show that different stakeholders have action.
05:05In Season 1, we saw how the programs are implemented,
05:10how the LGUs are involved,
05:12and how the basic sector participates.
05:15That's what we want to show.
05:17We want to show that there is action.
05:21Alright. Talking about those actions, those programs,
05:24let me ask you Kalope, what are the accomplishments that we featured in Season 1 that we will talk about in Season 2?
05:34We learned a lot in providing education,
05:40ensuring that our countrymen have food,
05:46additional jobs,
05:49and housing.
05:51Those are the things that we want to focus on.
05:53How is this happening on the ground?
05:55Alright. Well, again, we would like to thank, of course, that you chose PTV4
06:00as a partner here in Action Against Poverty
06:03for providing programs that will fight poverty,
06:08especially in the grassroots, in the ordinary Filipinos.
06:12What do you want to tell our Filipino countrymen
06:15who want to improve themselves here in poverty?
06:18We would like to tell our countrymen that the programs,
06:25projects, and services of our Action Against Poverty
06:30and again, we are asking for your active support in this program.
06:38This is one of our goals, to reduce the incidence of poverty in our country.
06:42Okay. Are we still there in the target, Kalope,
06:45of a single digit by the end of the administration of President Ferdinand Ortiz?
06:49That is still our target, and we think that we are on track.
06:52The reported poverty incidence in 2021 is 18.1%,
07:00and in 2023, this is already at 15.5%.
07:05And if we can sustain that direction,
07:08I think that the target of our President Ferdinand Bongbong Marcos
07:12by the end of 2028, we will reach the single digit poverty incidence target.
07:19What are the activities of NAPSE and also the agencies belonging to the council
07:26and also for the private sector that we will also talk about in Season 2, Kalope?
07:32The assistance and coordination of our national government agencies
07:38and we are also strengthening the representation and participation of the private sector.
07:44And this year, we will roll out our Magna Carta of the Poor,
07:50Local Poverty Reduction Action Planning,
07:52and hopefully, we will reach our fellow local government units
07:57so that we can combine our programs through convergence.
08:02Yes, that is the most important, the convergence that will be the center of Season 2.
08:07Actually, I want to touch on that, Kalope.
08:09How can we make sure that the programs we are doing are not repetitive?
08:13Because maybe later, a department or an agency will have a program.
08:17Of course, the resources of the government must be maximized.
08:20What's the monitoring behind NAPSE?
08:22Yes, when they are combined, we can see if there is a duplication.
08:27And if there is, the programs are being adjusted in terms of resources,
08:34in terms of target beneficiaries.
08:36But in the end, the impact is to have a harmonization of our programs.
08:43Our implementing agencies have flexibility
08:47in how to improve the programs and help the target beneficiaries.
08:52That is what our governments are doing.
08:55As far as our fellow countrymen are concerned,
08:57the National Anti-Poverty Commission is very extensive.
09:01Different agencies, as you mentioned, the local government units.
09:05So, as a preview for the upcoming night,
09:07we have already started Season 2.
09:09What are the agencies and even the relevant sectors
09:13so that we can inform our fellow countrymen
09:16about the extent of what the National Anti-Poverty Commission can do?
09:20Well, the initiative of the local government is the priority.
09:25And in the initiatives of the local government,
09:28we will look at how the programs, projects, and services of the national government agencies can help.
09:34This is what we want to prove in the unification of different agencies.
09:40Because we have a lot of resources,
09:42we have a lot of programs.
09:43Almost all of our government agencies have poverty reduction programs.
09:48And the different agencies have enrolled us in their programs.
09:54And there are a lot of them.
09:55We want to see how they can help in the initiatives of the local government.
10:02Well, in the upcoming interviews that we will do here
10:06in the Action Against Poverty by NAPCNO,
10:09we will give more details about the convergence of programs
10:14to fight poverty in our country.
10:18I'm so excited, Mr. Lope.
10:20We will bring it to the people.
10:22The local chief executives themselves will tell us
10:26what they are doing in their respective localities.
10:31Just a message to our countrymen.
