00:00Senate President Francis Escudero clarified that there will be no impeachment trial while the Congress is on break.

00:14Can we say that there will be no impeachment trial during the break or is it difficult?
00:19Nothing. Legally, it cannot be that.
00:21It is now clear that there will be no impeachment trial while the Senate session is on break.
00:26Senate President Francis Escudero said that a session is needed to convene the impeachment court.
00:32However, the Senate session was adjourned yesterday and will return on June 2.
00:37For the impeachment court to convene, the Senate needs a session.
00:42For the impeachment of judges to pass, the Senate needs a session.
00:48Although the trial can proceed even if it is recessed,
00:52just like what happened to the former Chief Justice Corona,
00:57the judges should be able to convene and pass when there is a session.
01:04So if there is an action, it will happen on June 2 when the Senate is resumed.
01:13We cannot rush it, but we cannot ignore it for no reason.
01:22Escudero insisted that a special session can be convened,
01:25but this convening is for the important bills that need to be passed.
01:30But Escudero asked if it is still possible for the impeachment to proceed.
01:34It is possible, but that is a subject that will be decided upon by the Senate.
01:38Escudero insisted that he will not allow them to say that the impeachment is already in action
01:43and that it has already been passed.
01:46I don't think it will be right for them to sit here for months
01:51and force us to say that whoever came to the camera
01:56that we should hurry and act.
01:59No, it's not like that and I will not allow it.
02:04Escudero insisted that it doesn't matter if it is in favor or against the impeachment,
02:08but he insisted that the Senate should be fair to the impeachment.
02:11We will perform our duty and function with a cold neutrality of an impartial judge.
02:19And without fear nor favor, we will rule over things as we see fit
02:24and based on what is right and what the law provides.
02:27It is a big question now if this will pass in the next Congress or in the 20th Congress.
02:32Because if it passes, the term of some senators in June will be over
02:36and the impeachment process will start on June 2.

02:42This is an impeachment court.
02:44It is separate from the function of the legislature.

02:50The collegial courts.
02:52What are the collegial courts?
02:54The Senate.
02:56Court of Appeals.
02:58Supreme Court.

03:02Second, the Civil Service.
03:05Question.
03:06If we have filed a case against them,
03:09and the Supreme Court magistrates,
03:15the magistrates of the Court of Appeals,

03:28According to Escudero, Vice President Sara Duterte,

03:35VP Sara also has the right to confront witnesses against him in the impeachment trial.
