00:00... 550 kilometers north-northwest of Itbayat, Batanes.
00:05So, this is where the previous typhoon, Carina,
00:07continued to move away from our area of responsibility.
00:12Part of it also weakened.
00:14Its wind speed reached 120 kilometers per hour
00:19near its center, and its impact reached 180 kilometers per hour.
00:24It moved west-southwest at a speed of 10 kilometers per hour.
00:29The previous typhoon, Carina,
00:32continued to have no effect on any part of our country,
00:35but it continued to enhance the southwest monsoon
00:40which is now affecting a large part of Luzon and Cabizayaan.
00:44And we can see here in our latest satellite imagery
00:48that the entire part of Luzon is still covered by clouds
00:53due to the monsoon.
00:55This will cause heavy rains this afternoon or later tonight
01:01especially in the Ilocos region, Zambales, Bataan,
01:05and in the Benguet area,
01:07as well as other areas in the Cordillera Administrative Region.
01:10So, double attention to our countrymen.
01:13Meanwhile, earlier at 2 p.m.,
01:15we had a new circulation or low-pressure area being monitored.
01:20We were able to see it at a distance of 985 kilometers
01:24at the coast of southeastern Mindanao.
01:27If we can see here in our satellite imagery,
01:29it is still far from our land,
01:33and it has no direct effect on any part of our country.
01:38As of now, there is a small chance that this will become a typhoon
01:43within the next 24 to 48 hours.
01:46However, since it is in the ocean,
01:48we will continue to monitor it
01:51in case there is a development
01:53or if it will have an effect on any part of our country.
01:58So, we will continue to monitor the updates
02:01that our agency is releasing.
02:05This is the latest track of the typhoon Carina.
02:09We can see that the area of Batanes is still inside a yellow circle.
02:15That is why we are still giving warnings in that area
02:18because the area of Batanes will still experience
02:21the impact of the wind brought by the typhoon Carina.
02:25This typhoon will continue to head to the southeastern portion of China,
02:30and if it hits the mainland portion of China,
02:34it will continue to weaken the typhoon Carina.
02:38At the same time of its weakening,
02:40the typhoon Carina will likely weaken in the southwestern portion of China.
02:47Since the area of Batanes is still inside a yellow circle,
02:54our Tropical Cyclone Wind Signal No. 1 is still active.
02:58We are still warning our countrymen
03:01about the impact of the typhoon Carina.
03:06This is the heavy rainfall warning that is currently in effect.
03:10This was initiated by our Northern Rezone PRSD and NCR PRSD
03:16where the area of Ilocos Norte, Ilocos Sur, Benguet, La Union, and Abra
03:22is under a red rainfall warning.
03:24Our countrymen should be careful because we expect serious flooding
03:28in those areas and in Cordillera.
03:31We expect landslides, so our countrymen should be careful
03:37because for the next three hours,
03:39it is possible for them to experience intense rainfalls.
03:43Sometimes, it is also possible for torrential or heavy rainfall
03:48so our countrymen should be careful.
03:51Meanwhile, our orange warning for Pangasinan and Batanes is still in effect.
03:56It is also possible for them to experience intense rains for the next three hours.
04:01We also have a yellow heavy rainfall warning for Mizambales, Bataan, Pampanga, and Tarlac.
04:07In those areas, for the next three hours,
04:10it is possible for heavy rainfall to occur.
04:15Meanwhile, as you can see,
04:17we no longer have a heavy rainfall warning in Metro Manila
04:20but we are still expecting tonight
04:23light to moderate to the times heavy rainfall.
04:28So, our countrymen should be careful
04:30because we are still expecting heavy rainfall
04:33and landslides.
04:38Meanwhile, this is what we are expecting
04:40for the effects of heavy rainfall for the next three days.
04:44So, tonight, as I mentioned,
04:47in Ilocos Region, Abra, Apayau, Benguet, Zambales, and Bataan
04:52it is still possible for them to receive up to 100-200 mm of rainfall
04:58until tomorrow
05:01where we are still expecting heavy to intense rainfall.
05:06Meanwhile, here in Metro Manila,
05:08it is still possible for 50-100 mm of rainfall
05:13to be experienced in Metro Manila,
05:16Pampanga, Bulacan, Cavite, Batangas, and Occidental Mindoro.
05:22However, tomorrow,
05:23because we are still expecting heavy to intense rainfall,
05:28we are expecting less heavy rainfall.
05:32So, if we can see,
05:34we are expecting 50-100 mm of rainfall or moderate to heavy rainfall
05:38in Zambales, Bataan, Pangasinan, and Benguet.
05:42So, starting tomorrow,
05:43in other areas of Luzon,
05:45the weather will be mostly cloudy.
05:48There will be rain,
05:49but not as heavy as the rain we experienced yesterday or the previous days.
05:55And when it comes to Saturday,
05:57the areas that may experience moderate to heavy rainfall will be less.
06:03So, these are the areas that will receive 50-100 mm of rainfall,
06:07Zambales, Bataan, and Pangasinan.
06:10So, most parts of Luzon, by Saturday,
06:13we are expecting an improving weather condition
06:17because we are also expecting
06:19that the effects of heavy rainfall will continue to weaken in a large part of Luzon.
06:25And because we are expecting moderate to heavy,
06:28with the times intense,
06:30rainfall,
06:31we are reminding our public
06:34to continue to consult their local government,
06:38especially if they live in low-lying areas and in mountainous areas,
06:42because there is a high chance
06:44that they will experience flooding and landslides again
06:48because today, tonight, or tomorrow,
06:50we are also expecting heavy rainfall.
06:53And they should continue to consult,
06:55especially with issue 1s or heavy rainfall warnings
06:59issued by our PRSDs.
07:04When it comes to Bugson ng Hangin,
07:06we know that this area still has strong winds,
07:09so we are still giving warnings
07:11to areas like Batanes,
07:13Baboyan Islands, Ilocos Region,
07:15Cordillera Administrative Region,
07:17Nueva Vizcaya, Quirino,
07:19Eastern portion of Isabela,
07:21the entire central part of Luzon,
07:23Metro Manila, Calabar Zone,
07:25Mimaropa Area,
07:27Bicol Region,
07:28Western Visayas,
07:29Negros Occidental,
07:30and Northern Samar.
07:32So the areas that I mentioned,
07:34this afternoon and tomorrow,
07:36we are still expecting moderate to strong
07:40rainfalls from Bugson ng Hangin.
07:43Meanwhile, as I mentioned earlier,
07:46we are still expecting heavy rainfall
07:48in the next few days,
07:49so by Saturday,
07:50we are expecting only Batanes,
07:52Ilocos Region,
07:53Zambales,
07:54Bataan,
07:55Marinduque,
07:56Romblon,
07:57and Calayaan Islands
07:58So we are expecting
08:00strong to heavy rainfall
08:02from Bugson ng Hangin
08:04and Habagat.
08:06When it comes to the condition
08:08of our coastal areas,
08:10we still have a high gale warning
08:12here in Batanes,
08:14Northern Coast of Cagayan,
08:15along with Baboyan Islands,
08:16Ilocos Norte,
08:17and Ilocos Sur.
08:18We are still not allowing
08:20our fishermen and
08:22small fishermen
08:24to go fishing
08:26because we are expecting
08:28strong to heavy rainfall
08:30with a wave height of 4.5 meters.
08:33Aside from the areas
08:35where we have a gale warning,
08:36we are also warning our
08:38fishermen and fishermen
08:40in the western section of Luzon
08:42and in the eastern seaboards
08:44of our country
08:45because it is still possible
08:47for the sea level to rise.
