00:00The Senate's budget deliberation today blamed the Commission on Elections' proposed fund for next year,

00:08which was also discussed in the hearing of Comalex's contract with MIRU,

00:12even the separation of Sulu from BARC.

00:19The Commission on Elections' proposed budget for fiscal year 2025 is not in line with the Senate's deliberation.

00:26In the hearing of the Committee on Finance today,

00:29the Senators blamed Comalex's budget for the next year's Super Elections,

00:34the National and Local Elections, Barangay and S.K. Elections,

00:38and also the first parliamentary elections in BARM.

00:42One of the blames is Comalex's contract with MIRU Systems Company Ltd.,

00:46which is the winning provider of automated counting machines in Halalan.

00:50Senator Riza Hontiveros said,

00:52SMARTMATIC machines have a warranty and this is what should be used for the next elections.

00:58Comalex explained that MIRU machines that will be used in Halalan passed a technical test

01:04with the help of Citizens Arm, which is a partner of the Commission on Elections.

01:07Old SMARTMATIC machines will no longer be used in Halalan.

01:12Where are the SMARTMATIC VCMs now?

01:15Are they still stored in the Comalex Warehouse in Santa Rosa?

01:19Are we absolutely sure that all of the 97,000 VCMs no longer work?

01:25And would it be possible to schedule an inspection?

01:28In the Santa Rosa Warehouse, we brought twice the media for them to inspect the vote counting machines.

01:38All of these are still accessed.

01:40But Comalex declared these machines as unusable in 2023.

01:47Another issue discussed by the Senators is the separation of Sulu and BARMM based on the Supreme Court's decision.

01:55The Senators asked if this will affect the elections in BARMM.

01:59Comalex replied that the first parliamentary election in 2025 is still ongoing.

02:03They also explained that only the parliament members will be affected.

02:08Comalex also urged the Senate to return their budget of P49.7 billion, which was reduced to P14 billion.

02:16Senator Aimee Marcos, who is the chairperson of Pagdinig,

02:21emphasized that P12 billion was added to Comalex's budget in 2024 during the last bicameral conference meeting.

02:28That's already P12 billion, right?

02:31That's why we have a problem finding money for the elections because the next year is the super election year.

02:38We are struggling to pay different workers.

02:42There are people who are afraid of the future and are nervous about BARMM.

02:47Do you have money, P12 billion? That's what I'm clarifying.

02:51Comalex immediately responded that although they are not yet spending the entire fund,

02:56it is already laid out where they will use it.

02:59Even though there were many questions to Comalex, they are still in the Senate committee

03:03and are expected to be included in a plenary session next week.
