00:00Good morning, I am Benison Estareja.

00:04We have another update regarding the typhoon Hulian with international name Kraton,

00:09as of 5 in the morning, Thursday.

00:13As of 4 in the morning, the typhoon Hulian was last seen,

00:17that's 265 kilometers north of Itbayat, Batanes.

00:21It continued to weaken at 140 kilometers per hour,

00:24very close to his eyes, and gustiness up to 170 kilometers per hour.

00:29And it is still moving slowly,

00:32the speed of the typhoon Hulian is less than 5 kilometers per hour.

00:36It can be seen here in our satellite animation,

00:39the areas in southern Taiwan where there is a strong rain,

00:43while there is no rain that can be experienced,

00:45only light to moderate rains here in the north and central Luzon.

00:50Meanwhile, it can be seen in our satellite animation

00:53that there are clouds, red colors, and sometimes strong thunderstorms

00:57because of the easterlies, or the wind from the east,

01:01particularly the Pacific Ocean,

01:03even if there are thunderstorms outside the house.

01:06And we can't see any new weather disturbance or typhoon

01:11until the weekend around our Philippine area of responsibility.

01:16Based on the latest forecast,

01:18it is expected that the typhoon Hulian will move eastward slowly.

01:23It is possible that our area of responsibility will enter this morning,

01:26and by the afternoon or afternoon,

01:29it will landfall in southwestern Taiwan.

01:32It will continue to weaken,

01:33and it is possible that it will only be a severe tropical storm

01:36because the sea around Taiwan is already cold,

01:39and it will weaken when it landfalls,

01:42because southern Taiwan is a mountainous area.

01:45Estimated location, when it lands early tomorrow,

01:48290 kilometers northwest of Itbayat, Batanes.

02:09so the so-called typhoon Hulian will not be able to rise.

02:12Estimated location, by tomorrow afternoon,

02:14is around 335 kilometers north-northwest of Itbayat, Batanes.

02:19Based on the latest forecast,

02:21the outer rain bands are still separating the extreme northern zone

02:26from the strong winds.

02:28That is why we still have Tropical Cyclone Wind Signal No. 1

02:32in the province of Batanes,

02:33and we have already removed Signal No. 1 here in Babuyan Islands.

02:39For the weather forecast for this morning,

02:42expect cloudy skies,

02:44accompanied by light to moderate, with at times heavy rains,

02:47especially in the afternoon and evening

02:49here in the extreme northern zone, Batanes, and Babuyan Islands,

02:53as well as portions of Ilocos Norte, Apayau, and mainland Cagayan.

02:58There is also a part of the northern zone plus central zone.

03:01The weather is also a bit gloomy.

03:03Sometimes, the sun shines,

03:05but most of the time, there are heavy rains,

03:07especially in the afternoon and evening.

03:10So make sure that you still have an umbrella.

03:13Here in Metro Manila,

03:14here in Calabarzon, Bicol Region, and Mimaropa,

03:17expect partly cloudy skies,

03:21and there are still areas where there will be heavy rains,

03:25especially in the afternoon and evening.

03:29For Metro Manila, it will still be hot and humid

03:32with temperatures reaching 34°C in the afternoon,

03:35as well as in nearby areas in Calabarzon and Bicol Region,

03:39while in Baguio City, it will be up to 23°C,

03:42and in some areas in the north,

03:44it will not be hot at all.

03:47For our countrymen in Palawan and Visayas,

03:50for this morning,

03:51expect partly cloudy to cloudy skies,

03:53and there are areas in the eastern portions

03:55where there will be heavy rains as early as this morning.

03:59For the afternoon and evening,

04:01expect partly cloudy to cloudy skies,

04:03accompanied by more frequent rains,

04:06as well as in the southern and eastern portions of Visayas,

04:10due to the easterlies, or the wind from the east.

04:13Our temperature in most of Palawan and Visayas

04:16will still be hot up to 33°C in the afternoon.

04:21Then for our countrymen in Mindanao,

04:23as we mentioned earlier,

04:25there are areas where as early as this morning

04:27and until the afternoon,

04:28there will be heavy rains.

04:30So make sure that we have an umbrella

04:32and always follow the thunderstorm advisories

04:35and even rainfall advisories of Pag-Asa.

04:38There is a high chance of rain within the next 24 hours

04:41in Davao Region, Caraga Region, and Sok Sabje,

04:44which is accompanied by heavy rains.

04:47While here in the southern part of Mindanao,

04:50there will still be heavy rains,

04:51or there will still be heavy rains,

04:53expected from morning to night.

04:57Our temperature in Zamboanga will be hot up to 32°C

05:00while in Davao and Cagende Oro,

05:02it will be hot up to 33°C.

05:05For now, let's just focus on Batanes.

05:08We have a gale warning.

05:09Typhoon Julian will also have an effect.

05:11For today, the waves will be up to 4.5 meters high.

05:15Then in the remaining parts of Northern Luzon

05:17and Baybayin of Central Luzon,

05:19the waves will still be 2 to 4 meters high.

05:23It is still dangerous for small sea vessels.

05:26Here in Southern Luzon, down to Mindanao,

05:28it is still expected that the waves will be up to 0.5 meters high.

05:35But if there are thunderstorms,

05:37especially in the part of Mindanao,

05:38it is possible that the waves will be up to 2 meters high.

05:42And for our three-day weather forecast,

05:45for the next three days,

05:46there is a high chance of rain,

05:49especially from tomorrow until the weekend

05:51in a large part of the Bicol Region, Visayas, and Mindanao

05:54due to the Intertropical Convergence Zone or ITCZ.

05:58This is the line where the wind comes from

06:01from the northern and southern hemispheres.

06:03And ITCZ is more common when we are in the transition period

06:07or when the wind changes from the southwestern east

06:10proceeding to the northeastern east or from the north.

06:14The remaining part of Luzon,

06:16particularly in the extreme northern Luzon,

06:18it is still expected that tomorrow will be a cloudy day

06:21with scattered rain and thunderstorms

06:24while Metro Manila and the rest of Luzon

06:26are expected to be partly cloudy

06:28until the sky is cloudy for the next three days

06:31and there is a high chance of rain and thunderstorms.
