01:37to champion the right of every Filipino child to quality education
01:42ensuring as well that it is accessible to all.
01:45His commitment to the needs of every student in the country
01:51will give them a good foundation of skills to be an intelligent student
01:58who can help the country evolve in the new era.
02:03By honing their essential learning competencies,
02:06we can equip our students with the foundation skills required to become visionaries,
02:11critical thinkers, problem solvers,
02:13qualities essential to the progress of our nation in this modern world.
02:19The ARAL Law also encourages out-of-school youth to return to school.

02:40was witnessed by Senate President Francis Chiz Escudero,
02:44House Speaker Martin Romaldez,
02:46Education Secretary Sani Angara,

02:51and other members of Congress and DepEd officials.
