00:00President Ferdinand R. Marcos Jr. insisted that the law will address the learning gaps caused by the pandemic.

00:07According to the President, there will also be a lot of help from the Aral Programme Law

00:36Academic Recovery and Accessible Learning or ARAL Act is one of the passed laws.

00:47In his speech, he said that the ARAL Act will provide quality education for Filipino youth

00:59An education that touches the mind of a Filipino child.

01:04We gather to provide every child in the country with the education that they deserve

01:09and that they have a right to.

01:11Empowering them to shape a future where learning is not a privilege

01:16but it is a right and where every young mind can flourish.

01:21According to the President, his passing of the ARAL Act is a start of a journey

01:27towards the success of a Filipino student in the quality of education.

01:33With the signing of the ARAL Law, we embark on a definitive journey

01:37to champion the right of every Filipino child to quality education

01:42ensuring as well that it is accessible to all.

01:45His commitment to the needs of every student in the country

01:51will give them a good foundation of skills to be an intelligent student

01:58who can help the country evolve in the new era.

02:03By honing their essential learning competencies,

02:06we can equip our students with the foundation skills required to become visionaries,

02:11critical thinkers, problem solvers,

02:13qualities essential to the progress of our nation in this modern world.

02:19The ARAL Law also encourages out-of-school youth to return to school.

02:25This will also improve the quality of education in the country.

02:29One of the authors of the ARAL Act,

02:36PASIG City Congressman Roman Romulo,

02:40was witnessed by Senate President Francis Chiz Escudero,

02:44House Speaker Martin Romaldez,

02:46Education Secretary Sani Angara,

02:49Senator Sherwin Gatchalian,

02:51and other members of Congress and DepEd officials.

02:56Angelique, this will be a law after 15 days of publication.

03:03This law will not be publicized.
