00:00Ranked 78th and dead last in the 2018 Global Knowledge Index and just a notch above the 2022 GKI.
00:07In January 2023, a UNICEF study showed only 1 of 10 Filipino grade 5 students meet the minimum reading level
00:15and under 2 or 17% pass expected arithmetic standard at the end of primary education.
00:22Today, an intervening piece of legislation was inked by the president in Malacañang
00:27to reverse the trend and uplift education at the elementary level.
00:31As we hear more from our Noel Talacay.
00:42This was the president's message to the youth of our nation
00:45following the signing of the Academic Recovery and Accessible Learning or Aral Act in Toloc.
00:52He also stressed that aside from the national office,
00:55there are other key players behind the success of this law, namely the teachers.
01:22Their role is not only to educate, but to innovate and to inspire.
01:26Parents and guardians also part of it.
01:29To parents and guardians, I encourage you to maintain open lines of communications with your children's tutors.
01:36Monitor your child's progress and extend to them the support they need to succeed in life.
01:42And local government units or LGUs have also significant contributions.
01:48To our LGUs, I call on you to help cultivate a safe and conducive environment for in-person tutorials.
01:55The president believes the new limited law will help address the learning gaps in the country.
02:02In the Program for International Student Assessment or PISA result,
02:06the Philippines ranked dead last among the 78 countries in 2018
02:12and 77th from the 81 countries in 2022.
02:17In 2023, the Philippines ranked at 54 among 133 countries who participated in Global Knowledge Index.
02:26This disheartening trend remained alarmingly the same,
02:30highlighting the urgency of the learning crisis that we confront today.
02:35It is imperative, therefore, that we acknowledge this massive challenge,
02:39determine the necessary steps, and prioritize the implementation of learning interventions.
02:45Education Secretary Sani Angara, who were present during the event,
02:49welcomed the passage of the RL Program Act,
02:52saying that the law will really elevate the learning of the students in the country.
02:58Senate President Francis Escudero also graced the event,
03:02noting that the law aims to brighten up the future of students through quality education.
03:09Senator Wyn Gatchalian also attended the event.
03:12He said the signing into the law strengthens the effort of the government
03:16in addressing the education crisis in the country.
03:19Pasig City Representative Romana Romulo, who is co-author of the RL Program Act,
03:26said it will take effect within and throughout the school year via face-to-face, online, and blended sessions.
03:35If this happens, first of all, it will be more voluntary,
03:39there will be additional compensation, and there will be upskilling.
03:43The RL Program Act will take effect 15 days after publication in government's official gazette
03:49or in a newspaper of general publication.
03:53It will be applied from Grade 1 to 12.
03:56The Academic Recovery and Accessible Learning Program Act
04:00is a national learning intervention program
04:03designed to help students who are struggling their reading, mathematics, and science lessons.
04:10It also aims to produce learners who can be globally competitive.
