00:00Rapid emergency response and humanitarian aid to the victims of the typhoon Kristina and Typhoon Leon
00:06will be discussed with Secretary-General Gwendolyn Pang of the Philippine Red Cross.
00:12Good afternoon, Secretary-General.
00:14Good afternoon to you, Secretary-General, and good afternoon to you as well, Ms. Niento.
00:19Ma'am, how is the preparation of the Philippine Red Cross for the upcoming event?
00:23How many chapters or branches of the PRC are involved in this preparation?
00:29Well, we are already prepared.
00:31This is always part of what we do every year.
00:34So, our number of first aid stations is 320.
00:41And we have welfare desks, 159.
00:44The welfare desk is for those who need help.
00:47For example, if someone is missing or has other needs in terms of welfare,
00:56we have 60 ambulance units stationed in different first aid stations.
01:04For all of them, there are 179.
01:06The others are stationed in our office.
01:0860 are stationed in the site.
01:10We also have 104 food patrol units,
01:13which are teams that patrol different locations
01:19because not all places are visited by people.
01:23This is where the first aid stations are located.
01:25So, we patrol around.
01:27We have food patrols so that we can see and go to different areas where there are people.
01:33And then, we have manpower that has been mobilized.
01:382,297 volunteers and staff will be on duty this UNDAS.
01:44So, I know that they also have families who are dear to their lives
01:48and they need to be mobilized for this UNDAS.
01:50But we are thankful to them
01:52because 2,297 of our volunteers volunteered and are always ready to help us every UNDAS.
01:59And then, where can we see our first aid stations or our welfare desks?
02:05We can see them in different airports,
02:08in Paranggay Hall,
02:10in different beaches,
02:12bus terminals, cemeteries,
02:14in our chapters of the Red Cross,
02:16in churches,
02:18malls, highways,
02:20gas stations, and seaports.
02:22These are the places that UNDAS and people go to.
02:26In case of emergency, they can call our hotline 1-4-3.
02:30It's easy to remember, 1-4-3.
02:33So, today, we will start.
02:37We will start by setting up 9 first aid stations,
02:422 welfare desks, we also have ambulance deployment,
02:45we have manpower assigned,
02:47food patrols, mobile units.
02:49And then, so far, those who are traveling,
02:54they needed help to check for vital signs,
02:58for those who are dizzy,
03:00those are our usual cases starting today.
03:04Okay, what are the critical areas that should be monitored
03:09and where can our countrymen go?
03:12Let's say, to the cemeteries.
03:14Where is the Red Cross there?
03:16There in the cemeteries and let's say in the airport.
03:19Where is the airport part?
03:21Okay, there are designated areas.
03:25Different areas have different designated places.
03:29We have a Facebook page.
03:32On Facebook, we have a map of different locations
03:36where we can find our 330 first aid stations.
03:39For example, some of them allow us to go to the entrance.
03:43Others don't. Some of them, we are only allowed to enter.
03:46So that we can find them,
03:48let them go to the different first aid stations
03:52that are on the website or Facebook of the Philippine Red Cross.
03:57Then they can actually see the exact locations
03:59of our 320 first aid stations.
04:03We also asked for an update on the humanitarian aid of the Philippine Red Cross
04:10to the provinces of Lubhang, Salantapo, and Baguio, Christine.
04:14What are the different ways of helping the PRC for this?
04:19Thank you, Ninia.
04:21So for now, this is the setup of my phone.
04:25I only use my phone.
04:27I'm in Naga, in Camarines Sur.
04:30And now, I'm catching a flight to Albay.
04:33To go to Albay, I'm with our chairman, Richard Gordon.
04:38Because we have not been on the ground,
04:40we want to see what's happening here.
04:42So far, we have given already hot meals.
04:44Because there are people in the evacuation centers.
04:46Other places in Camarines Sur are also flooded.
04:50Like Minalabak, Milaor,
04:54a small area of Ugi,
04:58and Labua.
05:00So the interior places, actually,
05:02some are on the road, it's already dry.
05:04But the interior places are still flooded.
05:06So we have given already
05:0834,711 hot meals.
05:12We have 662 individuals rescued.
05:16And then, 97 assisted.
05:18And then, we saw a rescued dog
05:20the other day.
05:22I saw it today.
05:24And then, we also have first aid stations.
05:2669 first aid stations.
05:28And then, we have 18 ambulances
05:30that were mobilized.
05:32And then, we have
05:34transported patients
05:36to different places.
05:38We also treated minor cases
05:40that have health issues.
05:42And then, we have given food packs,
05:44blankets, hygiene kits.
05:46Today, we have given sleeping materials.
05:48Continuously, we have given water.
05:50We have given 62,000 liters of water
05:52as of yesterday.
05:54We don't have a record today.
05:56And then, we have welfare desks.
05:58And then, we have child-friendly spaces.
06:00You can see it in the video.
06:02And then, we also have
06:04health promotion because
06:06many are seeing
06:08respiratory infections.
06:10There are also
06:12fungal infections.
06:14So, we are also teaching health teachings
06:16as you can see there.
06:18And then, we are also doing clearing.
06:20You can see the roads are dirty.
06:22There are volunteers clearing the roads.
06:24We are dumping water on the roads.
06:26Some use payloaders
06:28to move the soil.
06:30It's not a Red Cross office.
06:32There are different establishments in the church.
06:34There are different establishments.
06:36And we have also given
06:38the dogs that we rescued.
06:40I saw those three dogs earlier.
06:42We will also have them operated on.
06:44And then,
06:46we have given medicines.
06:48Doxycycline because many people
06:50have been infected with the flu.
06:52And then, we will also give
06:54other medicines like antifungal infections.
06:56Then, blood.
06:58We have also augmented blood in different places
07:00in Bicol because
07:02there are many hospitals in Baca.
07:04So, we are continuously
07:06responding and helping.
07:08In fact,
07:10we were in the air earlier.
07:12You can still see a lot of areas
07:14that are swollen with water.
07:16It's still flooding.
07:18And it's been a while
07:20since it rained.
07:22And many livelihoods
07:24have been damaged.
07:26These
07:28rice fields.
07:30We're also looking into livelihoods.
07:32So, the Red Cross will provide
07:34relief goods that we deployed.
07:36We also thanked the Air Force
07:38because they delivered our equipment
07:40from Cebu to Bicol.
07:42And then,
07:44we are launching an
07:46international appeal tomorrow
07:48so that
07:50we can help more people.
07:52For now, we give the emergency needs
07:54but the recovery needs
07:56like houses
07:58that need to be repaired.
08:00Other houses need to be given
08:02and livelihood support.
08:04So, that's what we're doing.
08:06And other schools
08:08are also damaged.
08:10So, if we have extra money, we can help.
08:12Earlier, we gave relief.
08:14You can see the picture there.
08:16So, that's what we're doing
08:18here in Camarines Sur.
08:20We are continuously giving
08:22help to our countrymen.
08:24Doc Gwen,
08:26what are the contingency plans,
08:28measures, and assistance
08:30that you are preparing for
08:32areas that may be affected by the Typhoon Leon?
08:34Are the supplies of PRC
08:36still enough for these areas?
08:38Yes, our supplies are enough
08:40because
08:42the areas affected by Bicol,
08:44our supplies
08:46are from Manila,
08:48from Batangas,
08:50and other nearby areas.
08:52For example, in North Luzon,
08:54our warehouse is from Subic.
08:56So, there are goods there.
08:58We also have volunteers
09:00that we are deploying.
09:02In Mindanao,
09:04we also have warehouses
09:06for Mindanao and volunteers.
09:08We are ready.
09:10This typhoon,
09:12this tropical storm,
09:14which is
09:1615 and Typhoon Leon,
09:18we have
09:20rotations made by our volunteers
09:22in case our operation
09:24takes longer.
09:26Other volunteers will also be there.
09:28Thank you very much,
09:30Secretary-General Gwendolyn Pang
09:32of the Philippine Red Cross.
