00:00So, for everyone's information, just a while ago at 3.40 p.m.,
00:04the eye of the storm, Marche, has landed here in Santa Ana, Cagayan.
00:09And at this time, the sea continues to change here in the northern part of Cagayan.
00:15And the wind is still strong, reaching up to 175 kilometers per hour,
00:20close to the middle of it.
00:21And the wind speed reaches up to 240 kilometers per hour.
00:26It is moving in the direction westward at a speed of 10 kilometers per hour.
00:30So, the storm is still remaining in most parts of the northern Luzon area at this time.
00:36Now, let's look at the forecast track of the storm, Marche.
00:40So, we can see earlier, we mentioned that there was a landfall in the northern part of Santa Ana, Cagayan.
00:45And from this afternoon until tomorrow early in the morning,
00:50some parts of the northern Luzon area will be affected.
00:54It is possible that by 2 p.m. tomorrow,
00:58it will be close to the northwestern boundary of our Philippine Area of Responsibility.
01:04It is also possible that by Friday night, it will continue to come out of our Area of Responsibility.
01:10So, we are still hoping that the typhoon category can be maintained,
01:14but we are not ruling out the possibility that it will continue to rise
01:18and continue to hit the three-hourly update of the forecast until the storm Marche.
01:24So, in terms of warning signal number, which is high in some parts of our country,
01:30we will guide the colors here on the map.
01:33We can see that the areas of the northern portion of Cagayan,
01:36including Baboyan Island, northern portion of Apayaw, and Ilocos Norte,
01:41still have a wind signal number 4.
01:45Those are the areas that are highlighted in red on our map.
01:48Meanwhile, the areas that are highlighted in orange,
01:51tropical cyclone wind signal number 3 has risen.
01:54These are the areas of Batanes, remaining part of Cagayan, remaining part of Apayaw, and Ilocos Norte,
02:01this northern portion of Abra, northern portion of Ilocos Sur.
02:05Meanwhile, warning signal number 2 here or wind signal number 2 in the areas highlighted in yellow,
02:11northern and central portion of Isabela, remaining part of Abra, remaining part of Calinga,
02:17the whole mountain province, the northern portion of Ipugao, northern portion of Benguet,
02:22remaining part of Ilocos Sur, and this northern portion of La Union.
02:27Warning signal number 1 is still high in the areas highlighted in light blue.
02:31These are Pangasinan, La Union, or remaining part of La Union, remaining part of Ipugao,
02:38remaining part of Isabela, Quirino, Nueva Vizcaya, this northern and central portion of Aurora,
02:44the northern portion of Nueva Ecija, and this northern portion of Zambales.
02:49For additional information on the municipalities that are included in the areas with warning signals,
02:58you can also see our Tropical Cyclone Bulletin on our website.
03:03You can download the file in PDF format and you can see the areas that are included here,
03:09for example, in the northern portion of Zambales.
03:11So, what do we expect from the areas with warning signals?
03:15In the areas with warning signals number 4, 3, and 2, we expect harsh weather.
03:22When we say harsh weather, it means strong winds.
03:26This can cause many trees to fall, houses, especially those made of light materials,
03:33can also cause power poles to fall,
03:36aside from the effects of this on the coastal areas mentioned earlier.
03:41Meanwhile, in the areas with warning signals number 1, we expect strong winds.
03:47Now, because of the Tropical Cyclone Mars, there are also areas outside the warning signals
03:52that can experience strong winds from time to time.
03:55Today, there were strong winds in Zambales, Bataan, and Pulilo Island.
04:00Tomorrow, in Batanes, along with Babuyan Island, Isabela, and Ilocos Region.
04:06On Saturday, in Batanes and Babuyan Islands,
04:10if we recall earlier, on Saturday, the center of Tropical Cyclone Mars is very far from our country,
04:17but as we mentioned, it is still possible to experience strong winds in some parts of our country.
04:24Meanwhile, let's talk about the rain caused by Tropical Cyclone Mars.
04:29Earlier, we showed on the forecast track that it is possible that tonight,
04:32it will come home to the sea, here in the lower part of Cagayan,
04:36and then it is possible that it will directly affect some parts of Apayaw and Ilocos Norte.
04:41We also have intense to torrential rains here in the area of Cagayan, Apayaw, Ilocos Norte, Ilocos Sur, and Abra.
04:49Usually, the ones that are closer to the center are the ones that we expect to see the most rainfall.
04:53Meanwhile, heavy to intense rains are here in Batanes, and also here in the area of Isabela.
05:00Moderate to heavy rains are in La Union, Calinga, Mountain Province, Benguet, and Ifugao.
05:06That's for today.
05:08Tomorrow, the rain that we expect, the ones that are intense to torrential,
05:12or more than 200 mm, we expect to see in the area of Ilocos Norte.
05:17However, we still have heavy to intense rains here in Ilocos Sur, here in Apayaw, and in Baboyan Island.
05:25Meanwhile, moderate to heavy rains are here in mainland Cagayan, in Batanes, Calinga, La Union, Abra, and Mountain Province.
05:33The rains that were brought by Hurricane Marce, as we always mention in our forecasts,
05:39it is possible that there will be floods in low-lying areas.
05:44It is also possible that there will be floods in communities near the rivers.
05:48Because the continuous rain can increase the water level here in the river systems that we mentioned.
05:57Aside from that, it is possible that the water from some areas will flow towards your area.
06:04Some areas are also being flooded in some parts of the Northern Luzon area.
06:07So be alert.
06:09There is also a risk of landslides, especially if it has been raining in your area for a few days
06:15and you live near the foot of the mountain.
06:18Be alert.
06:19We will repeat, in our forecast, it is possible that there will be more rains in higher-lying areas.
06:27That is why we are saying that it is possible that the rains in one area are not that much,
06:32but if there is a mountain next to it, the rainwater that accumulates there can flow down
06:38and cause floods in the downstream communities that we call.
06:43We are still expecting floods, rain and landslides.
06:49So for this time, we have been giving warnings for a few days.
06:52We are hoping that you have stocked up on necessities in your house
07:00as much as possible.
07:01Stay inside your house while there are landslides.
07:03Continue to monitor and update your local government and local DR officials
07:11for continuous disaster preparedness and mitigation measures.
07:15Now, we mentioned the strong winds that can affect the flow of the sea.
07:21Here in the seas around Batanes, Cagayan, including Babuyan Island, Isabela, Ilocos Norte and Ilocos Sur,
07:29the elevation can reach up to 11 meters.
07:33We have a gale warning in the area highlighted in red.
07:36It is the same here in La Union, Pangasinan and the northern part of Zambales
07:40where we are expecting the elevation to reach up to 5 meters.
07:45That is why it is prohibited for any type of sea vehicle to sail in these parts of the sea
07:55while the tsunami continues to hit the northern Luzon area.
08:00We are waiting for the possibility that by Saturday,
08:03if the tsunami continues to come out of our air responsibility,
08:07then we can probably resume our maritime activities in the seas around the northern Luzon.
08:15For now, continue to follow our update up to the gale warning in the seas around the northern Luzon area.
08:23The storm surge is still there,
08:26the high waves that can pass through coastal communities or areas here in the northern Luzon.
08:33More than 3 meters of high waves are possible in the coastal areas of Batanes,
08:38northern coast of Cagayan and northern coast of Ilocos Norte.
08:41Meanwhile, 2.1 to 3 meters in La Union, several parts of Batanes,
08:46eastern coast of Cagayan, western coast of Ilocos Norte and Ilocos Sur.
08:501 to 2 meters in several coastal areas of Isabela.
08:54So, at this point, hopefully, our fellowmen in the coastal communities
08:59that are directly affected by the storm,
09:01I hope that you have already evacuated to higher areas or designated evacuation centers.
09:06And hopefully, you have already tied or secured your boats and sea vehicles
09:11so that the waves can be avoided or the boats can sink and be damaged.
